Traditional IT governance typically relies on formal plans, hierarchical approvals and periodic controls. Agile governance keeps enterprise direction and accountability but gives teams more room to make timely decisions inside clear boundaries, using feedback to adjust delivery. Neither approach is automatically better: the fit depends on an organization’s volatility, obligations, risks and decision needs.

What is the difference between agile and traditional IT governance?

The main difference is how governance guides and oversees work. Traditional approaches tend to set plans and control points in advance, with decisions moving through formal approval levels. Agile governance tends to set clear objectives and constraints, then let people closest to the work make bounded decisions and adjust as evidence changes.

These are tendencies, not universal definitions or guarantees of performance. The Agile Business Consortium’s 2025 comparison describes common contrasts while noting that the right approach depends on context. An organization can also combine them: retain enterprise direction, board accountability and assurance while changing how delivery teams decide and learn.

How governance differs from management

Governance sets direction; management carries out work aligned with it. ISACA’s explanation of COBIT says governance evaluates stakeholder needs, conditions and options to establish balanced enterprise objectives, while management plans, builds, runs and monitors activity in line with that direction. This distinction matters in agile delivery: changing a team’s cadence or delegating a delivery decision does not, by itself, transfer or remove governing accountability.

For information and technology, COBIT is an enterprise framework rather than a method for running an agile team. It covers more than an IT department: its governance and management system can include processes, organizational structures, principles, policies, information flows, culture, skills and infrastructure. ISACA also stresses that COBIT does not prescribe an organization’s strategy or make its IT decisions for it. See ISACA’s explanation of what COBIT is and is not and the COBIT 2019 Framework.

How agile governance works in practice

Agile governance does not mean every decision is made by a team, or that oversight disappears. It means the organization makes decision authority explicit and places routine choices at the level with the relevant information, while preserving routes for decisions that exceed delegated limits.

UK public-sector guidance for agile service delivery offers a practical example: “It should trust individuals and give decision-making authority to teams so they can focus on delivering.” The same guidance says the service owner and team should have authority to decide and escalate only when necessary. This is guidance for UK public services, not a universal legal rule. Read GOV.UK’s governance principles for agile service delivery.

Set boundaries before delegating

Teams need to know which choices they can make independently, which constraints they must respect, and who can resolve a decision that crosses a boundary. Boundaries might concern scope, security, service quality, spending or regulatory obligations. The precise limits must be set by the organization for its own context; the cited guidance does not prescribe a universal set.

Use feedback without abandoning assurance

Frequent observation can help teams detect whether delivery is meeting user and organizational needs, and whether assumptions or risks have changed. Feedback is not a substitute for required controls, audit evidence or formal approvals. Instead, organizations can place appropriate checks within the delivery process so that teams receive timely information and decision-makers retain assurance.

Keep risk visible and owned

Risk management remains ongoing work. GOV.UK advises identifying and owning risks that could affect service delivery and addressing them at the right time. That is not permission to defer a material control or ignore a known obligation: the organization still has to meet applicable requirements and decide how risks are treated.

How to choose or combine the approaches

Compare the operating conditions, not just the labels. A formal approval process may be useful where a decision has broad consequences or demands consistent enterprise treatment. Faster delegated decisions may be more useful when conditions change quickly and the people doing the work have the best current information. Many organizations need both.

  • Volatility: If priorities or user needs change often, consider whether a long planning cycle makes it difficult to respond. More frequent review can help without requiring every enterprise objective to change.
  • Regulatory and risk obligations: Identify which controls, approvals, records and assurance activities are mandatory. Delegation can change who makes a decision, not whether the obligation applies.
  • Decision latency: Look for avoidable delays caused by routine decisions traveling through multiple approval layers. Define which decisions can be delegated and the conditions that trigger escalation.
  • Dependencies: Cross-team, supplier or enterprise-wide decisions may need coordination beyond an individual team. Make the responsible decision-maker and escalation route clear.
  • Enterprise coherence: Give teams room to adapt delivery while retaining shared objectives, architecture or policy constraints where the organization needs consistency.

A workable hybrid often uses stable enterprise direction and accountability alongside shorter delivery feedback loops and bounded team authority. The decision is not whether governance should exist, but how its controls and decision rights should operate for the risks and pace of the work.

Where COBIT and ISO/IEC 38500 fit

COBIT and ISO/IEC 38500 can inform enterprise IT governance, but neither is synonymous with agile governance or a delivery method. COBIT helps describe a governance and management system and decision responsibilities; it does not choose the organization’s strategy. ISO/IEC 38500:2024 is the current third edition listed by ISO, published in February 2024. Titled “Information technology — Governance of IT for the organization,” it provides principles for governing bodies and supporting people on the effective, efficient and acceptable use of IT, and ISO says it applies to organizations of all sizes and types.

These references address enterprise governance, not a prescribed agile team workflow. They can help an organization reason about direction and oversight while it decides how to delegate and adapt delivery decisions.

What the comparison can and cannot establish

The Agile Business Consortium’s 2025 paper supports a conceptual comparison of common operating tendencies, not a universal scoring system or proof that one approach produces better outcomes. ISACA’s COBIT explanation dates to 2021; the GOV.UK service guidance was first published in 2016 and last updated on 23 May 2016. Use the GOV.UK examples in their UK public-service context, and treat the broader comparison as a way to examine governance choices rather than a prediction of results.

The Agile Business Consortium comparison paper and the Agile Governance Manifesto provide further conceptual context; the manifesto cites foundational work from 2016 and a contemporary reading from 2023.
