A region does not need to finance and operate one giant hyperscale campus to add serious digital, cloud or AI capacity. A portfolio can combine leased colocation, public or neocloud services, a government or university HPC cluster, edge and micro data centers, and staged brownfield or modular facilities. This approach can deliver capacity sooner, spread capital risk and place each workload where its latency, sovereignty, resilience and power requirements are best served.
The decision is less about choosing a single replacement and more about sequencing investments. Start with capacity that can be contracted quickly, build strategic capabilities that justify local ownership, and reserve major construction for demand and grid access that are demonstrably real.
What a hyperscale campus provides—and why a region may not need all of it
“Hyperscale” generally describes a very large, highly standardized data-center deployment designed to add computing, storage and network capacity in repeatable blocks. Its strengths are scale economies, centralized operations, dense connectivity and room for substantial future expansion. Those strengths matter to a national cloud region, a large AI trainer or a platform serving millions of users. They are not automatically necessary for a regional technology strategy.

These needs differ in location, utilization, power density, cooling and ownership. Putting all of them into one new campus can create a large fixed commitment before demand, workforce and grid availability are proven.

Use nine questions to test every option:
- How soon can usable capacity be online?
- What capital must be committed before workloads or tenants are contracted?
- Who controls the infrastructure, data location, security policy and operating schedule?
- What latency and network paths do applications require?
- How will failures, disasters and maintenance affect service?
- What electricity, water, emissions and land impacts are acceptable?
- Can the region recruit and retain the people needed to run it?
- Who bears the risk if utilization is lower than forecast?
- Can capacity be added in small increments rather than in one large step?
The alternatives below answer different combinations of those questions. A practical program normally uses more than one.
Colocation: the fastest route to regional capacity
What you buy
In colocation, a provider supplies the building, racks or suites, electricity, cooling, physical security and network connectivity. The customer owns or leases the servers, storage and accelerators installed there. The contract can range from a few cabinets to a dedicated hall, with services such as cross-connects, remote hands and managed operations added separately.
This separates the difficult real-estate and utility work from the technology program. A region can place an initial cloud on-ramp, public-sector systems or an AI cluster in an operating facility while it evaluates longer-term demand.
Why it can beat a new campus
Uptime Institute’s 2024 survey found that 61% of surveyed colocation providers host hyperscale tenants. Uptime states that “Many hyperscale cloud providers rely on colocation partners to access new markets or expand within existing regions.” It also says, “This helps them provide a service to customers more quickly and economically than building new sites, which, in many cases, can take years.” The same logic applies to a regional authority or consortium: capacity and connectivity can be contracted before a new site is designed, permitted and interconnected.
Colocation also provides geographic diversity. A region can lease space in two facilities or in facilities connected to different substations and carrier routes, rather than concentrating every workload in one campus.
Where colocation fits best
- Immediate market entry for cloud, SaaS and digital-service companies.
- Private infrastructure that must remain under the customer’s control but does not justify a building.
- Disaster recovery and backup in a separate utility and network footprint.
- Early AI or HPC deployments while demand and power requirements are measured.
- Interconnection with several carriers, internet exchanges or cloud on-ramps.
What to verify in a contract
Do not compare providers only by cabinet price. Request the committed utility capacity, rack power limits, cooling method, generator and fuel arrangements, maintenance windows, service-level remedies, cross-connect charges, expansion rights and exit terms. Confirm whether the quoted capacity is firm or merely an estimate from the utility. Ask how the facility handles water restrictions, heat waves, fuel delivery and a prolonged grid outage.
High-density AI equipment may need liquid cooling, unusual rack weights or a power distribution design that an older hall cannot provide. Obtain an engineering review before buying hardware. Also map the provider’s sites against your latency targets and recovery objectives; a second facility in the same local failure domain is not the same as geographic disaster recovery.

Cloud, neocloud, private cloud and HPC
Public cloud for elastic and widely distributed demand
Public-cloud services avoid construction and expose compute, storage, databases and managed AI tools through a consumption model. They are useful when demand is uncertain, workloads are seasonal, or applications need to reach users in several regions. Capacity can be increased without waiting for a building or utility connection, and the provider carries much of the hardware-refresh burden.
The trade-off is less control over physical placement and hardware configuration. Data-residency, sectoral regulation, egress charges, service quotas and provider-specific interfaces must be assessed before committing a critical system. A sound design keeps data and workloads portable where practical, uses more than one availability zone for important services, and defines how data will be exported if the commercial or technical relationship changes.
Neocloud and specialized accelerator capacity
Newer neocloud providers concentrate on accelerators, high-performance networking or other specialized infrastructure. They can be attractive for AI training, inference and scientific workloads that need a particular GPU generation or a large cluster for a limited period. Leasing this capacity can be faster than procuring, powering and operating an equivalent local installation.
Evaluate accelerator availability, reservation guarantees, interconnect performance, software-stack compatibility, data-transfer time and the provider’s location. A nominally cheaper hourly rate may not be economical if datasets must be moved repeatedly or if jobs wait in a shared queue. For sensitive workloads, establish encryption, access logging, key ownership and the jurisdictions in which data and backups may reside.

Private cloud for control and predictable workloads
A private cloud can run in a colocation suite, an existing enterprise facility or a government or university environment. Uptime Institute reported that 44% of its 2024 survey respondents use on-premises private-cloud infrastructure, illustrating that organizations often combine private and public resources rather than choosing one exclusively.
Private cloud is appropriate when utilization is steady, data controls are strict, or applications need custom networking and hardware. It requires an operating team, patching discipline, capacity planning and a refresh budget. Treat those recurring costs as part of the service price; owning servers does not eliminate them.
Government and university HPC
The OECD’s 2026 Securing AI Compute report identifies private firms, government and academia as possible owners of data-center infrastructure, alongside colocation, public-cloud and neocloud access. A government- or university-sponsored HPC cluster can anchor research, public-interest AI and workforce development when workloads are strategic but too small to justify a hyperscale campus.
HPC is not simply a smaller cloud. Batch scheduling, parallel file systems, high-speed interconnects, research software support and fair-share policies shape its usefulness. Define who receives priority, how commercial users contribute to operating costs, and how the cluster will be refreshed when accelerator generations change. A shared governance board can align university, industry and public-sector demand while protecting research independence.

Edge and micro data centers for latency-sensitive services
When proximity is the requirement
Edge nodes place processing near the devices and users generating data. They suit industrial control, telecom functions, retail analytics, connected transport, health applications and other workloads where a round trip to a distant cloud is too slow, too costly or too dependent on a wide-area link. Local processing can also reduce the volume of raw video or sensor data sent to a central site.
The European Commission reports that public edge infrastructure in the EU27 is projected to grow from around 1,032 nodes in 2025 to more than 3,500 by 2030. That growth indicates a distributed model, not a substitute in which one edge site replaces every central facility.
Designing a distributed estate
Define which functions must run locally and which can remain central. Keep control loops, safety functions and immediate filtering at the edge; send aggregated data, model training and long-term storage to regional or public-cloud resources. Standardize the hardware, operating image, monitoring and remote-management method so that dozens of small sites do not become dozens of bespoke environments.
Micro data centers may occupy telecom locations, factory premises, retail back rooms or purpose-built shelters. Check physical security, dust, vibration, temperature, flood exposure, backhaul diversity and the ability to dispatch technicians. A small node may have little redundancy, so applications need local fail-safe behavior and a tested path to a central site.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsCosts and limitations
Edge sacrifices some centralized scale economies. Each site needs its own lease or enclosure, power protection, cooling, connectivity, spares and monitoring. Security patches and hardware replacement become a fleet-management problem. Use edge only where latency, bandwidth, resilience or data-locality benefits outweigh that operating complexity.
Brownfield retrofits and modular capacity
Use existing halls and industrial sites
Retrofitting an existing data hall, industrial building or telecom site can shorten the schedule and reuse land, substations, fiber and trained staff. Uptime Institute reported in 2024 that 29% of operators were upgrading existing data-hall space for high-performance IT, showing that retrofit is an active industry path.
Brownfield does not mean capacity is automatically available. Survey floor loading, ceiling height, fire protection, electrical distribution, cooling plant, generator clearance, fiber entrances, hazardous materials and local planning requirements. Older halls may have enough total megawatts but not the high-density distribution or liquid-cooling capability required by modern accelerators.

Add modular blocks as demand is proven
Modular facilities can be deployed as repeatable power-and-cooling blocks, containerized systems or prefabricated rooms. They allow a region to start with a smaller commitment and add capacity when customers, grants or research programs are secured. A modular program still needs a master plan for roads, transformers, fiber, water, fire access and maintenance; otherwise each addition can consume the space or utility headroom needed by the next one.

Power, water and the grid queue are first-order constraints
Why electricity changes the location decision
Power availability can dominate the schedule for any large compute project. The U.S. Department of Energy and Lawrence Berkeley National Laboratory reported in 2024 that U.S. data-center load growth had tripled over the prior decade and was projected to double or triple by 2028. A proposed site may have land and fiber yet remain unusable until a substation, transmission upgrade or generation project is completed.
The International Energy Agency’s 2025 Energy and AI analysis says renewables meet most additional data-center electricity demand to 2035 in its scenarios. In its Lift-Off Case, data-center electricity generation approaches 2,000 TWh by 2035; long grid-connection queues mean much of the additional increase is met by fossil fuels. The implication for a regional strategy is practical: a “green” procurement claim must be matched to deliverable power, timing and accounting method, not merely a future project announcement.
Options when interconnection is slow
- Lease space at a facility with firm utility capacity already in service.
- Choose a brownfield site with an existing substation and transmission rights.
- Contract renewable power through a power-purchase agreement while verifying physical delivery and additionality claims.
- Work with the utility on a phased load schedule that grows as network upgrades arrive.
- Use a microgrid or onsite generation for resilience, subject to emissions permits, fuel logistics and interconnection rules.
- Place latency-sensitive equipment near users while locating power-intensive batch jobs where electricity is available.
The U.S. Geological Survey’s 2026 synthesis describes data centers of different sizes, technologies, ownership models and distances from users. It cites projections that U.S. data-center electricity use could rise from about 2% to 6.7–12% by 2028 and discusses colocating facilities with energy infrastructure and onsite generation. Those ranges are projections, not a universal forecast, but they demonstrate why a regional plan should treat electricity, water and emissions as design inputs from the first site screen.

Water and heat deserve equal attention
Cooling choices affect water consumption, electrical efficiency and operating limits during hot weather. Compare evaporative, air, liquid and hybrid designs under local climate and water restrictions. Require the provider or integrator to disclose expected water use, peak heat rejection, backup behavior and the source of cooling water. A site that cannot obtain permits for its cooling system is not a practical low-cost option, regardless of its available land.
Comparison matrix: match the model to the regional objective
| Model | Time to usable capacity | Capital and operating profile | Control and sovereignty | Latency and reach | Resilience and scaling | Best fit |
|---|---|---|---|---|---|---|
| Colocation | Usually the fastest option when space and utility capacity are available; exact timing depends on provider inventory and fit-out. | Lower upfront construction commitment; recurring space, power, connectivity and equipment costs. | Customer controls its IT and data; facility operations remain with the provider. | Good carrier and cloud connectivity; choose sites to meet application latency. | Use multiple facilities for recovery; expand by suite, hall or contract. | Regional market entry, private infrastructure, cloud on-ramps and disaster recovery. |
| Public cloud | Fast access to standard services, subject to account, quota and regional availability. | Consumption-based operating expense; no facility construction, but usage and data-transfer charges vary. | Strong service controls, less physical and hardware control; residency must be verified. | Broad geographic reach; latency depends on selected region and network path. | Highly elastic within service limits; portability and outage planning are essential. | Variable demand, digital services and workloads needing managed platforms. |
| Neocloud | Can be fast when specialized accelerator capacity is available. | Lease or consume scarce accelerator capacity; transfer and reservation costs can be material. | Provider controls hardware and site; negotiate data, security and jurisdiction terms. | Strong for large accelerator jobs if data is nearby; weaker if datasets cross long links. | Scale depends on inventory and reservations; maintain a fallback provider or queue. | AI training, inference and scientific workloads needing specialized hardware. |
| Private cloud | Depends on existing facility, procurement and deployment team. | Higher ownership and staffing commitment; predictable workloads can justify it. | High control over hardware, policy and placement. | Can be placed close to users or systems; external reach requires network design. | Customer funds redundancy, refresh and expansion. | Regulated, steady or customized workloads. |
| Government or university HPC | Depends on funding, procurement and cluster build; shared facilities can accelerate access. | Shared capital and operating model; requires specialist support and refresh funding. | Public or academic governance can support strategic and sovereign objectives. | Excellent for connected research users; not a general-purpose public cloud by default. | Queue and policy determine access; add nodes in planned generations. | Research, workforce development and public-interest AI. |
| Edge or micro data center | Potentially quick for standardized small nodes, but each site needs its own preparation. | Distributed capital and operating costs; less central scale economy. | Local physical control; fleet security and remote management are critical. | Best for low-latency and bandwidth-sensitive workloads. | Many failure points; central fallback and standardized spares are required. | Industrial control, telecom, retail, health and local analytics. |
| Brownfield or modular | Can be faster than a new campus if building, permits and utility capacity are suitable. | Staged capital; retrofit surprises and integration work must be budgeted. | High control if region owns or leases the site. | Choose location for users, carriers and power together. | Incremental expansion, constrained by site utilities and supply chain. | Uncertain demand, phased regional programs and reuse of existing assets. |
A staged 12–36-month regional plan
Months 0–3: define demand and constraints
- Inventory current and expected workloads by CPU, GPU, storage, network, latency, residency and availability requirement.
- Separate bursty jobs from steady workloads and identify which data cannot leave the jurisdiction.
- Map users, fiber routes, substations, water constraints, flood and heat risks, existing halls and available workforce.
- Set service objectives: recovery time, recovery point, maintenance tolerance and acceptable provider concentration.
- Issue a common requirements document to colocation, cloud, neocloud, HPC, edge and modular suppliers so proposals are comparable.
Months 3–12: secure immediate capacity and run pilots
- Contract colocation or cloud capacity for workloads that cannot wait for construction.
- Run a measured AI or HPC pilot, recording utilization, queue time, data-transfer volume, energy use and operator effort.
- Deploy a limited number of edge nodes only where latency or bandwidth measurements justify them.
- Test backup and restoration in a second failure domain, not merely on a second rack.
- Negotiate expansion options, price protections, data-export rights and termination assistance before the initial term begins.
Months 12–24: establish strategic local capability
- Use pilot results to size a private-cloud, government or university HPC service for workloads with sustained demand or sovereignty requirements.
- Choose brownfield or modular sites with verified utility capacity, cooling design, permits and fiber diversity.
- Formalize training with universities, operators and equipment suppliers; include 24-hour incident coverage in workforce plans.
- Secure renewable contracts, utility upgrades or microgrid permits that align with the actual expansion schedule.
Months 24–36: expand only against evidence
- Add modular blocks, racks or accelerator generations when contracted demand and measured utilization support them.
- Keep public-cloud or neocloud capacity for bursts and failover rather than sizing local infrastructure for the highest theoretical peak.
- Reassess whether a larger dedicated campus is now justified by signed tenants, power delivery and an operating workforce.
- Review concentration risk annually: provider, facility, carrier, substation, fuel, cooling water and key personnel.
Decision rules and common failure modes
Choose colocation first when speed matters
If customers or public services need capacity within the near term and suitable space exists, colocation usually offers the least construction risk. Do not call it a long-term strategy until expansion rights, power reservations and a second recovery site are documented.

Choose cloud or neocloud when utilization is uncertain
Elastic services are preferable when demand is seasonal, experimental or geographically broad. Measure total workload cost, including data movement, managed-service premiums, support and egress; an hourly compute comparison alone can mislead.
Choose local HPC or private cloud when control is strategic
Local ownership makes sense for predictable utilization, sensitive data, research continuity or workforce goals. Fund operations and hardware refresh as carefully as the initial purchase.
Choose edge only for a measured latency or bandwidth need
Do not distribute systems merely to appear innovative. A central service with local caching may meet the objective at lower operational complexity. Deploy edge when a measured round-trip, connectivity or data-volume constraint requires it.
Choose brownfield or modular when demand can be staged
Phased capacity limits stranded capital, but only if the site can support later electrical, cooling and network additions. A cheap first phase that blocks the second phase is false economy.
Do not ignore non-technical dependencies
- Grid-connection dates can be less certain than equipment delivery dates.
- Permits, water rights, fuel logistics and community agreements can determine the schedule.
- Specialist operators, not just servers, are required for safe 24-hour service.
- One provider, carrier or substation can create a common failure domain even when contracts describe “redundancy.”
- AI hardware generations and software stacks change quickly; buy expansion flexibility rather than locking every phase to one design.
How to make the final portfolio choice
Score each candidate against the nine decision questions, weighting the factors that are genuinely non-negotiable. A hospital or industrial-control program may weight latency and continuity above price. A research region may weight accelerator access and workforce development. A public administration may weight sovereignty, auditability and predictable operating cost. Record the assumptions behind every score and revisit them after the pilot phase.
In most regions, the defensible answer is a portfolio: colocation and cloud for immediate and variable demand; neocloud or shared HPC for specialized accelerators; private or public-sector infrastructure for strategic workloads; edge nodes where proximity is essential; and modular or brownfield expansion where measured demand and power availability support it. A hyperscale campus can remain a later option, but it should be earned by evidence of demand, deliverable electricity, cooling, workforce and tenants—not treated as the starting point.
