Circular revenue describes a network in which companies are simultaneously investors, suppliers and customers. An infrastructure provider may finance or receive a major commitment from an AI company, then sell that company cloud capacity, chips or related services. The sales can be valid revenue under accounting rules, yet the demand is less independent than revenue paid by unrelated end users. That makes circularity a diligence signal—not proof that a product is fake, a company is insolvent or accounting is fraudulent.
The practical test is whether usage survives without financing support or preferential commitments. Examine realized revenue growth, collections, independent customer adoption, utilization and measurable productivity rather than treating a contract headline as proof of a durable AI market.
What circular revenue means in an AI market
The three roles that create the loop
A conventional supplier-customer relationship has two distinct parties: one sells a service and the other pays for it. Circular revenue appears when the same small network connects those roles with capital and purchasing power. A cloud or chip supplier can invest in, lend to, guarantee financing for or reserve capacity for an AI company. The AI company then buys compute, networking, storage or software from that supplier or an affiliated partner.
The supplier records service revenue as the promised capacity is delivered. The customer receives a functioning product, such as training clusters or inference capacity. What is less clear is how much of the purchase reflects independent end-user demand and how much is enabled by the network’s own financing, equity relationships or long-term commitments.

Why recognized revenue can still be real
Accounting revenue is generally recognized when a company satisfies its performance obligation, not when an investor decides that a market is attractive. If a provider delivers GPU hours under a cloud contract and meets the contract’s accounting criteria, the resulting sales may be genuine and properly reported. That fact does not establish that the customer could have funded the purchase without support, that the provider earned a profit, or that the arrangement will continue after incentives expire.
What the term does not establish
- It does not by itself prove fraud, improper accounting or a worthless AI product.
- It does not make every supplier-customer relationship a related-party transaction; ownership, control and disclosure rules determine that classification.
- It does not turn a contract ceiling or backlog into revenue already recognized, cash collected, profit or free cash flow.
- It does not show that all AI demand is circular. Independent enterprises and consumers may be paying for useful applications at the same time.
CoreWeave and OpenAI: a concrete example
What the filing says
CoreWeave’s Form 10-Q states that, as of June 30, 2025, “OpenAI has committed to pay the Company up to $11.9 billion through October 2030.” The wording is a maximum commitment over a stated period, not a claim that CoreWeave had already recognized $11.9 billion of revenue or collected that amount.
The same filing warns that a substantial portion of CoreWeave’s revenue is generated by a limited number of customers. That concentration creates exposure if an anchor customer delays payment, reduces usage, disputes performance or cannot meet its obligations. It also raises a continuity question for buyers: can the provider keep financing and operating facilities if one large customer slows spending?

How the operating loop works
- OpenAI needs large amounts of compute to train and serve models.
- A cloud infrastructure provider builds or reserves the required capacity, often committing capital before all usage occurs.
- A multiyear customer commitment helps support that buildout and may make lenders or equipment suppliers more willing to provide financing.
- As capacity is delivered, the provider records service revenue under the contract.
- If financing, ownership or preferential commitments connect the parties, reported growth can reflect both end-user demand and capital-enabled purchasing.
CoreWeave’s March 10, 2025 announcement described an infrastructure agreement that expands OpenAI’s capacity for training and delivering models at scale. It placed that agreement alongside commercial relationships with Microsoft and Oracle and a joint venture with SoftBank. Those relationships demonstrate why a headline contract should be read with the provider’s customer concentration, financing obligations and cash-flow disclosures.

Does circular financing mean the AI bubble is fake?
Use evidence rather than a binary label
A 2026 arXiv review frames the bubble question around three observable outcomes: realized revenue growth, enterprise adoption and productivity evidence. Circular financing can inflate reported momentum, but it cannot by itself answer whether customers obtain enough value to renew contracts. Conversely, a financing-linked purchase can help build infrastructure that later serves many independent customers.
Ask whether invoices turn into cash, whether usage comes from unrelated customers, and whether capacity remains economic after credits, prepayments, equity support or special pricing end. A market with some circular transactions can still contain valuable products; a market with fast-growing contracts can still destroy capital if utilization and cash conversion remain weak.
Signals that strengthen the case for durable demand
- Revenue is spread across unrelated enterprises and consumer use cases, rather than one strategic investor or affiliate.
- Collections and operating cash flow track billed revenue without continually rising receivables.
- Customers renew, expand usage and pay ordinary prices after promotional credits expire.
- Infrastructure operates at utilization levels that cover power, staffing, financing and equipment costs.
- Customers can show measurable productivity, revenue or cost improvements from the AI workload.
Signals that call for deeper investigation
- A small group of companies supplies capital, buys capacity and appears repeatedly in one another’s announcements.
- Backlog or take-or-pay commitments grow faster than cash collections or operating cash flow.
- Large GPU and facility investments depend on a single lab’s renewal assumptions.
- Debt is secured by specialized equipment whose resale value would fall if demand weakens.
- Reported utilization relies on reserved capacity that is not actually used for productive workloads.
What customers should check before signing an AI infrastructure contract
Continuity and termination rights
A long-term commitment can secure scarce capacity, but it also ties your roadmap to the provider’s ability to build and operate that capacity. Read termination-for-convenience clauses, cure periods, service-level credits, force-majeure language and any minimum-spend or take-or-pay requirement. Check whether prices can escalate when electricity, networking or financing costs rise, and identify the remedy if a facility is delayed.

CoreWeave’s filing illustrates why concentration matters even when a contract is large. Ask the provider what percentage of revenue comes from its largest customers and whether those customers are also investors, lenders or strategic partners. A provider that depends on one anchor account may cut expansion plans, defer maintenance or seek emergency financing if that account reduces usage.

Unit economics you can verify
Request utilization data and an effective price for the workload you actually run: cost per inference, training hour, token or completed job. Separate committed capacity from consumed capacity. Identify the portion of your bill funded by credits, prepayments, bundled support or related-party arrangements, because those benefits may not be available at renewal.

How investors can test AI infrastructure demand
1. Separate independent revenue from network revenue
In filings and earnings materials, map each major customer to its ownership, financing and commercial relationships. Compare sales to unrelated enterprises and consumers with purchases by strategic investors, affiliates or counterparties. A growing total is less informative when the same few entities fund, supply and buy from one another.
2. Reconcile revenue with cash
Track billed revenue, accounts receivable, cash collections and operating cash flow together. Then compare those figures with capital expenditure required to deliver the contracts. A provider can report revenue while spending heavily on data centers, GPUs and networking; the investment only becomes economically durable if future cash generation covers those commitments.
3. Examine concentration and obligations
Review top-customer percentages, take-or-pay commitments, debt secured by GPUs or facilities, lease obligations and renewal assumptions. A contract’s maximum value is not a forecast of recognized revenue, and recognized revenue is not a forecast of free cash flow. Model the result if the largest customer reduces usage, pays late or does not renew.

4. Look for operational proof
Retention, utilization, repeat usage and customer productivity are stronger evidence than a press-release backlog. Test whether customers continue using the service at ordinary prices after credits expire, whether workloads are growing because of real application demand, and whether gross margins improve as facilities mature.

What the pattern means for developers
Infrastructure demand is strong, but its source matters
NVIDIA reported 79% year-over-year growth in first-half 2025 data-center networking revenue, driven by adoption of NVLink, InfiniBand and Ethernet at cloud-service providers and consumer-internet companies. That figure confirms substantial infrastructure purchasing during the period. It does not, by itself, show how much demand came from independent application users or how much was supported by a small group of strategic counterparties.
Questions to ask about portability
- Can containers, model weights, data and orchestration move between at least two providers without a major rewrite?
- Are GPU reservations cancellable, transferable or subject to minimum-spend penalties?
- What happens to hourly prices and latency if an anchor customer cuts capacity?
- Are model APIs, monitoring tools and identity controls based on portable standards?
- How much of the provider’s hardware roadmap depends on one frontier lab?
Designing for portability is a risk-control measure, not a prediction that a provider will fail. Maintain documented deployment scripts, data egress estimates and a tested fallback region so that a change in capacity or pricing does not become an emergency rewrite.
Circular AI demand versus ordinary SaaS expansion
A useful comparison is a customer-led software expansion loop. Amplitude’s 2024 Form 10-K describes customers expanding by adding data, users, functionality, teams and additional digital-product use cases. That pattern should be evaluated separately from infrastructure commitments in which financing and purchasing relationships overlap.

How to read the numbers without overstating them
Contract ceiling versus recognized revenue
“Up to $11.9 billion through October 2030” is a ceiling stated in CoreWeave’s Form 10-Q as of June 30, 2025. It should not be presented as revenue already earned. Determine the amount recognized in each reporting period, the amount billed, the amount collected and the conditions that could reduce future purchases.
Growth percentage versus market independence
NVIDIA’s 79% first-half data-center networking growth is a year-over-year company figure for 2025. It measures sales growth in that business, not the percentage of AI workloads generated by independent end users. Use it as evidence of equipment demand, then perform the customer and cash analysis separately.
Regional filings and different accounting contexts
A 2026 Hong Kong Exchange filing reporting 2025 results states that AI-related product revenue rose from RMB27.2 million to RMB55.8 million, a 105.1% increase, and that more than 50% of newly signed customers chose AI solutions. Those figures are specific to that issuer, its reporting period and its Hong Kong listing; they cannot be generalized to the global AI market without additional evidence.

Bottom line for each audience
Customers
Treat a large commitment as a capacity and counterparty question. Verify service levels, termination terms, portability, utilization and the provider’s ability to operate if a major customer cuts spending.
Investors
Separate independent demand from purchases supported by strategic capital, reconcile revenue with collections and capital expenditure, and stress-test concentration and renewal assumptions.
Developers
Assume infrastructure demand can change faster than application demand. Keep workloads portable, understand reservation penalties and measure your own cost and latency rather than relying on market-wide growth figures.
Circular revenue is therefore best understood as a way to describe dependence within an AI business network. It becomes a serious warning when independent adoption, cash conversion and economic utilization fail to appear after financing support and promotional terms are removed.
