Neither portable HEPA air purifiers nor improved ventilation replaces the other. Ventilation brings outdoor air inside to dilute indoor contaminants; a portable HEPA cleaner filters particles from room air without adding fresh air. For a shared office, meet applicable outdoor-air requirements first, then consider compatible HVAC filtration and appropriately sized portable cleaners as additional layers.
How ventilation and portable air purifiers differ

For that reason, a purifier is a supplement—not a substitute for minimum outdoor-air ventilation requirements in applicable building codes. CDC/NIOSH explains the role and limits of air cleaning, and the EPA recommends professional interpretation of ventilation guidance for a specific building.
What to improve first in a shared office
- Confirm the baseline. Check the applicable building and ventilation requirements for the building’s occupancy and jurisdiction. Make sure existing HVAC equipment is operating and maintained properly. CDC/NIOSH recommends using current ventilation codes as the starting point and ensuring the system meets its minimum outdoor-air requirement. See CDC/NIOSH guidance on improving air circulation.
- Ask whether outdoor-air delivery can be increased safely. Facilities staff or a qualified HVAC professional can assess the system and account for outdoor pollution, weather, energy use, and equipment capacity.
- Check central-filter compatibility. Consider MERV 13 or better only if the HVAC equipment can accommodate it without unacceptable effects on airflow, pressure, temperature, or humidity control. A more efficient filter is not automatically suitable for every system.
- Add room-level particle cleaning where useful. Consider a portable HEPA cleaner for rooms where outdoor air is difficult to increase, occupancy is dense, or additional clean-air delivery is desired. Size it for the actual room and ceiling height.
- Use CO2 readings as context, not a safety verdict. If monitoring, use a calibrated portable meter and record a room-specific baseline during typical occupancy and HVAC operation. Interpret changes in context rather than applying a universal threshold.
- Avoid ozone generators. Be cautious with emerging air-treatment technology and look for independent safety evaluation. In small shared rooms, also reduce crowding or consider remote participation as part of a layered approach.
How to size a portable cleaner for the room
CDC advises selecting a cleaner by its clean air delivery rate (CADR) or airflow and the size of the room. Of the common CADR ratings—smoke, dust, and pollen—smoke CADR is the most relevant to respiratory particles because smoke particles are the smallest. Ratings generally assume ceilings up to eight feet; for a taller room, adjust the rated floor area by multiplying it by actual ceiling height divided by eight. Treat the manufacturer’s room-size or airflow figures as selection aids, not promises of a particular health outcome. See CDC/NIOSH’s ventilation FAQs.
Placement and operating conditions matter too: give the unit room to draw and discharge air, and do not aim its airflow from one person toward another. Follow the manufacturer’s maintenance instructions and replace filters as specified for that device.

What the 5 ACH guidance means—and does not mean
CDC/NIOSH says, “When possible, aim for 5 or more air changes per hour (ACH) of clean air to help reduce the amount of viral particles in the air.” The guidance, published October 3, 2024, treats this as a rough target that can combine ventilation with equivalent clean-air delivery from filtration. ACH is clean airflow per hour divided by room volume.
Five ACH is not a guarantee of safety or a proven optimum for every office: CDC says the exact infection-risk reduction is unknown. Higher targets can also mean added installation, maintenance, and energy costs. Read the full CDC/NIOSH explanation of how much ventilation is enough.

Central filters and HEPA ratings: important qualifications
CDC/NIOSH recommends MERV 13 or better for central HVAC filtration when the equipment can accommodate it. Its ventilation FAQ gives MERV 13 capture figures of at least 50% for particles from 0.3–1.0 micrometers and 85% for particles from 1–3 micrometers. A higher-efficiency filter can increase pressure drop, raise fan energy, reduce airflow, or disrupt temperature and humidity control if the system is not compatible. Have a qualified facilities or HVAC professional assess the equipment rather than swapping filters blindly.
CDC/NIOSH defines HEPA capture efficiency as at least 99.97% for 0.3-micrometer particles. That is a filter specification—not a claim that the room or its occupants are 99.97% protected. Real-world results depend on airflow, placement, room mixing, occupancy, and other controls. Both figures and caveats appear in the CDC/NIOSH ventilation FAQs.

When a CO2 monitor can help
A calibrated CO2 meter can help establish a room-specific ventilation baseline when readings are taken under typical occupancy and HVAC conditions. CO2 is a clue about ventilation relative to occupancy, not a virus detector: it cannot tell you whether an infectious person is present or predict the concentration of virus in the air. A single threshold is not appropriate for every room. Use readings to investigate changes and discuss ventilation with facilities staff, not to certify that an office is safe. - Outdoor air: Increasing it can use more heating or cooling energy, and may be limited by weather, outdoor pollution, asthma triggers, safety, or system capacity. Energy-recovery ventilation can reduce some energy impacts.
- Central filtration: Higher-efficiency filters may impair airflow or HVAC performance if the equipment is not designed for them.
- Portable cleaning: A cleaner needs sufficient room-level airflow and sensible placement; it removes particles, not every gas, chemical, odor, or exposure.
- Occupancy: Reducing crowding and offering remote participation in small shared rooms can complement air-quality controls.
For building-specific decisions, the EPA advises having a professional interpret ventilation guidelines in light of the building and its HVAC components.
