Microsoft Fabric gives AI agents a governed business context: shared definitions, metrics, relationships, and rules connected to enterprise data. It is more precise to say agents can use that context than that Fabric independently teaches them how a company operates. Fabric IQ is designed to help agents interpret business concepts consistently; it does not guarantee correct answers or decisions.

What “learn how the business works” means

Raw data does not explain itself. A table may contain customer IDs, order totals, and dates, but an agent still needs to know what the organization means by “customer,” how it calculates “revenue,” and which period “last quarter” refers to. Microsoft describes Fabric IQ as providing context on the state of a business by connecting data to business definitions, relationships, rules, and metrics. (Microsoft Learn: What is Fabric IQ?)

That context can let an agent work with business-language questions such as “Which customers placed orders above $10,000 last quarter?” rather than requiring the user to specify table names or write a query. Whether the answer is useful still depends on the quality and intended meaning of the data and definitions configured for that organization. (Microsoft Foundry connection guide)

Fabric IQ is one part of Microsoft’s broader Microsoft IQ framing: Work IQ concerns how employees work, Foundry IQ provides organizational policies and authoritative documents, Web IQ adds web context, and Fabric IQ supplies context about business entities and data. How Fabric IQ connects data to business meaning

Microsoft describes three connected layers: unified data, business intelligence, and operational intelligence. They build on one another, from bringing data together to expressing the concepts and relationships an agent can reason over. (Microsoft Learn: What is Fabric IQ?)

Semantic models and ontologies are related, not interchangeable

Semantic models: curated analytics

A Power BI semantic model organizes business intelligence: measures, dimensions, and hierarchies used to analyze data. It can carry established definitions such as a source-owned DAX measure for revenue, rather than leaving an agent to infer a calculation from columns.

Ontologies: business concepts and relationships

An ontology describes concepts such as customers, shipments, and assets, along with their properties and relationships. Microsoft says ontology metrics can use source-owned Power BI DAX measures, while ontology rules can express business logic in natural language. The aim is to give operational questions a model of how business entities relate, not just a set of analytical measures. (Microsoft Learn: What is Fabric IQ?)

Microsoft’s current overview labels ontology as preview. It describes creating ontologies from scratch, generating them from existing Power BI semantic models, or importing open standards such as RDF or OWL. A built-in graph model can support relationship-centered questions, and an ontology agent can help draft definitions and data bindings or propose changes for review. These are documented capabilities, not evidence that a particular deployment has implemented them or that they ensure an answer is correct. (Microsoft Learn: What is Fabric IQ?)

Which Fabric IQ experiences are available?

Release status depends on the product integration. Microsoft’s announcements distinguish these experiences, so “Fabric IQ is available” should not be taken to mean every connection or agent workflow has the same status.

Integration Status reported by Microsoft What it does
Fabric IQ in Copilot Chat and Cowork Generally available, announced September 28, 2026 Grounds answers in governed Power BI semantic models, metrics, relationships, and business definitions. The announcement says existing access controls and governance are preserved.

Fabric IQ connection for Microsoft Foundry Agent Service Preview in the guide dated August 5, 2026 Lets a Foundry agent delegate a natural-language task to Fabric IQ for data retrieval, ontology-grounded reasoning, and response synthesis.

Microsoft said the integration with the new Code experience was forthcoming through the Frontier program in its September 28, 2026 announcement; that statement describes the status on that date, not a later release confirmation. Governance and implementation checks

Business context does not replace access controls, licensing checks, data-boundary reviews, or application testing. For the Foundry integration specifically, Microsoft’s guide says requests use the identity configured for the connection and honor Fabric permissions and governance policies. It also lists an eligible Fabric license for users invoking Fabric IQ and, for a published Fabric data agent, paid F2-or-higher Fabric capacity or Power BI Premium P1-or-higher capacity with Fabric enabled. Check the current requirements for the particular deployment because product and licensing terms can change. (Microsoft Foundry connection guide)

  • Confirm the identity and permissions: determine which configured identity the connection uses and whether its Fabric permissions are appropriately scoped.
  • Review data flows and boundaries: Microsoft warns that using the Foundry connection may send data outside the Azure compliance boundary, where applicable service terms and data-handling policies apply. Assess geographic and compliance requirements before enabling it.
  • Validate definitions: agree on the intended meanings of key entities, metrics, and time periods; a shared model is only useful when it represents the business rules users expect.
  • Test the application: Microsoft’s guide puts responsibility on builders to test quality, reliability, security, and trustworthiness and implement suitable responsible-AI mitigations.
  • Check action controls: for workflows that can trigger actions, understand the approval, tracing, audit, and governance controls available in the specific integration.

These are especially important when an agent moves from answering questions to initiating operational actions. The presence of an ontology or a governed data source is not proof that a workflow is safe for a particular use.

What Fabric IQ does—and does not—establish

Fabric IQ’s practical proposition is a shared foundation: OneLake unifies data, semantic models carry curated analytics, and ontologies describe business concepts and relationships for agent experiences. That can make assumptions more explicit than asking an agent to infer business meaning from disconnected schemas. Microsoft’s materials describe the product design and release status, but do not independently establish improved accuracy, return on investment, or better business outcomes across customer deployments.

Microsoft’s Fabric Blog reported that a 2026 MIT Technology Review Insights survey found 59% of surveyed organizations planned to keep humans actively involved in decision-making, while 53% were increasing observability of agent activity. Those figures describe the surveyed organizations as reported by Microsoft; they should not be read as results for all organizations. (Microsoft Fabric Blog, June 29, 2026)
