On April 20, 2020, Alibaba Cloud announced plans to invest RMB 200 billion—then reported as approximately US$28 billion—over three years in cloud infrastructure. The plan named operating systems, servers, chips and networks as priorities. It was an announced commitment, not proof that Alibaba ultimately spent the full amount.

What Alibaba announced in 2020

Alibaba Cloud described the investment as an effort to strengthen its cloud infrastructure and foundational technologies. The three-year period and dollar equivalent refer to the announcement as reported in April 2020; the commitment was stated in renminbi.

The specified technology areas were:

  • Operating systems
  • Servers
  • Chips
  • Networks

The announcement did not provide a detailed allocation of the RMB 200 billion among those areas.

Why Alibaba announced the plan

The timing coincided with pandemic-era growth in online work and services. TechCrunch reported that rising demand for video conferencing and live streaming was among the factors behind the investment. Reuters separately described increased use of Alibaba’s DingTalk as employees and students in China worked from home. These reports provide context, but do not establish the pandemic as the sole cause of the plan.

In a statement reproduced by TechCrunch, Jeff Zhang, then president of Alibaba Cloud Intelligence and Alibaba Group’s chief technology officer, said the company hoped to support business recovery and digital transformation by investing in cloud infrastructure and fundamental technologies. What the market figures from 2019 mean

Alibaba Cloud’s April 28, 2020 release reported Gartner figures for the prior year: a 9.1% share of the global infrastructure-as-a-service (IaaS) market and a 28.2% share in Asia Pacific. Alibaba attributed these numbers to Gartner; the underlying Gartner report was subscriber-only, according to Alibaba’s release. Is the $28 billion plan still current?

No. The $28 billion figure belongs to the 2020 announcement and should not be presented as Alibaba’s current investment plan. On February 24, 2025, Alibaba announced a separate plan to invest at least RMB 380 billion (US$53 billion) over the next three years in AI and cloud infrastructure. That later commitment has a broader stated scope and does not revise the wording or outcome of the 2020 plan. Alibaba’s 2025 announcement filed with the SEC describes the newer plan.

What is known about the final 2020 spending?

The contemporary announcement and reports establish what Alibaba planned, but they do not verify the total ultimately spent under the three-year commitment or reconcile actual spending against it. It is therefore accurate to call the RMB 200 billion a planned investment, not a confirmed expenditure.
