Broad productivity gains depend on AI becoming a routine part of work, firms redesigning processes around it, and workers and infrastructure keeping pace. Goldman Sachs Research expects measurable U.S. GDP effects from 2027; that is a forecast, not a result already recorded.
What do the trillion-dollar AI estimates actually measure?
They refer to different things: time saved and valued at labor cost, potential economic value modeled across use cases, investment spending, or projected productivity growth. Those measures answer different questions and should not be added together or treated as interchangeable. In particular, a modeled value or labor-cost equivalent is not the same as extra output in national accounts.

The definitions matter as much as the scale. Valuing saved minutes at labor cost does not prove that the same amount of additional output was produced: saved time may be used for other work, absorbed by coordination, or not redeployed at all. Investment adds to demand and capacity, but it does not show whether the capacity is being used efficiently. The OECD and McKinsey figures, meanwhile, describe outcomes under assumptions about future adoption.
Why can investment lead productivity by years?
A company can buy AI services or build computing capacity before those tools change how much useful work its employees complete. For productivity to rise, systems must be capable enough for routine tasks, available reliably, and integrated into workflows in a way that improves output rather than simply adding another step.

Adoption has to reach ordinary production work
Goldman Sachs Research’s interview page, accessed October 3, 2026, reports that about 5% of companies use generative AI in regular production. It identifies gaps in knowledge, privacy and security concerns, and reluctance to overinvest in immature technology as barriers. The figure is a company-adoption measure reported by Goldman, not a measure of the share of workers using AI or the share of work automated.
Joseph Briggs, co-leader of Goldman Sachs Research’s Global Economics team, described the gap between experimentation and operational use: “Until we’ve seen more significant uptake in the actual application of AI, in the regular work production process, I don’t think that we’re going to see as big of an impact on productivity.”

Workflows and jobs may need to change
Making a tool available does not automatically make an organization more productive. Firms may need to redesign processes, decide which tasks AI should handle, and change how employees review or use its output. McKinsey’s productivity scenarios depend in part on workers shifting activities or jobs and receiving support to build relevant skills. If saved time is not put to more valuable use, a technical efficiency gain may not become a broad labor-productivity gain.
Infrastructure and readiness set practical limits
Goldman Sachs Research links everyday AI use to sufficient computing, network capacity, and electricity. The IMF’s 2026 remarks by Managing Director Kristalina Georgieva likewise emphasize infrastructure, skills, and regulatory frameworks as factors in countries’ preparedness. These are complementary conditions: model capability alone cannot deliver routine use if systems are costly, unreliable, difficult to integrate, or constrained by local readiness.

What is the timing forecast—and what is still uncertain?
Goldman Sachs Research’s November 7, 2023 forecast said AI might begin to boost U.S. GDP measurably in 2027, with broad adoption accelerating in the second half of the decade. Its later interview page, accessed October 3, 2026, still describes the expected GDP impact as future and says the forecast assumes no AI boost before 2027. The date is therefore a forecast threshold, not a guarantee that gains will appear then or a finding that they have already arrived.
The delay is not unusual in Goldman’s historical comparisons: its 2023 article says productivity gains associated with electric motors and personal computers appeared in macroeconomic data only after long diffusion periods and adoption by roughly half of affected businesses. That analogy illustrates a possible lag; it is not a universal timetable or a rule that AI must follow.

The strongest reason not to treat the forecast as settled is that widespread implementation is the hinge. Goldman’s later discussion says early signals are encouraging, but also reports limited regular-production adoption. The forecast could prove too early if organizations struggle with reliability, cost, security, or integration; it could prove too cautious if useful systems spread quickly and firms redesign work successfully. The cited sources do not establish which path will prevail.
What would make AI productivity gains arrive sooner—or later?
- Routine use and workflow redesign: gains are more plausible when tools are embedded in production tasks and processes are reorganized around them, rather than merely offered to employees.
- Skills and worker transitions: training and support can help workers move toward tasks where human judgment or complementary skills add value; disruption without redeployment may limit the productivity payoff.
- Compute, networks, and energy: dependable capacity is necessary to support frequent use, while infrastructure bottlenecks can slow deployment.
- Capability and implementation: systems need to perform useful tasks well enough for firms to rely on them. Goldman’s 2023 forecast also identifies displaced information-and-communications-technology spending and potential regulatory barriers as factors affecting realized gains.
- Country and sector mix: OECD’s G7 scenarios differ with exposure and economic composition. A country’s results will depend on which sectors adopt AI, how quickly they do so, and the assumptions that fit its economy.
How should readers judge whether the bet is paying off?
Separate leading indicators from the outcome being claimed. Investment totals and product announcements can show that firms are building capacity; reported usage can show adoption; neither, by itself, establishes an economy-wide productivity improvement. More persuasive evidence would connect sustained use in ordinary production to higher output per hour or other measured productivity outcomes over time.

- Ask whether a figure is investment, modeled potential, time valued at labor cost, GDP growth, or measured productivity.
- Check who and what it covers: workers, firms, industries, a group of economies, or a global set of use cases.
- Look for its time horizon and assumptions about adoption, implementation, and worker redeployment.
- Distinguish a forecast from a later observed result, and avoid applying a scenario for one region to another without evidence.
