Retries decide whether and when to try an operation again; idempotency makes repeating the same logical operation safe or prevents its effect from happening twice. For an AI agent’s state-changing tool call, use both when appropriate: give the intended action a stable identity, reuse its idempotency key for eligible retries, and bound those retries. A timeout is not proof that the action failed.

Retries and idempotency solve different problems

A retry policy is a rule for making another attempt after a failure. It answers: Should the client try again, and if so, when and how often? A retry may help with a transient network problem or temporary service limit, but repeating an invalid or unauthorized request will not fix it.

Idempotency describes what happens when the same logical operation is repeated. An operation is idempotent if repeating it has the same intended effect as performing it once. An idempotency key—or another deduplication mechanism—lets a service recognize attempts that belong to the same operation. Stripe, for example, documents using keys to safely repeat object creation or updates after a connection error (Stripe idempotent requests).

Neither mechanism replaces the other. A key does not make a permanent error recoverable, and a retry policy cannot make an unsafe write safe. When an agent call may change external state, first establish the identity of the intended action; then decide whether the particular failure warrants another attempt.

When to retry, use a key, or do both

Situation Retry approach Idempotency approach
A read-only lookup fails with a plausibly temporary network problem Retry within an attempt budget and deadline. A write-deduplication key is usually unnecessary; a request ID can help with tracing.
A write may have reached the service, but its response was lost Check the outcome first. Retry only if appropriate and within limits. Reuse the same key for the same logical operation.
An agent resubmits the same intended message after a timeout Recover the session state and inspect completed actions before repeating. Reuse the submission’s key, session ID, and message. Use a new key for a distinct submission.
The downstream API supports idempotency tokens Use a bounded retry policy for eligible transient failures. Forward the stable key, after checking the endpoint’s scope, retention, and parameter rules.
The downstream API has no idempotency support Avoid blind retries when a side effect’s outcome is uncertain. Keep a durable execution record and reconcile remote state before another write. A local key cannot make a third party deduplicate.
The service reports validation, authorization, quota, billing, or another action-required error Fix the underlying issue rather than repeating an unchanged request. A key does not turn a permanent failure into a transient one.

Why a timeout needs investigation

A timeout or missing response means the client does not know the result; it does not prove the service failed to perform the action. The service may have completed the write while the response was lost. Blindly issuing a new logical request can therefore create a duplicate.

Before repeating a state-changing call, inspect the agent session or workflow, any provider receipt, and the remote state you can query. OpenAI’s recovery guidance advises checking outcomes and completed actions before retrying (OpenAI errors and recovery). If the outcome remains uncertain, preserve that uncertainty in your execution record and reconcile before resubmitting when possible.

Give each intended action a stable identity

Define the logical operation before the call

Decide whether a call is another attempt at the same approved action or a genuinely new action. Create or derive its operation identity before crossing the side-effect boundary, and persist that identity with the request status. A practical execution record can track pending, completed, and outcome unknown; these are useful implementation states, not a vendor-mandated schema.

Keep the key and request consistent across attempts

For one logical operation, use the same key and same request parameters on every retry. Generate the key once and persist it, or derive it deterministically from stable workflow, task, or request inputs. Do not create a new timestamp or UUID at retry time: that produces a different key and defeats deduplication. AWS recommends stable key derivation and carrying identity through delegated tasks and supported external systems (AWS idempotent task execution patterns).

OpenAI’s Agents API session guide puts the distinction succinctly: “Create one idempotency key for each logical message submission.” After a timeout or lost response, its guidance is to reuse the same key, session ID, and message; a distinct submission gets a different key (OpenAI Agents API sessions). This guidance is specific to session message submissions; it does not automatically protect arbitrary tools an agent invokes.

Propagate the identity across the workflow

Pass the operation identity to delegated steps and downstream systems that support native idempotency. If the third party has no such support, your orchestrator’s record can prevent some duplicate submissions, but it cannot guarantee that the remote side effect happened exactly once. The remote action, local record, and returned response can each fail at different points. Reconciliation, a transaction where available, or manual review may be needed for unresolved high-impact actions.

Bound retries and classify failures

Retry only errors that are plausibly transient and safe to repeat under the endpoint’s rules. Respect a valid server-provided Retry-After value as a minimum wait, use exponential backoff with jitter where appropriate, and set both an attempt limit and a total time budget. If the server’s indicated delay exceeds your retry horizon, defer rather than retrying early. OpenAI’s rate-limit guidance discusses eligible 429 and 503 responses and advises checking the installed SDK’s behavior; not every SDK version or configuration retries every such response (OpenAI rate limits).

Also account for retries already performed by the SDK. If both the SDK and application layer retry independently, the total number of calls can multiply. Set one layer to own retries or calculate a combined attempt and time budget. OpenAI’s agent recovery guidance also recommends limiting retries and stopping automatic retries if the error changes or the limit is reached (OpenAI errors and recovery).

  • Transient failure: Consider a bounded retry if the operation is safe to repeat and the error is eligible.
  • Validation or authorization failure: Correct the request or permissions; do not repeat it unchanged.
  • Quota, billing, or action-required failure: Follow the service’s recovery path instead of treating it as an ordinary transient error.
  • Changed error or exhausted budget: Stop automatic retries and surface the issue for handling.

Vendor behavior is specific to each API

Stripe: key scope, parameters, and retention

Stripe’s API reference documents that it saves the first result for a key after endpoint execution begins, including the status and body and even a 500 response. Later requests with the same key return that saved result. Stripe compares parameters with the original request and errors if they do not match. Validation failures and concurrent conflicts that do not begin endpoint execution are not saved as results. Stripe says keys may be removed after they are at least 24 hours old; using a key after it has been pruned can start a new request. These are Stripe-specific rules, not a universal retention or replay guarantee. Stripe recommends high-entropy random keys such as v4 UUIDs and allows keys up to 255 characters (Stripe idempotent requests).

AWS: reuse identity through delegated work

AWS’s agentic guidance warns that a fresh timestamp or UUID generated for each retry defeats the mechanism. It recommends deriving the key from stable workflow or request inputs, checking before execution, and propagating it to delegated tasks and external systems with native idempotency support (AWS idempotent task execution patterns). AWS Builders’ Library describes a client request identifier pattern in which repeated requests receive semantically equivalent responses; its EC2 example uses a reused client token so the caller can obtain the same logical resource outcome as resource state progresses. That example is not a promise that all APIs return byte-for-byte identical responses (AWS Builders’ Library: Making retries safe with idempotent APIs).

A practical decision sequence for an agent tool call

  1. Classify the operation. Determine whether it only reads state or can create, update, charge, send, or otherwise change external state.
  2. Define the intended action. Assign a stable operation identity before sending a side-effecting request, and persist the request and its status.
  3. Check the endpoint’s rules. Confirm whether it supports idempotency, how it scopes keys, whether it checks parameters, and how long it retains keys.
  4. On failure, classify the error. Retry only eligible transient failures. Correct action-required errors; do not repeat them unchanged.
  5. On timeout or lost response, inspect first. Check session or workflow history, receipts, and remote state. If retrying the same action is appropriate, reuse its key and identical logical request.
  6. Apply the retry budget. Respect valid Retry-After guidance, back off with jitter where appropriate, and stay within the attempt and total-time limits, including SDK retries.
  7. Reconcile unsupported or unresolved writes. If no downstream deduplication exists, do not assume a local record prevents duplicates; establish the remote outcome before another write or route the case for review.
