A covered supplier prepares its invoice and registers the required details with an Invoice Registration Portal (IRP), which generates an Invoice Reference Number (IRN). Since 1 April 2025, the IRP has also restricted late reporting for taxpayers with aggregate annual turnover (AATO) of ₹10 crore or more: invoices, credit notes and debit notes must be reported within 30 days of their document date.
That reporting window is not the same as the deadline to issue a tax invoice, and an IRN by itself does not establish a recipient’s right to input tax credit (ITC). The mandate, document timing and ITC rules need to be checked separately.
What is an IRN in GST e-invoicing?
An Invoice Reference Number is the unique identifier generated by an IRP when it registers the details of a covered GST document. The supplier creates the invoice in its billing, accounting or ERP system; the supplier then submits the required particulars to the IRP. The IRP validates and registers those details, returns the IRN and QR code information, and transmits relevant data to GST systems.
GSTN’s IRP guidance describes the IRN as a 64-character number derived from the supplier’s GSTIN, financial year, document type and document number. The document codes described for invoices, credit notes and debit notes are INV, CRN and DBN. The IRN is part of the registration process; it does not replace the supplier’s underlying invoice or the recipient’s separate ITC checks.

GSTN’s IRP guidance states: “An e-invoice is valid only when it is registered on the e-invoice portal.” A supplier covered by the mandate should therefore use the prescribed cancellation or amendment process if registered details need correcting, rather than silently changing the invoice after registration.
Who is required to generate e-invoices under GST?
The threshold test looks at AATO in any preceding financial year from FY 2017-18 onward, according to GSTN’s IRP applicability guidance. Crossing the threshold in a prior year can therefore matter even if turnover is lower in the current year. The guidance describes regular taxpayers and SEZ developers as eligible categories, and says the supplier—not the recipient or transporter—generates the e-invoice.

To assess a particular GSTIN, check its turnover history, registration category and any applicable exclusion against the currently operative notification. The portal’s summary is useful guidance, but it should not be treated as a complete list of exemptions or special cases.
What is the 30-day e-invoice rule?
From 1 April 2025, taxpayers with AATO of ₹10 crore or more must report invoices, credit notes and debit notes to an IRP within 30 days of the document date. GSTN’s portal guidance says it restricts IRN generation after that window for these taxpayers. Before this change, the portal restriction had applied to taxpayers with AATO of ₹100 crore or more.

This is a reporting limit for a specified turnover group, not a universal 30-day IRN deadline for every taxpayer. Businesses at or above the ₹10 crore AATO threshold should build an internal reporting deadline comfortably inside the portal window so that validation errors or processing delays do not push a document past it.
Is the IRP reporting deadline the same as the deadline to issue an invoice?
No. The IRP window concerns reporting a document for registration; the tax-invoice issuance clock is a separate requirement under GST law. CBIC rules generally provide 30 days to issue an invoice for taxable services. A 45-day period applies to specified suppliers, including insurers, banking companies, financial institutions and non-banking financial companies, subject to the precise rule and transaction. Other supplies have their own invoice-issuance timing under the CGST Act.

Do not use the 30-day IRP window as a substitute for checking when the invoice itself must be issued. The relevant date and rule depend on the type of supply and transaction.

An IRN is not the only condition for ITC, and the absence of one should not be reduced to a blanket answer that every recipient automatically loses credit. If a supplier is covered by the e-invoicing mandate, the supplier must meet the applicable registration requirement. Whether a recipient can claim ITC in a particular no-IRN case depends on the governing provisions, the facts and any current clarification or case law.

Separately, CBIC’s Section 16 provisions and related rules require a qualifying invoice or other permitted document and satisfaction of recipient-side conditions. These include receipt of the goods or services, tax being paid to the government, and furnishing the required return. Other restrictions, supplier reporting or compliance issues, blocked-credit rules and the recipient’s own circumstances may also affect eligibility.
The rules also provide for reversal where a recipient does not pay the supplier the value of the supply and tax within 180 days, with re-availment when payment is made, subject to the detailed rule and its exceptions. Check the applicable rule and transaction rather than treating an IRN as proof that every ITC condition has been met.
What is the last date to claim GST input tax credit?
CBIC Circular 237/31/2024-GST, dated 15 October 2024, reproduces the general Section 16(4) deadline: ITC is generally unavailable after 30 November following the end of the financial year to which the invoice or debit note pertains, or after furnishing the relevant annual return, whichever is earlier.
That general formulation is not an exception-free answer for every taxpayer or tax period. The circular discusses retrospective relief under Sections 16(5) and 16(6) for specified cases. Check the current statutory text and whether the taxpayer and period fall within that relief before deciding that credit is time-barred.
How should a business set up its e-invoicing process?
- Check applicability: Review AATO for each relevant preceding financial year beginning with FY 2017-18, then confirm the taxpayer category and exclusions against the operative notification.
- Map covered documents: Identify invoices, credit notes and debit notes in the billing workflow, and ensure the required fields are prepared in the applicable schema.
- Submit promptly: Configure the billing, accounting or ERP process to send covered documents to an IRP and handle validation responses. For taxpayers subject to the 30-day restriction, set an internal target earlier than the portal cutoff.
- Retain evidence: Keep the IRN, QR code or signed invoice information, IRP submission response and reconciliation records. These records help trace whether a document was submitted and registered.
- Reconcile ITC separately: Check the recipient’s supporting documents, receipt of supply, applicable supplier and tax reporting, payment status, returns, restrictions and claim deadline.
When evaluating billing or ERP systems for this workflow, compare IRP connectivity, schema validation, support for invoices and credit/debit notes, exception handling, IRN and QR-code retention, audit trails and GST-return reconciliation. These are operational criteria, not a certification of any particular vendor.
