Neither option always saves more. A Steam sale may be cheapest for one game; a bundle can cost less for several games or add-ons you genuinely want. Compare the checkout price for the items you still need in your own Steam storefront against their price histories. Ignore advertised bundle value for anything you would not choose to buy.
How to compare a sale with a bundle
Use the same storefront and currency for both options, and compare what you would actually pay for the products you want—not a bundle’s headline list-price total.
- Check the game’s current individual price. Note the checkout price in your Steam region and currency.
- Check that game’s price history. SteamDB provides histories for games, bundles and packages. Compare the current offer with the exact item’s record, rather than relying on a percentage-off badge. Its displayed low may be the lowest price captured during its recording window, not necessarily the all-time low. SteamDB says its tracked prices run through October 4, 2026. SteamDB
- Find the exact bundle and its adjusted checkout cost. Check its contents, which items you already own, and whether the bundle price adjusts for them. Count only unowned items you would otherwise buy or play.
- Compare the totals and the wait. If the bundle’s remaining wanted items cost less than buying those items individually, it may be the better deal. If you only want the target game, or the bundle’s other contents do not justify the extra cost, buy the game on sale if its current price works for you. Waiting may bring another offer, but its timing and price are uncertain.
How Steam bundle ownership rules affect the price
Steamworks documents two bundle types, and the distinction can change what you are allowed to buy and what you pay. Valve’s Steamworks bundle documentation describes them as follows:
Complete The Set
With a Complete The Set bundle, you pay for and receive only the included products you do not already own. The discount applies to those unowned items. Valve describes the rule this way: “Customers that purchase this type of Bundle will pay for, and receive, just the items in that bundle that they don’t already have in their Steam library.”

Must Purchase Together
A Must Purchase Together bundle requires that you own none of its included products. It is intended for combinations such as a base game with a soundtrack or a deluxe edition, rather than topping up a partially owned set.
Steamworks says bundle prices adjust when the contents are discounted. The Complete The Set system also addresses cases where an older full pack could cost more than buying discounted items individually. These platform rules help explain the checkout math; they do not mean every bundle beats every sale.

What price history can—and cannot—tell you
SteamDB tracks price changes as Steam updates prices and offers histories for individual games, bundles and packages. The history can help you judge whether today’s price is unusually low for that item or whether waiting has often led to another discount. Check the correct product page: a game’s history is not a substitute for the history of a particular bundle or package. SteamDB
History is context, not a forecast. SteamDB says publishers set discounts and it cannot know in advance which games or prices will appear in a future sale. A recurring historical pattern does not guarantee that the game will be discounted again, that a bundle will appear, or that its future price will be better.

Which option fits your situation?
- You want one game: Compare its sale price with its own price history. Do not pay extra for a bundle just because its displayed total suggests a large discount.
- You want several bundle items: Compare the adjusted bundle checkout cost with the sum of the individual prices for the same unowned items. A bundle is relevant only if its contents match what you would actually buy.
- You already own some of the contents: Confirm the bundle type. Complete The Set can price only the items missing from your library; Must Purchase Together cannot be bought if you already own any included product.
- You are willing to wait: Use past price changes to inform your expectation, but decide whether the possibility of a lower future price is worth delaying your purchase. Neither a sale nor a bundle is guaranteed to arrive on your preferred schedule.
Why there is no universal savings percentage
The better choice depends on the specific game, the current offers, the exact bundle contents, your existing library, your storefront and currency, and how long you are willing to wait. The available sources do not establish an average savings percentage for buying during a Steam sale versus waiting for a bundle, so a general figure would be misleading. The useful answer comes from comparing the exact items and checkout prices relevant to you.
