AI is turning advertising into campaign infrastructure rather than a feature confined to search keywords and social feeds. It can plan media, model audiences, generate creative, bid on inventory, forecast outcomes and connect measurement across connected TV (CTV), retail media, streaming audio, gaming, creators, digital out-of-home and, eventually, consumer-facing AI assistants. The practical shift is already under way, but integration, privacy controls and cross-platform measurement are lagging behind adoption.
For advertisers, the winning approach is not to hand over every decision to an algorithm. It is to combine consented first-party data, contextual signals, controlled experiments and human review with automation that can operate across fragmented channels.
AI advertising is already operational, but most companies are not fully integrated
AI is used today for yield management, automated bidding, forecasting, audience modelling, creative versioning and campaign optimisation. The limitation is organisational: tools often sit in separate planning, buying, creative and analytics systems.
An IAB 2025 U.S. study found that only 30% of agencies, brands and publishers had fully integrated AI across the media-campaign lifecycle. Half of the organisations that were not yet integrated expected to reach that stage by 2026. David Cohen, IAB chief executive, said that generative and agentic AI would alter the entire digital media ecosystem, building on the optimisation and automation already in use.

The market is large enough for this infrastructure shift to matter. IAB/PwC recorded U.S. internet advertising revenue of $258.6 billion in 2024, up 14.9% year over year. In the United Kingdom, IAB UK and Oliver Wyman reported £40.5 billion in digital ad spend for 2025; retail media grew 18% to £3.8 billion. These figures describe whole markets, not revenue guaranteed to any particular platform or supplier.
Adoption is broad in Europe but governance is less mature. IAB Europe reported that 85% of companies were using AI-based marketing tools in 2025, while only 43% had marketing-specific AI guidelines. Privacy was the leading concern.
Which channels are likely to grow beyond search and social?
IAB projected 2025 growth of 15.6% for U.S. retail media and 13.8% for CTV, compared with 7.3% growth for total advertising. The percentages are forecasts for that market and year, not guarantees of performance for an individual campaign.

| Channel | Why AI improves it | Data and intent | Main measurement issue | Operational trade-off |
|---|---|---|---|---|
| Retail and commerce media | Links audience models, product feeds, bids and purchase outcomes. | Strong first-party transaction data and high shopping intent when a user is near a purchase. | Retailers use different definitions of reach, conversion and new-to-brand sales; deduplication across retailers is difficult. | Useful closed-loop reporting, but access and transparency vary by retailer. |
| CTV and streaming video | Forecasts reach, selects supply and adjusts frequency across services. | Large, premium video audiences; deterministic purchase intent is usually weaker than on retail sites. | Cross-service reach and frequency, co-viewing and incremental reach are hard to reconcile. | High creative impact, fragmented inventory and often higher production requirements. |
| Digital audio, podcasts and newsletters | Matches contextual and declared interests, schedules insertion and creates many message variants. | Context and loyalty can be strong; identity signals differ by publisher, app and device. | Offline listening, downloads and host-read placements complicate attribution. | Efficient creative adaptation, but placement-level transparency is inconsistent. |
| Gaming | Optimises placements by game context, session and engagement pattern. | Scale and attention can be high; purchase intent depends on the game and format. | Viewability, attention and downstream sales are not measured uniformly. | Requires brand-safe formats that fit gameplay rather than interrupt it. |
| Digital out-of-home | Uses location, time, weather and mobility patterns to schedule screens dynamically. | Broad contextual reach; individual-level intent is limited unless combined with consented data. | Exposure is inferred from movement and panel models, so incrementality needs separate testing. | Creative can be automated, while booking and screen-level standards remain fragmented. |
| Creators, newsletters and podcasts | Finds suitable partners, predicts audience overlap and adapts assets while preserving a creator voice. | Trust and community relevance can outperform demographic targeting, but data is often publisher-held. | Platforms report different engagement metrics and disclosure practices. | Human relationship management and rights clearance remain essential. |
| Consumer-facing AI platforms | Could match sponsored answers or recommendations to conversational intent. | Potentially very high declared intent, but inventory and user-consent models are unsettled. | No stable industry standard yet for exposure, ranking effects or conversion attribution. | Policy, disclosure and brand-safety rules may change quickly; treat as experimental inventory. |
Retail media moves targeting closer to the transaction
Retail networks can connect an impression to a product catalogue, store availability and a sale within the same ecosystem. AI can use those signals to decide which product, audience and bid are appropriate. Advertisers should still ask whether reported sales are incremental, whether off-site audiences are deduplicated and whether the retailer exposes enough data for independent analysis.
CTV makes reach optimisation a data problem
Streaming services provide television-scale video without a single shared identity layer. AI can forecast which combination of publishers is likely to reach a target audience and prevent excessive repetition, but the forecast is only as reliable as the identity, co-viewing and inventory data behind it. Require a report that separates total impressions, unique reach, frequency distribution and incremental reach.
Audio, gaming and creators reward contextual relevance
These environments often have stronger context or community trust than a generic audience segment. Models can select programmes, games or creators and produce multiple compliant versions of an asset. Human reviewers must confirm that the message fits the setting, that sponsorship is disclosed and that music, likenesses and other rights are cleared.

AI assistants are a possible new ad surface, not a settled channel
Sponsored recommendations inside a conversational assistant could be valuable when a user is actively comparing products or services. At present, inventory, ranking policies, disclosure requirements and measurement are still developing. Do not treat an AI answer as equivalent to a search impression, and do not assume that a platform will permit advertising in every market or product tier.

How AI changes each stage of campaign execution
- Planning and forecasting: Feed historical spend, seasonality, geography, creative and business outcomes into a model to generate scenarios. Use the output to compare partners and budget ranges, not to promise a precise result. A planner should record assumptions, confidence intervals and the data period used.
- Audience construction: Combine consented first-party records with contextual signals and modeled cohorts. As third-party identifiers weaken, the model should explain which signals are deterministic, which are inferred and which are excluded. Suppression lists and consent status must be applied before activation.
- Creative production: Generative systems can create copy, images, video cuts, product descriptions and language variants at scale. Every output needs human review for factual claims, accessibility, intellectual-property rights, disclosure and brand safety. Keep a version log so the organisation can identify exactly which asset was shown.
- Trading and optimisation: Automated systems can select inventory, bid, pace budgets and shift spend when performance changes. Set hard limits for budget, frequency, geography, sensitive categories and unsuitable placements. A dashboard should show when a model changed a rule and who can override it.
- Measurement and learning: Combine platform reporting with consented first-party outcomes, media-mix modelling and incrementality tests. Feed validated results back into planning; do not allow a platform’s last-click conversion number to retrain every channel decision by default.
Will AI replace media buyers?
AI is more likely to remove repetitive operations than eliminate the media-buying function. Bid adjustments, pacing checks, spreadsheet reconciliation, audience expansion and first-draft plans are automatable. Accountability for objectives, constraints and trade-offs is not.
Human buyers remain responsible for choosing a business goal, deciding how much uncertainty is acceptable, negotiating access and data terms, checking inventory quality, approving sensitive creative and explaining results to stakeholders. They also resolve conflicts that an optimiser cannot see, such as protecting a long-term brand position when a short-term conversion model favours cheap but unsuitable placements.
The most valuable skill shifts from manual trafficking to model supervision. Buyers need enough technical literacy to inspect training data, understand identity limitations, test for bias, challenge implausible forecasts and document an override. Agencies should define who owns a decision when several vendors’ models interact.

How to measure campaigns across CTV, retail, audio, gaming and AI platforms
Measurement is the bottleneck. IAB’s 2025 findings identify persistent problems with deduplication, incrementality, reach and frequency, especially in streaming video. Build a measurement plan before buying inventory so that every channel is evaluated against a common business outcome.
| Measurement layer | What it answers | Recommended use |
|---|---|---|
| Delivery and quality | Was an ad served in the intended geography, environment and format? | Validate viewability, completion, invalid traffic, placement suitability and frequency limits. |
| Cross-platform reach | How many people were exposed, and how often? | Use a consistent identity methodology; report modeled and observed portions separately. |
| Incrementality | Did advertising cause additional action beyond what would have happened anyway? | Run holdouts, geo experiments or platform-controlled lift studies where feasible. |
| Business outcome | Did sales, leads, subscriptions or store visits change? | Use consented first-party outcomes and state attribution windows and exclusions. |
| Media-mix modelling | How does each channel contribute over time and across markets? | Useful when user-level tracking is incomplete; publish uncertainty ranges rather than false precision. |
| Privacy and data quality | Can the result be lawfully reproduced and audited? | Track consent, provenance, retention, match rates and missingness alongside performance. |
Use a channel-neutral naming convention for campaign, creative, audience, geography and outcome. Reconcile spend and exposure daily, but make strategic budget decisions on a period long enough to capture delayed effects. When a platform cannot provide deduplicated reach or an independent conversion export, label that limitation instead of combining incompatible figures.
Privacy rules change the data advantage
In IAB’s 2024 survey, 95% of respondents expected continued signal loss or privacy legislation, and 71% were growing or planning to grow first-party datasets. The strategic response is not to collect everything. It is to improve the quality, permission and usefulness of data that a customer has agreed to share.

- Document provenance and consent: record where each field came from, the lawful basis for use and the purposes communicated to the person.
- Minimise collection and retention: keep only data needed for the stated objective and delete it when that need ends. The FTC specifically recommended limiting collection and sharing and deleting data that is no longer necessary.
- Separate identity from inference: label observed purchases, declared preferences and modelled interests differently in every activation system.
- Test for bias and sensitive inferences: prohibit proxies for protected traits and review delivery by age, gender, geography and other relevant groups.
- Protect children and teenagers: apply stricter defaults, exclusions and review to environments likely to reach minors.
- Keep audit logs and accountability: preserve prompts, model versions, approvals, overrides, vendor changes and the final asset or bid rule.
- Explain uncertainty: give decision-makers ranges, confidence levels and known blind spots rather than a single authoritative-looking score.
The FTC reported in 2024 that major social and video platforms fed data about users and non-users into automated systems and AI, often with little or no opt-out control. That finding makes vendor due diligence a media requirement, not merely a legal exercise. Ask what data a platform ingests, whether it is used to train models, how deletion requests propagate and which controls are available to people.
A practical rollout plan for an AI-enabled, multi-channel programme
- Define one business outcome: choose a measurable objective such as incremental sales, qualified leads or profitable reach, with a time window and geographic scope.
- Inventory data and permissions: map customer, product, contextual and platform data; remove fields without documented consent or a clear purpose.
- Run a contained pilot: select one retail, streaming, audio or creator use case where a control group or geographic comparison is possible.
- Set model and vendor controls: require documentation of training data, retention, model changes, human approvals, brand-safety filters and incident notification.
- Instrument measurement before launch: establish naming, conversion definitions, holdouts, reach methodology and an export that can be checked independently.
- Scale only after reconciliation: compare incremental results, data quality and operational workload. Expand to another channel only when the first test’s limitations are understood.
Common failure modes and how to correct them
- Automating a bad objective: A model can optimise cheap clicks while sales decline. Replace the proxy with a validated business outcome and a profitability or quality constraint.
- Combining incompatible platform numbers: Different definitions of impressions, users and conversions create fake reach. Create a common measurement layer or report each source separately.
- Over-targeting after signal loss: Narrow modeled audiences can inflate costs and exclude valuable prospects. Compare against broader contextual and geographic tests.
- Publishing unreviewed generated creative: Incorrect product claims, unsafe imagery or rights violations can damage trust. Require legal, factual, accessibility and brand review before activation.
- Ignoring supply quality: Automated buying may find inexpensive inventory that fails suitability or fraud checks. Use allowlists, independent verification and spend alerts.
- Treating a forecast as a fact: Modelled lift is not observed lift. Attach uncertainty, run experiments and record what the model could not see.
What advertisers should expect next
The near-term expansion is most credible in retail-media platforms, programmatic CTV and streaming, AI media-planning and creative tools, and privacy-preserving measurement or media-mix modelling. These are categories of opportunity, not endorsements of a particular vendor; availability, eligibility and pricing depend on geography and contract.

Until those standards mature, treat assistant placements as tests with strict brand and policy review rather than as a replacement for established channels.
AI will change who can operate sophisticated campaigns and how quickly they can be adapted. It will not remove the need for trustworthy data, incrementality tests, transparent suppliers and accountable people. Advertisers that build those foundations can use automation to reach audiences beyond search and social without confusing scale with effectiveness.
