Use automation for predictable, high-volume work where an error is cheap and reversible. Use augmentation when context, empathy, professional judgment or accountability matter. Abstain—or require a qualified person to own every decision—when a wrong output could cause serious legal, financial, safety, employment, consumer or clinical harm. The right choice is made at task level, not by assigning an entire department to “AI.”
This guide maps that decision across common departments, shows where humans must remain in control, and provides a practical operating model for piloting and monitoring either approach.
Automation, augmentation and abstention: the difference that matters
Automation delegates a task or decision to an AI system with limited routine human intervention. The system may classify incoming work, trigger a workflow, produce a status update or make a recommendation that is accepted automatically.

Augmentation keeps a person responsible for judgment while AI improves speed, analysis, drafting, search, prediction or capacity. The employee reviews the output, adds context, handles exceptions and remains answerable for the result.

Abstention is a valid design choice. The system should not make or materially influence a decision when the organization cannot validate the data, explain the result, provide a meaningful appeal route or ensure that a qualified person can intervene. The FCA frames the choice as deciding where AI should “support, automate or abstain” and stresses that there is “no one-size-fits-all model.”
The Health Foundation describes the same distinction as two different modes of technology-enabled work: automation can release staff capacity, while augmentation can improve task performance when technology exceeds human performance. A department can therefore use all three modes on different steps of one process.
A decision test for any task
Assess the task—not the department—against the following questions. Record the answers before selecting a tool or vendor.
| Question | Favors automation | Favors augmentation or abstention |
|---|---|---|
| What happens if the output is wrong? | Minor inconvenience, easily corrected and low cost. | Potential legal, financial, safety, employment, consumer or clinical harm. |
| Can the result be reversed? | Yes, quickly, with a reliable rollback. | No, or reversal cannot repair the harm or reputation damage. |
| How variable is the work? | Stable inputs, explicit rules and few exceptions. | Novel cases, frequent exceptions or ambiguous evidence. |
| Is human judgment or empathy central? | Little need for negotiation, discretion or emotional support. | Requires context, empathy, professional expertise or trust. |
| Are the data and labels reliable? | Complete, current, representative data with known drift controls. | Missing, biased, sensitive or rapidly changing data. |
| Can the result be explained? | Reason codes and an audit trail are sufficient for the risk. | People need a case-specific explanation that the system cannot provide. |
| What is the regulatory exposure? | Low exposure and no protected-rights decision. | Regulated activity, personal data, profiling or a consequential decision. |
| Is the benefit large enough? | High volume, measurable savings or service improvement. | Small benefit that does not justify control and oversight costs. |
| How strong is escalation? | A named person is available, has authority and can respond within a defined service level. | No qualified reviewer, unclear ownership or no safe fallback. |
A useful default is: automate stable steps, augment judgment-heavy steps, and abstain from decisions whose risk cannot be controlled. Revisit that choice when data, regulation, the process or model capability changes.
Which departments should adopt first?
Early candidates usually combine repetitive work, clear success measures, low consequence of error and a straightforward recovery path. Administration, IT, selected operations workflows, and bounded marketing tasks often meet those conditions. High-stakes HR, clinical, legal, security and financial decisions generally begin with augmentation or abstention, even when lower-risk administrative steps in the same department can be automated.
Adoption rates indicate where organizations are experimenting, not where unrestricted automation is safe. UK Government AI Adoption Research reports use or planned use among surveyed businesses of 72% in marketing and 72% in administration, 64% in IT, 53% in operations, 46% in customer service, 29% in finance and 26% in HR. Legal and security were lower at 16% and 18%. Large businesses reported higher figures in several functions, including 57% for customer service, 48% for finance and 53% for HR.
Marketing and sales
Best uses for augmentation
Marketing is a strong augmentation candidate because AI can increase creative and analytical capacity while people remain responsible for the audience and the promise being made. Use it to draft copy and briefs, segment audiences, summarize campaign performance, generate test variants and analyze customer intent. A marketer should verify factual claims, tone, accessibility, targeting logic and whether a message is appropriate for a sensitive audience.

Sales teams can use retrieval and summarization to prepare for meetings, identify buying signals, draft follow-ups and suggest next actions. The salesperson still owns the relationship, commitments, pricing discussions and any statement about product capability or suitability.
Where bounded automation works
Automate low-risk campaign mechanics such as routing a lead to the correct queue, applying an agreed segment rule, scheduling an approved variant or sending a factual status notification. Keep a stop control and an approval gate for new audiences, regulated claims, sensitive attributes, major budget changes and messages that could create contractual or reputational exposure.
Why this is an early candidate
The UK Government survey reports 72% use or planned use in marketing and 49% in sales among surveyed businesses using or planning AI. Those figures describe adoption, not performance or permission to remove review. Measure lift against a baseline while checking unsubscribe rates, complaints, factual errors, unequal treatment and drift in audience behavior.
Administration and IT
Tasks suitable for automation
Administration and IT contain some of the clearest low-variance workflows. Appropriate bounded automation includes routing requests, extracting fields from standard documents, summarizing meetings or tickets, triggering approvals, sending reminders, classifying incidents and proposing knowledge-base articles. IT service desks can automate intent classification, duplicate detection, password-reset flows and status updates when identity and authorization checks are deterministic.
Recommended Free Tools
Controls that make automation safe
- Use least-privilege access and separate read, write and approval permissions.
- Keep immutable audit logs showing the input, model or rule version, output, action and reviewer where applicable.
- Define a rollback or manual queue before enabling a live trigger.
- Set confidence and exception thresholds; route uncertain or novel cases to staff rather than forcing a prediction.
- Test recovery after an outage, corrupted input, vendor change or model update.
The survey reports 72% use or planned use in administration and 64% in IT. High adoption makes change management important: document which steps are automated, train staff to spot silent failures and review permissions whenever the workflow changes.
Operations
Automate stable process steps
Operations teams can automate scheduling against fixed constraints, routine routing, inventory alerts, standard status reporting and detection of threshold breaches. These tasks are measurable and can often be reversed or checked against a source system.
Keep supervisors in charge of exceptions
Augment supervisors when a supplier fails, demand changes abruptly, a safety condition appears, or a process needs redesign. The system can surface anomalies, model scenarios and recommend priorities; a person decides whether to pause production, change a route, contact a supplier or accept a service trade-off. Do not let a model silently optimize for speed or cost when the real objective includes safety, resilience or worker wellbeing.

Automate routine contact, not the relationship
Automate frequently asked questions, intent classification, routing and factual status updates when customers can reach a person quickly and the system can retrieve current information. State clearly when a customer is interacting with AI, preserve the conversation for the human agent and do not make customers repeat information during escalation.
Augment agents for complex cases
Give agents retrieval, conversation summarization, suggested replies and next-best-action support for complaints, emotional conversations, unusual account histories or cases requiring discretion. The agent should verify the recommendation, adapt the language and decide what remedy is appropriate.
Customer-service use or planned use is 46% overall and 57% among large businesses in the UK Government survey. The FCA says oversight must match the specific use case, the level of autonomy and the potential impact, with clear authority to intervene. Define an escalation service level, quality sampling, complaint review and a route for customers who cannot use or do not trust the automated channel.
Finance
Bounded automation and decision support
Lower-risk finance workflows can use automation for reconciliations, matching transactions, flagging anomalies, refreshing forecasts and assembling draft reports. A finance professional should review material exceptions, assumptions, unusual transactions and any output that enters the ledger or a board report.

The UK survey reports 29% use or planned use in finance overall and 48% among large businesses. Separate from that broad business survey, FCA and Bank of England research reports 75% of UK financial-services firms currently using AI and another 10% planning adoption within three years. Those firms rated 62% of use cases low materiality and 16% high materiality. Materiality should determine controls; the presence of AI alone does not.

Human resources
Start with administrative augmentation
Use AI to draft job descriptions, recommend learning resources, summarize workforce data and support routine administration. Keep a person responsible for checking accuracy, accessibility, privacy and whether the output embeds assumptions about a role or an employee.
Do not delegate employment judgments
Hiring, promotion, discipline, performance assessment and termination require accountable human decisions. Test systems for bias, document the reasons for an outcome, explain the system’s limits to affected people and provide an appeal or escalation route. Do not treat a ranking or recommendation as an objective fact.
UK Government research reports 26% HR use or planned use overall and 53% among large businesses. The International Labour Organization’s paper dated 25 July 2023 examines where AI in human-resource management should be encouraged and where it can conflict with a human-centred agenda. That human-centred principle is a practical control: preserve dignity, contestability and meaningful human review.
Legal and security
Augment professional analysis
Legal teams can use retrieval, classification, summarization and draft generation to reduce search and first-draft time. Lawyers must verify authorities, definitions, jurisdiction, privilege, confidentiality and the facts on which advice depends. Do not send unreviewed generated text to a client or regulator.
Security analysts can use AI for alert deduplication, log summarization, threat triage and draft incident reports. A qualified analyst should determine incident severity, scope, containment and notification. Automated actions that disable accounts, alter access or isolate systems need tightly scoped permissions, approval rules and a rapid rollback.
The survey reports 16% use or planned use in legal and 18% in security. Lower adoption does not remove the need for controls: these functions handle privileged information and actions that can create liability or compromise systems.

The same rule applies to aviation, industrial safety, critical infrastructure and emergency response: automate monitoring and routine alerts only where failure modes are understood; augment the professional who must make the final safety judgment. The Health Foundation’s distinction is useful here—automation is primarily justified by capacity release, while augmentation is valuable when it improves the task itself.
How to implement the choice
- Define the task and owner. Specify the inputs, affected people, decision owner, intended output and measurable outcome. “Automate customer service” is too broad; “classify password-reset requests and route them” is testable.
- Classify consequence and reversibility. Record acceptable error, worst credible harm, recovery time and whether an affected person can obtain a remedy.
- Assess data and system risk. Check quality, privacy, bias, security, vendor dependence, retention, access, drift and the effect of missing or adversarial inputs.
- Select automate, augment or abstain. Document why that level of autonomy is proportionate. Set a lower-autonomy fallback if evidence is weak.
- Name accountable people. Identify the business owner, technical owner, reviewer and incident contact. State who can challenge or override an output and how quickly they must respond.
- Design escalation and fallback. Define confidence thresholds, exception queues, service expectations, manual procedures, rollback and customer or employee appeal routes.
- Train by role. FCA examples include training senior stakeholders on accountability, technical teams on model risk and controls, and human reviewers on limitations, automation bias, challenge and override.
- Pilot, monitor and revisit. Compare live results with a baseline, review incidents and near misses, sample outputs, track drift and reassess the autonomy level after model, data, process or regulatory changes.
A governance model that survives production
The US Government Accountability Office framework organizes trustworthy AI work around four principles: governance, data, performance and monitoring. Governance assigns authority and accountability; data controls quality, provenance, privacy and representativeness; performance tests whether the system meets its intended purpose; monitoring checks that it remains reliable and relevant over time. GAO published the framework in 2021 and related monitoring guidance in 2023.
Use a simple control register for every AI-enabled task:
- Purpose, scope and prohibited uses.
- Owner, reviewer, escalation contact and override authority.
- Data sources, retention, access controls and known limitations.
- Model, prompt, rule or vendor version and change-approval record.
- Quality, fairness, safety and service-level metrics.
- Incident, complaint, appeal and rollback procedures.
- Review date and conditions that trigger reapproval.
Business risk is also a capability gap. KPMG’s 2023 US AI Risk Survey Report found that 66% of firms without a formal AI risk function aimed to establish one within one to four years. A formal function is useful, but it does not replace accountable owners embedded in each department.
Metrics that distinguish useful AI from risky AI
Measure the outcome that justified the change, not just model accuracy. For automation, track straight-through-processing rate, exception rate, reversal rate, time to recovery, cost per case and incidents. For augmentation, track time saved, acceptance and override rates, factual or calculation errors, reviewer workload and the quality of final decisions. For high-impact work, add complaint outcomes, appeal results, disparate-impact indicators, safety events and audit findings.
Set guardrails before launch. A productivity gain that raises complaints, unequal outcomes or unresolved exceptions is not a successful deployment. Review thresholds with the people who bear the consequences, not only the team that built the system.
Choosing the right level of autonomy
| Operating mode | System authority | Human responsibility | Typical examples |
|---|---|---|---|
| Assist | Suggests, searches or drafts; no action without acceptance. | Reviews evidence and makes the decision. | Legal research, HR drafting, clinical documentation. |
| Bounded automation | Executes predefined, reversible steps within limits. | Sets rules, handles exceptions and audits results. | Ticket routing, status updates, reconciliations. |
| Conditional automation | Acts automatically when confidence, policy and data checks pass. | Monitors, investigates exceptions and can override. | Inventory alerts, approved campaign scheduling. |
| Abstain | Does not recommend or decide. | Uses a human process or specialist assessment. | Uncontrolled high-impact employment, clinical or legal decisions. |
The same workflow can move between rows. Start with assist mode, collect evidence, and expand autonomy only when error, escalation and recovery performance support it. Conversely, a model that drifts, encounters a new population or produces an unexplained incident should be moved back to a lower-autonomy mode.
The Bottom Line
Choose automation for measurable, repetitive and reversible work; choose augmentation when people must interpret context or own the outcome; and abstain when the organization cannot control the consequences of error. Make the decision per task, give reviewers real override authority, and keep monitoring after launch.
