A chatbot mainly responds to prompts; an AI agent can pursue a goal through multiple steps, select tools or resources, and sometimes take actions in connected systems. Choose a chatbot or bounded assistant for predictable question-and-answer work. Consider an agent when tool-mediated actions add real value—and limit its permissions, with human approval before consequential or difficult-to-reverse steps. The label alone is not enough: compare what the system can actually do.
What is the difference between an AI agent and a chatbot?
The practical difference is what happens after you give the system a prompt. A chatbot-oriented system generally returns generated content, such as an answer, summary, or draft. An agent-oriented system may break a goal into steps, choose tools or resources, and act through them. Depending on its permissions, those actions can change digital records or affect the physical world. [NIST; IBM]
These are patterns of capability, not mutually exclusive product categories. A chatbot interface may call tools, while a system described as an agent may still require a person to approve every action. Tool use by itself does not establish high autonomy.

The table describes common patterns, not guarantees about every product. To assess a particular system, check its actual tool access, permissions, approval points, and ability to affect external services.

When should you use a chatbot, and when should you use an agent?
Use a chatbot or bounded assistant for response-focused work
- Answering questions, finding information, or summarizing material.
- Drafting content for a person to review and send.
- Simple, predictable workflows where a person remains in control of consequential actions.
These are good fits when the system’s useful output is a response and there is little benefit to letting it act independently. A chatbot can still use tools; the key question is whether it needs authority to take action.
Consider an agent for a bounded, multi-step task
An agent may help when reaching a goal requires selecting tools or resources, checking progress, and carrying out permitted steps. For example, a system might gather information from connected sources and prepare a proposed update. Whether it should apply that update itself depends on the consequences, reliability requirements, and available safeguards. The general capability does not guarantee that an agent will succeed in any particular workflow.

Use the least autonomy that meets the need
If a recommendation or draft is enough, do not grant execution authority without a specific reason. If an action has meaningful impact, place human approval or enforceable policy checks before execution. The more a system can change, the more important it is to control what it can access and do. What risks increase with agent autonomy?
An agent’s risk depends less on its name than on its tools, data access, permissions, and ability to act without review. OWASP identifies risks including direct and indirect prompt injection, tool abuse, privilege escalation, data exfiltration, memory poisoning, goal hijacking, excessive autonomy, approval manipulation, cascading failures, and excessive API or compute costs from unbounded loops. - Unintended actions: A system may act on misleading instructions or pursue a goal in a way its owner did not intend.
- Excessive access: A feature intended to read documents could also be able to modify or delete them if its tools or connected identity allow it.
- Data exposure: Tool use or malicious instructions may cause sensitive information to be disclosed or sent to an inappropriate destination.
- Hard-to-reverse effects: A sent message, changed record, purchase, or deletion may be difficult or impossible to undo.
- Failures across a workflow: A mistaken step can affect later steps, while tool or data-source changes can disrupt a previously working process.
- Uncontrolled usage: Repeated or unbounded calls can consume excessive API or compute resources.
IBM’s responsible-technology paper also highlights opacity, complexity, open-ended selection of tools or other agents, and the difficulty of reversing actions that affect the world. [IBM, March 2025]
How can you use an AI agent more safely?
- Inventory the system. Record its owner, purpose, connected services, tools, and delegated actions so it is clear what the agent can reach and who is responsible. IBM’s third-party AI governance guidance recommends treating AI governance as an ongoing responsibility.
- Limit access to what the task needs. Minimize available tools and use narrow permission scopes. Separate read-only access from write or delete access rather than granting broad authority by default. [OWASP]
- Require approval for consequential actions. Put an independent human approval step before actions with meaningful impact. Enforce authorization in the connected service itself; do not rely on the model to police its own permissions. [OWASP]
- Monitor and contain failures. Log activity, set limits that constrain runaway calls or costs, and make sure someone can pause or intervene when behavior goes wrong. [OWASP; IBM]
- Evaluate the whole workflow. Test how the system behaves when tools fail, return unexpected results, or change. Assess failure recovery before expanding autonomy. NIST’s voluntary AI Risk Management Framework is intended to incorporate trustworthiness considerations into AI design, development, use, and evaluation; NIST says the framework is under revision. Before choosing, answer these questions about the task and the specific system:

- Is the desired result an answer, or must the system take action?
- Can the steps be fixed in advance, or does the system need to select tools and next steps?
- What data and services can it access, and can it write, send, purchase, or delete?
- Which actions require approval, and is authorization enforced outside the model?
- How serious would an error be, and can the resulting action be reversed?
- How will reliability, tool changes, failure recovery, and operating costs be managed?
If a person can usefully review the response and perform any needed action, a bounded assistant may be sufficient. Choose an agent only when multi-step tool use and delegated action justify the additional access, oversight, and upkeep.
