An AI data-center commissioning checklist must prove more than that equipment starts. It should demonstrate, with recorded evidence, that electrical, thermal, network, control, and GPU systems meet the Owner’s Project Requirements (OPR), remain stable at representative accelerator loads, and recover safely from failures. Use a staged process: document and factory reviews, installation and startup checks, L3 pre-functional verification, L4 system functional tests, and L5 integrated testing with operators and real workload profiles.

What the checklist must prove

AI facilities combine rapidly changing accelerator hardware with high-density electrical and thermal systems. ASHRAE notes that AI data centers are deploying new technology at a rate never before seen in the industry. Commissioning therefore has to validate the interactions between systems, not just inspect individual components.

Start by defining the OPR, basis of design, resilience objectives, capacity assumptions, maintainability constraints, applicable codes, and acceptance criteria. Treat those documents as the reference against which every measurement and test result is judged. ASHRAE Standard 202-2018 and Guideline 0-2019 provide a commissioning framework for critical facilities, including roles, design documentation, procedures, reports, and training.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set measurable acceptance criteria

  • Required IT, electrical, cooling, and expansion capacities, including the conditions under which each capacity applies.
  • Resilience and maintainability targets, such as allowable maintenance states, failure domains, and recovery sequences.
  • Operating limits for voltage, frequency, power quality, temperatures, humidity, flow, differential pressure, and leak detection.
  • Alarm priorities, response times, escalation paths, and the evidence required to close a deficiency.
  • Measurement-and-verification (M&V) points, sampling rates, retention periods, and baseline periods.

1. Review design documents before equipment testing

The commissioning authority should review the complete design set before functional testing is scheduled. At minimum, examine electrical one-lines and protection studies; UPS, generator, automatic-transfer, and battery sequences; mechanical and liquid-cooling schematics; network and controls diagrams; alarm matrices; cybersecurity boundaries; and the M&V point list.

Check that drawings, sequences, point names, and control narratives agree. Resolve ambiguous labels, missing interlocks, unowned alarms, and sensors that are shown on one drawing but absent from the control database. ASHRAE identifies design documents, procedures, reports, and training as core commissioning outputs, so document review is an acceptance activity rather than an administrative preface.

Required review records

  • Comment logs with an owner, due date, disposition, and verification status for every issue.
  • Approved test scripts showing prerequisites, instrumentation, steps, expected results, abort criteria, and data fields.
  • A responsibility matrix identifying the owner, commissioning authority, designer, contractors, controls integrator, network team, and operations representative.
  • A current list of software, firmware, control sequences, setpoints, and cybersecurity zones to be tested.

2. Collect factory, installation, and startup evidence

Before L3 testing, assemble factory acceptance tests, installation inspection records, equipment startup sheets, calibration certificates, and the open-issue log. Include serial numbers and firmware revisions so a result can be tied to the exact asset tested.

Use formal hold points. A notice that testing is complete is not a substitute for a reviewed test report. If a factory test was witnessed remotely, retain the witness record, test data, deviations, and the method used to verify corrective work. Installation inspections should cover torque and labeling, bus and cable routing, grounding and bonding, pipe cleanliness, valve orientation, insulation, leak checks, sensor placement, and network termination.

3. Commission the power system

Power testing must cover normal operation, transitions, degraded modes, and failure recovery. Verify utility-interconnection assumptions against the installed equipment and the requirements of the authority having jurisdiction and utility. Confirm switchgear ratings, protective-device settings, coordination studies, UPS operating modes, generator capacity and controls, automatic transfer, battery systems, grounding, harmonics, power quality, ride-through, and monitoring.

Power-system checklist

  • Inspect and test medium- and low-voltage switchgear, breakers, interlocks, metering, arc-flash labels, and protection settings.
  • Verify UPS rectifier, inverter, bypass, battery, recharge, maintenance-bypass, and return-to-normal sequences.
  • Start generators from the prescribed source, prove fuel and ventilation interlocks, and test load acceptance, paralleling, synchronization, and cooldown.
  • Operate automatic-transfer switches through normal, emergency, retransfer, and failed-source scenarios.
  • Measure voltage, frequency, phase balance, harmonics, transients, and power factor at representative loads.
  • Test grounding, bonding, neutral behavior, and protective coordination using approved procedures and calibrated instruments.
  • Confirm that meters, protective relays, UPS logs, and the BMS/DCIM receive consistent time-stamped data.
  • Exercise backup-power interactions with cooling, controls, network equipment, storage, and compute loads; verify that a surviving system does not overload the emergency source.

Run tests at low, partial, and design-rated loads where safe and representative. Include sudden load changes and abnormal conditions, not only steady-state operation. IEEE P4200 is a proposed framework covering interconnection functional and performance requirements, interoperability, protection, ride-through, power quality, monitoring, and study models; verify its project status and any adopted requirements before relying on it. Relevant resources listed by ASHRAE include NETA ATS-2025 and NFPA 70-2026, but the governing local editions and adoption dates control field work.

4. Validate cooling and thermal performance

Thermal commissioning must show that the facility can remove heat at the target AI load while maintaining environmental limits and recovery capability. Compare measured capacity, flow, temperatures, humidity, pressure, and control response with the OPR and design intent.

Verify flow and pressure at each branch, isolation and bypass operation, alarm thresholds, automatic shutdown logic, and safe service procedures. Prove that a leak or loss of a CDU does not create an uncontrolled electrical or thermal hazard.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use representative and volatile GPU or accelerator profiles rather than a constant artificial load. Observe temperatures and flow while power ramps, workloads change, and a cooling component is removed from service. Conduct degraded-mode and failure tests, then document the time to alarm, protective action, stabilization, and recovery.

5. Commission networking, controls, and telemetry

Networking is part of the facility’s control and safety chain. Commission management networks, addressing and naming, time synchronization, out-of-band access, BMS and DCIM interfaces, alarm routing, sensor calibration, historian retention, and cybersecurity boundaries.

Network and controls checks

  • Verify documented addressing, naming conventions, VLAN or segment boundaries, routing, firewall rules, and least-privilege access.
  • Test out-of-band access to electrical, mechanical, controls, and compute equipment during a simulated production-network outage.
  • Synchronize clocks across PLCs, gateways, servers, UPS systems, protection relays, and GPU-management tools; confirm daylight-saving and time-zone handling.
  • Force representative alarms and confirm annunciation, acknowledgment, escalation, timestamp integrity, and historian storage.
  • Calibrate temperature, humidity, pressure, flow, electrical, and leak sensors; record as-found and as-left values.
  • Test loss of a controller, gateway, network path, or historian and verify safe local control and data recovery.
  • Review remote access, credential management, patching, backup, logging, and cybersecurity demarcations with the responsible security team.

ITU-T L.1301 defines a minimum data set and communication interface spanning AC/DC power, UPS, energy distribution, cooling, and ICT equipment. Use that scope to check that the telemetry model is complete enough for operations and energy analysis, while retaining the project’s own point list and naming standard.

6. Execute L3, L4, and L5 tests in the right order

Level Purpose Typical evidence Pass condition
L3 Pre-functional readiness Installation inspections, calibration records, startup sheets, approved procedures, point-to-point checks, and safe-state verification Each component is installed, documented, calibrated, energized safely, and ready for functional testing.
L4 Functional performance of each system Executed sequences for switchgear, UPS, generators, cooling equipment, controls, networks, and alarms under normal and abnormal inputs Every system performs its specified sequence, limits, alarms, interlocks, and recovery actions.
L5 Integrated systems testing Coordinated scripts using representative AI loads and simulated utility, equipment, control, network, and thermal failures Electrical, cooling, compute, network, controls, and operations responses work together without unsafe conditions or unowned gaps.

L3 should not be used to hide incomplete installation work. L4 proves that individual systems function; it does not prove that their interactions are correct. L5 must therefore use one coordinated script with the facility, controls, network, and compute teams present.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build an L5 scenario script

  1. Record the initial state: utility source, UPS mode, generator status, cooling configuration, network paths, temperatures, flows, alarms, and GPU workload.
  2. Apply a controlled workload ramp that represents expected accelerator behavior, including rapid changes rather than a flat load.
  3. Introduce one defined event, such as utility loss, UPS module removal, generator start, cooling-unit failure, network-path loss, sensor failure, or liquid leak alarm.
  4. Capture electrical, thermal, network, control, and compute telemetry on a common clock; record operator actions and timestamps.
  5. Check that protective actions occur in the intended order, capacity remains within limits, alarms reach the right people, and the workload remains safe or shuts down as designed.
  6. Restore normal conditions, verify retransfer and restart sequences, inspect for latent alarms, and obtain sign-off from each responsible team.

7. Establish controls, M&V, and operating baselines

Validate instrumentation and controls early, then execute the M&V plan during L4 and L5. Retain time-series data for power, cooling, temperatures, flow, pressures, humidity, alarms, workload state, and equipment modes. A baseline should describe normal operation at defined IT loads and environmental conditions, not a single unlabeled snapshot.

Document sensor accuracy, sampling interval, data gaps, calculated values, and the person who approved the baseline. Re-baseline after major additions, control changes, firmware changes, or load-density changes. Trending should make it possible to distinguish a genuine equipment problem from a changed workload or setpoint.

8. Involve operations, training, and handover

Operators should participate during L4 and L5, not first encounter the systems at turnover. Have them execute applicable method-of-procedure and standard-operating-procedure steps, acknowledge alarms, operate maintenance bypasses, and use emergency procedures under supervision.

Handover package

  • Approved as-built drawings, sequences, point lists, network diagrams, and cybersecurity boundaries.
  • Completed L3, L4, and L5 reports with raw data, plots, exceptions, retest results, and final dispositions.
  • Training records for electrical, mechanical, controls, network, GPU-management, and emergency-response tools.
  • Warranties, spare-parts lists, calibration certificates, preventive-maintenance requirements, and vendor contacts.
  • Software and firmware versions, configuration backups, credentials-management procedures, and change-control requirements.
  • A deficiency log showing the risk, owner, due date, temporary mitigation, and evidence of closure.

9. Close out and continue commissioning

Owner acceptance should require complete records and closed or formally accepted deficiencies. Preserve issue logs, test evidence, warranties, spare-parts information, calibration certificates, software and firmware versions, and final reports in a controlled repository.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Commissioning ends as a project phase but continues as an operating discipline. Schedule recommissioning after major capacity additions, control-sequence changes, firmware updates that affect behavior, new liquid-cooling loops, or significant changes in rack power density. Review baseline trends and incident records to decide whether additional integrated tests are needed.

Frequently Asked Questions

Who should own the final pass or fail decision?

The owner should retain acceptance authority, supported by the commissioning authority’s independent review and signed evidence from design, construction, controls, network, and operations leads. A contractor’s completion notice alone is insufficient.

Can a constant electrical load substitute for an AI workload during testing?

No. A constant load can help establish a controlled reference point, but integrated testing should also include representative and rapidly changing accelerator profiles so power, cooling, controls, and alarms are exercised together.

When should operators be trained?

Operators should participate during L4 and L5, execute applicable procedures under supervision, and receive the final as-builts, test data, configuration records, and emergency training before owner acceptance.

What events require recommissioning?

Plan a new commissioning cycle after major capacity additions, load-density changes, control-sequence or firmware changes that affect operation, new liquid-cooling infrastructure, or other modifications that invalidate the established baseline.
