Keep an AI agent away from sensitive websites by enforcing access controls outside the model: deny navigation and tool use by default, permit only task-specific destinations and operations, run the browser with a separate short-lived identity in an isolated environment, require human approval for consequential actions, and record every request and policy decision. Prompts alone cannot provide a reliable authorization boundary.
What this checklist protects
A browser-capable agent can read pages, follow links, submit forms, upload files and invoke connected tools. That combination creates a path to private information and high-impact actions even when the original task looks harmless. The model is not the only untrusted component: page text, email, documents, tool descriptions and redirects can all contain instructions designed to change the agent’s behavior.
The objective is not to make an agent incapable of useful work. It is to give the agent the smallest practical reach for one task, then remove that reach automatically. Apply the controls below to banking and payment sites, payroll and HR systems, healthcare portals, production and cloud consoles, identity administration, source-code and CI systems, legal or client-confidential systems, personal email and private cloud storage. Treat an unknown destination as blocked until someone reviews it.
Recommended Free Tools
1. Inventory and classify destinations before allowing browsing
Start with a written inventory rather than a broad category such as “trusted websites.” Record the exact public hostnames and, where possible, the specific paths or APIs the task needs. A reputable first-party domain can still expose an account, redirect to another service or accept sensitive data in a URL.

High-impact destinations
- Banking, cards, payment processors, billing and money-transfer services.
- Payroll, HR, benefits, tax and employment-record systems.
- Healthcare, insurance and other regulated personal-data portals.
- Production infrastructure, cloud consoles, deployment systems and databases.
- Identity providers, administrator consoles, password-reset and multi-factor-authentication pages.
- Source-code hosts, CI/CD systems, package registries and issue trackers containing private code.
- Legal, client-confidential and contract-management systems.
- Personal or executive email, messaging and private cloud storage.
Destination record
For every approved destination, document the hostname, permitted paths, allowed methods, data classes that may be read or sent, the business owner, expiry date and the reason the task needs it. Include known login, upload, export and administration paths separately. The CISA joint guidance on AI agents warns that autonomy and interconnectedness increase privilege-escalation and accountability risks when an agent can reach sensitive data or critical systems.
Do not place credentials, recovery codes, session cookies or private URLs in the inventory or in an agent prompt. The inventory is a policy input, not a secret store.
2. Put authorization in infrastructure, not in the prompt
Use a browser policy layer, outbound proxy, secure web gateway or agent tool gateway to make the allow-or-deny decision. The model can request an action, but a separate enforcement point must validate the destination, operation, identity, data class and current approval state before anything leaves the system. OWASP guidance for agentic applications emphasizes deny-by-default permissions and enforcement at infrastructure boundaries; a system prompt is not an authorization mechanism.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Default-deny policy
- Block navigation, downloads, uploads and tool calls unless a policy rule explicitly permits them.
- Block unknown hosts, newly observed redirects and destination changes during a task.
- Allow only the HTTP methods, browser actions or API operations needed for the task.
- Set limits for file size, record count, upload type, export scope and request rate.
- Attach a data-class rule to every read or write, such as public, internal, confidential or regulated.
- Return a structured denial to the agent and log the attempted action; do not silently fall back to an unrestricted browser.
Policy decision sequence
- Identify the human requester, agent identity, software version and task identifier.
- Normalize the requested URL, including its hostname, port, path, scheme and query parameters.
- Check the destination and redirect chain against the task’s allowlist and network egress rules.
- Check the requested tool, method, arguments and data classes against the agent’s policy.
- Determine whether the action needs a current human approval.
- Execute only after all checks pass, then record the result and any new state.
3. Control destinations precisely
A domain allowlist is useful but incomplete. OpenAI documentation notes that a trusted domain can redirect to an attacker-controlled destination and that URLs may carry user-specific secrets. Validate every hop, not just the first hostname, and remove sensitive query parameters before navigation whenever the task does not require them.
Exact URL and redirect rules
- Prefer an exact scheme, hostname, port and path prefix over a wildcard such as
*.example.com. - Resolve internationalized names, alternate encodings, user-information fields and nonstandard ports before comparison.
- Re-check the destination after every server or client redirect, including links opened in a new tab.
- Block redirects from an approved site to an unapproved host, IP address, local network range or file URL.
- Strip fragments and query parameters that contain tokens, email addresses, account identifiers or other user-specific values unless they are explicitly required.
- Prevent navigation to browser-internal schemes, local files, extension pages and development endpoints unless a separate rule permits them.
Forms and uploads
Permit a form only when its final action URL, fields and file destination match the task. A page that appears to be a familiar login or payment screen can post data elsewhere. Compare the resolved form action with policy, show the destination and fields to a reviewer for sensitive submissions, and reject hidden fields that were not part of the approved schema.

4. Give the agent a separate, short-lived identity
Never let an agent operate as the employee who launched it. Create a service identity for each agent or bounded workflow, grant only the roles needed for that task and set an automatic expiry. Use task-scoped, short-lived tokens issued by a broker or vault rather than passwords or permanent API keys.
Keep secrets out of model context
- Store passwords, cookies, recovery codes, private keys and production credentials in a vault or credential broker.
- Inject a narrowly scoped session only at the execution boundary; do not paste the secret into a prompt, transcript or page-visible field unless the approved operation requires it.
- Mask secrets in logs and prevent the model from reading the vault response directly.
- Separate read, create, modify, export and delete permissions instead of assigning one broad role.
- Use different identities for development, testing and production, with production disabled by default.
Credential lifecycle
- Issue a token for one task, destination set and time window.
- Bind it to the isolated browser or tool session so it cannot be reused from an unrelated environment.
- Revoke it immediately when the task ends, a policy violation occurs or the session is terminated.
- Rotate any secret that may have appeared in page content, a URL, a log or an agent transcript.
5. Isolate the browser and its network
Run the browser in a disposable virtual machine, container, restricted browser profile or equivalent sandbox. Isolation limits the blast radius if a page exploits the browser, tricks the model or exposes a session token, but it does not replace authorization or monitoring.

- Use a clean profile for each task or user; do not share personal cookies, history, extensions or autofill data.
- Block access to credential stores, SSH keys, local documents, source trees, clipboard history and sensitive directories.
- Apply egress filtering at the network layer, including DNS and direct-IP traffic, not only browser UI controls.
- Disable unnecessary extensions, downloads, native messaging, file-system APIs and device access.
- Prevent the agent from reaching metadata services, loopback administration ports and private network ranges unless explicitly required.
- Destroy the environment after completion or after a security event, preserving only approved logs and outputs.
Keep personal and work sessions separate. A browser profile that contains a person’s active banking or email cookie must never be reused for an automated task, even if the agent is restricted to a different tab.
6. Constrain tools and arguments
Expose only the tools required for the workflow. A tool name such as “browser” or “send” is too broad unless its arguments are typed and checked at execution time.
Argument-level controls
- Use enumerated values for actions, methods, regions, record types and environments.
- Validate URL, path, recipient, amount, file type, record count and date range against policy before execution.
- Reject extra, unknown or ambiguous arguments rather than allowing the model to improvise.
- Set upper bounds for transfer amounts, export sizes, batch counts and execution time.
- Require a fresh policy check when the agent changes destination, identity, data class or operation.
- Reduce permissions automatically while the agent is processing untrusted pages, documents, email or tool descriptions.
Authorization must be checked at the tool-execution boundary, not only when the plan is generated. Record rejected calls with the same detail as successful calls so repeated probing is visible.

7. Treat prompt injection as an ordinary input threat
Prompt injection is not limited to obviously malicious websites. An instruction can be hidden in page text, an email, a PDF, an image, a support ticket or a tool description. It may tell the agent to reveal cookies, open a new URL, ignore a policy or upload a document.
Defensive handling
- Label retrieved material as untrusted data and keep it separate from system and developer instructions.
- Do not allow page content to grant permissions, change the destination allowlist or approve its own actions.
- Require the policy layer to re-check every link, tool call and file operation suggested by content.
- Sanitize or quote content passed between tools so instructions cannot be mistaken for control messages.
- Test with pages that request secret disclosure, redirect to look-alike domains, alter form targets or claim that a security check has been completed.
When an injection attempt is detected, stop the task, preserve the relevant page and policy logs, revoke the session and review whether any secret or data was exposed.
8. Put a person in front of high-impact actions
Require explicit human approval before an agent makes a payment or transfer, changes account recovery or multi-factor authentication, exports records, modifies production, deletes data, publishes content or submits a legally consequential form. OWASP and Google guidance both describe confirmation as a necessary layer for sensitive actions.
What the approval screen must show
- The exact final destination, including the resolved hostname and path.
- The identity and role under which the action will run.
- Every field, amount, recipient, attachment, record count and permission being changed.
- The source of the values and any untrusted content that influenced them.
- The expiration time of the approval and what will happen if the page changes.
Approval should be one-time and bound to the displayed parameters. If the agent changes a recipient, amount, destination or attachment after approval, invalidate the approval and ask again. A reviewer should be able to reject without exposing credentials to the agent.
9. Log, monitor and alert
Auditability makes a restriction enforceable and gives investigators enough context to contain an incident. Record the user and agent identities, model and software version, task identifier, destination and redirect chain, tool and arguments, data classes, policy result, approval event, execution outcome and timestamps.

Useful alerts
- Attempts to reach blocked domains, private IP ranges or browser-internal schemes.
- Repeated denials, rapid destination changes or unusual request volume.
- Access to a new data class, secret broker or privileged role.
- Changes to recovery settings, permissions, production configuration or export scope.
- Policy-bypass language in page content or tool responses.
- Unexpected downloads, uploads, clipboard reads or persistence after task completion.
Protect logs from the agent, redact secrets and retain enough detail to reconstruct the decision without storing unnecessary personal data. Send high-severity alerts to an owner who can revoke the session immediately.
10. Design recovery before granting access
Assume that a token, cookie or output can be exposed. Make containment a practiced operation rather than an emergency improvisation.
- Provide a single control that revokes the agent token, terminates browser sessions and blocks further tool calls.
- Rotate credentials after suspected exposure, including session cookies and recovery material.
- Preserve rollback for changes the agent creates, such as configuration edits, account updates and published content.
- Review logs for the full redirect chain, data accessed, files transferred and approvals used.
- Rebuild the disposable environment from a known image before resuming work.
- Rehearse the procedure with synthetic accounts and data so responders can verify that revocation and rollback work.
11. A practical rollout sequence
Teams often get better results by introducing controls in a deliberate order instead of connecting an unrestricted browser and attempting to tighten it later.
Phase 1: observe without sensitive access
- Run the agent against synthetic websites and data.
- Capture intended destinations, tools, arguments and data classes.
- Identify unnecessary browser capabilities and unexpected redirects.
Phase 2: enforce a narrow allowlist
- Move destination, redirect and argument checks into the gateway or proxy.
- Use a service identity with read-only permissions and short expiry.
- Block uploads, exports, production systems and account administration until separately approved.
Phase 3: add approvals and adversarial tests
- Implement parameter-bound approval for the high-impact actions listed above.
- Test malicious pages, emails, documents, tool descriptions, encoded URLs and redirect chains.
- Verify that a denial cannot be bypassed by opening a new tab, using a direct IP or switching tools.
Phase 4: measure and refine
- Review denials and false positives with the destination owner.
- Narrow paths, methods and data classes where the task permits.
- Set expiry dates and remove rules that are no longer needed.
12. Choosing an implementation pattern
No single control solves the problem. Choose the enforcement combination that matches the agent’s capabilities and the sensitivity of the work.
| Implementation | What it is good at | Important limitation |
|---|---|---|
| Browser policy layer | Per-navigation rules, redirect checks, form and download restrictions | Must be paired with network egress controls and identity isolation |
| Outbound proxy or secure web gateway | Central destination filtering, DNS and network enforcement, shared logging | Cannot by itself understand whether a particular form field or business action is authorized |
| Agent tool gateway | Typed tools, argument validation, data-class checks and execution-time authorization | Needs browser or network controls to stop unmediated navigation |
| Disposable VM or container | Limits filesystem, cookie and process blast radius | Isolation does not decide which destination or operation is legitimate |
| Credential broker or vault | Short-lived, task-scoped secret issuance and rapid revocation | Must prevent the agent from reading or replaying the brokered secret |
| Human approval workflow | Review of payments, exports, account changes and other consequential submissions | Reviewers need an accurate, tamper-resistant view of destination and fields |
13. Common failure modes and fixes
Relying on a system prompt
Symptom: The agent is told never to visit a bank but can still call a browser tool that reaches it. Fix: Enforce the rule in the proxy, browser policy or tool gateway and return a logged denial.

Allowlisting a whole domain
Symptom: A trusted host redirects to an untrusted service or sends a token in a query string. Fix: Compare exact destinations at every redirect and strip unnecessary parameters.
Running as the employee
Symptom: The agent inherits personal cookies, saved passwords or broad administrator rights. Fix: Use a separate service identity, clean profile and short-lived task token.
Approving a general plan
Symptom: The agent receives approval to “process the invoice” and later changes the recipient or amount. Fix: Bind approval to the displayed destination, fields, amount and attachment; require a new approval after any change.
Logging only successful actions
Symptom: Repeated blocked-domain attempts and policy probing are invisible. Fix: Log rejected calls, redirect failures and secret-access attempts with the same task context as successful calls.
Assuming isolation is sufficient
Symptom: A sandboxed browser can still submit an unauthorized payment or export data. Fix: Combine sandboxing with identity, destination, tool, approval and monitoring controls.
14. Form-filling without full account access
For a workflow that must fill a form but should not receive unrestricted account power, expose a purpose-built operation rather than a general browser session. The operation should accept only the approved fields, use a brokered identity limited to the target transaction, validate the final form action, and pause for a reviewer before submission. Keep the agent from reading unrelated account pages, downloading history or changing security settings. If the site cannot provide that separation, use a human-operated handoff for the final entry instead of granting broader access.
