AI can help employers manage World Cup-related staffing gaps by treating match interest as a forecastable operating condition, not as a surprise. A useful system combines the match calendar and local kickoff times with demand forecasts, approved leave, employee-declared conflicts, availability and historical absence patterns. It then shows managers where coverage is at risk and proposes qualified actions such as an open shift, a swap, redeployment, a break change or contingent cover. Managers still make the final decision, checking skills, fatigue, fairness, accommodations, overtime and local employment rules.
This approach protects service levels without forcing employees to hide time-off needs. The objective is not to predict which person will “fail” to attend. It is to make legitimate schedule changes visible early, give employees controlled choices, and give managers an auditable way to respond.
Why the World Cup creates a staffing problem worth forecasting
Major cultural events change attendance and demand unevenly. A match may have little effect on one location and create a surge of leave requests, late arrivals, viewing requests or customer demand in another. The disruption can also move through a day: a morning fixture may affect punctuality, while a late match can increase fatigue on the following shift.
UKG’s 2026 survey of 8,000 employees in Australia, Canada, France, Germany, Mexico, the Netherlands, the UK and the US estimated at least £12.6 billion in lost productivity connected with the World Cup. Its estimate for the UK alone was £681 million. The same survey found that 37% of employees planned to change their schedules. Thirty-nine percent did not believe their employer would care about the World Cup, and 19% said they would consider looking for a new job if scheduling damaged their experience.

Those figures are survey estimates, not a controlled measurement of what AI can prevent. They do show why a rigid “first come, first served” schedule can become an operational and retention risk. Qlik’s 2026 survey found that 38% of US workers expected employers to allow World Cup viewing during work hours while work continued. That expectation is especially relevant to workplaces where a short, planned viewing arrangement is less disruptive than unplanned absence.
The tournament’s operational scale makes it a useful stress test. FIFA’s 2026 competition involved 104 matches across 39 days, 16 host cities and 645 official sites, with more than 43,000 volunteers and 73,700 accredited security personnel. Most employers were not running tournament sites, but the spread of fixtures across time zones and local markets illustrates the planning challenge: the same event produces different pressure in different places and at different hours.
“The World Cup is a high-profile example of a challenge employers face every day: Work changes by the hour, especially in frontline-heavy environments, and static planning can quickly expose an execution gap.”

What an AI workforce system should do
AI is most useful as a decision-support and coordination layer before and during the event. It should make the relationship between demand, availability and coverage visible, then offer practical choices that a manager can approve, edit or reject.
Forecast demand by match and location
Start with an event calendar containing match dates, kickoff times, local time zones and the locations or teams likely to generate interest. Join that calendar to the organisation’s own demand signals: sales, contact volume, appointments, production orders, deliveries, occupancy or service-level targets. Include other known events, such as concerts, public holidays and local celebrations, so the model does not attribute every change to football.

The output should be a forecast for each site, team and shift rather than one global World Cup number. A retailer may see heavier demand before a match and lower demand during it; a contact centre may see the opposite; a hospital or security operation may need stable coverage regardless of viewing interest.
Predict coverage risk, not individual blame
Combine forecast workload with scheduled headcount, approved leave, declared availability, employee-submitted conflicts, qualifications and historical absence patterns. Present the result as a coverage risk band—for example, normal, watch, high or critical—with the assumptions visible to the manager.
A risk band can say that the 18:00–22:00 warehouse shift in one location is likely to fall below its required skill mix if two approved leave requests remain. It should not label a named employee as “likely to be absent” and trigger a penalty. Inferred absence scores are difficult for employees to challenge, can reproduce historical bias and may punish people for raising a legitimate conflict.
Recommend a set of possible actions
A useful recommendation engine proposes several compliant ways to close the gap, ranked by coverage, cost and employee impact:
- Open a shift to qualified employees who have opted into notifications.
- Suggest a voluntary shift swap that preserves the required skills.
- Redeploy staff temporarily from a lower-demand location or time window.
- Adjust break timing where safety, service and local rules permit.
- Invite approved contingent workers or an internal relief pool.
- Offer a planned viewing or staggered start arrangement when the operation can support it.
Managers need to see why an option was proposed, who is qualified, what overtime or rest-period rule applies, and what the estimated coverage cost is. A recommendation is not an automatic schedule change.

Give employees controlled self-service
AI-enabled workforce-management guidance from Gartner includes requests for time off, open-shift search, shift swaps and questions about shift details. In practice, an employee might ask which open shifts fit their stated availability, submit a swap with a qualified colleague, or check whether a viewing arrangement is available for a particular fixture.
Self-service works only when the rules are explicit. The system should show deadlines, approval requirements, qualification constraints and the point at which a manager must intervene. Employees should receive the same policy information whether they use an app, a web portal or a supervisor.
Build the operating plan before match week
Six to eight weeks before the event
- Create the event calendar. Load every relevant fixture with date, kickoff time, local time zone, site and an interest rating appropriate to that geography. Include non-match events that could affect the same workforce.
- Map critical shifts. Identify shifts that require a minimum headcount, particular licences, language skills, safety roles or customer-service capacity. Mark the cost of falling below each threshold.
- Ask for conflicts through the normal channel. Invite employees to declare time-off needs, preferred viewing arrangements and availability changes without requiring them to justify personal interests.
- Publish the rules. Explain how far in advance leave, swaps and viewing requests should be submitted; who approves exceptions; how qualifications and rest periods are protected; and how urgent cover is escalated.
- Set a baseline. Record normal fill rate, last-minute call-outs, overtime, service levels, schedule changes and employee sentiment so later results can be compared with ordinary operations.
Two to three weeks before the event
- Run scenarios. Model normal attendance, elevated absence and peak-demand cases for each location and shift. Use ranges rather than pretending that one forecast is certain.
- Prepare a qualified backup pool. Pre-create open shifts and identify employees or contingent workers who have the right skills, availability and permission to work the relevant hours.
- Test constraints. Check maximum hours, required rest periods, overtime approval, scheduling notice, collective agreements, accommodations and any local labour rules that apply.
- Review communications. Make sure alerts, approvals and updated schedules reach employees through the channels they already use. A technically accurate schedule that arrives late can still create an absence.
During match week
Use a daily risk view and event-triggered alerts. The view should show the next several days, unresolved requests, open shifts, skill shortages and the cost of each proposed action. Alerts should fire when a defined threshold is crossed—for example, when projected coverage falls below the minimum qualified headcount—not for every small forecast movement.
Allow employees to self-serve swaps where policy permits. Route exceptions, cross-site redeployments and changes that affect overtime or rest to a manager. Communicate approvals and rejections quickly, with a clear reason and the next available option.
During each match window
- Compare actual attendance and demand with the forecast at agreed checkpoints.
- Confirm that the people who accepted open shifts have arrived and that the required skill mix is present.
- Escalate only when the coverage or service threshold is breached.
- Record why a manager accepted, changed or rejected a recommendation.
- Adjust the next checkpoint or action if the observed pattern differs from the forecast.
Recording decisions matters. It gives employees an explanation when a request is declined and gives the organisation evidence about whether the model, the policy or the staffing pool needs improvement.

Protect trust while protecting coverage
Flexibility is an operating control, not a perk detached from performance. Early notice gives managers time to fill a shift and gives employees a legitimate route to request a change. Approved swaps reduce the incentive to call in sick at the last minute. Transparent rules also reduce perceptions that popular fixtures are being handled differently for different groups.
Managers should be able to see the reason a request affects coverage without seeing unnecessary personal information. The system should use employee-declared availability and explicit preferences wherever possible, limit access to sensitive data, and retain an audit trail of schedule changes and approvals. Employees need a way to correct an incorrect availability record and to ask for human review.
Fatigue deserves a specific check. A swap that solves one absence can create an unsafe sequence of late and early shifts, excessive hours or inadequate rest. Any recommendation that crosses a fatigue, overtime or legal threshold should be blocked or routed for a documented exception process; it should not be silently published.
“Organisations, especially those in frontline-intensive industries, need to plan today with the ability to manage disruption quickly, adapt coverage in real-time, and use flexibility as a strategy to protect both business performance and employee trust.”

| Evaluation area | Questions to ask |
|---|---|
| Forecasting | Can it combine event calendars, local time zones, historical demand and other business drivers? Can managers see forecast confidence and assumptions? |
| Schedule speed | How quickly can an approved change reach the schedule, payroll or time system, and employee notifications? |
| Employee control | Can employees request time off, search open shifts and propose swaps without bypassing policy? |
| Skills and compliance | Does the engine enforce qualifications, rest periods, overtime, accommodations and local rules? |
| Fatigue safeguards | Will it flag unsafe sequences and prevent a superficially convenient but risky swap? |
| Manager workload | Can managers approve, edit or reject recommendations in a small number of steps and in bulk when appropriate? |
| Auditability | Does each recommendation show its inputs, and does the system record the decision and reason? |
| Communication | Can it use the organisation’s established channels and confirm that employees received updates? |
| Integration | Does it connect with scheduling, time and attendance, payroll, HR records and contingent-labour systems? |
| Total coverage cost | Can it compare overtime, redeployment, contingent cover and service-level risk rather than optimising headcount alone? |
Measure whether the plan worked
After the tournament, compare the event period with the baseline established before match week. Useful measures include:
- Forecast accuracy by location, match window and demand type.
- Shift fill rate and the time taken to fill an open shift.
- Last-minute call-outs and unplanned absence.
- Overtime hours, contingent-labour use and total coverage cost.
- Service levels, sales, production output or other site-specific performance measures.
- Number and approval time of schedule changes, swaps and viewing requests.
- Employee feedback about fairness, notice, flexibility and communication.
- Retention or early-warning signals where the organisation already measures them lawfully.
Analyse results by site, shift type and worker group where this can be done fairly and safely. A higher fill rate is not a success if it came from excessive overtime or a rise in fatigue-related incidents. Conversely, allowing more requests may be a good outcome if service levels and employee trust remain stable.
Retain the cleaned event calendar, thresholds and lessons as reusable scenarios. The same operating pattern can support holidays, severe weather, religious observances, concerts, school closures and product launches. The fixtures change; the need to anticipate uneven demand and attendance does not.

What AI cannot prove on its own
The available evidence describes the scale of disruption and the capabilities of workforce-management systems. It does not provide a controlled causal trial showing that AI alone reduced World Cup disruption. Employers should therefore present AI as a coordination aid, run a measured local pilot or event plan, and judge it against coverage, service, cost, safety and employee-experience outcomes.
The safest implementation keeps a human in the loop. Managers remain responsible for checking context the model may not know, including a reasonable accommodation, a safeguarding concern, a temporary skill restriction, a local agreement or an employee’s need for privacy. Employees should be able to understand the rule applied to a request and reach a person when the automated path is wrong.
A practical decision rule for managers
When a World Cup fixture threatens coverage, use this order:
- Confirm the forecasted demand and the minimum qualified coverage for the affected window.
- Check declared availability, approved leave and voluntary viewing or swap requests.
- Try a compliant employee-led swap or open shift first.
- Consider redeployment, a planned break or viewing arrangement, then contingent cover if needed.
- Reject any option that creates an unsafe fatigue pattern or breaches a legal, contractual or policy constraint.
- Publish the decision promptly, explain the rule, and record the outcome for later review.
This sequence turns a cultural moment from an emergency into a managed operating condition. AI supplies earlier warning and more options; transparent policies and accountable managers determine whether those options are acceptable.
