The Tor Project and Tails merged their operations, not their software. Announced on September 26, 2024, the move brought Tails into The Tor Project’s organizational structure. Tor Browser and Tails remain distinct tools with complementary roles; the projects described collaboration and sustainability as goals, not a measured guarantee of improved security for every user.
What did the Tor and Tails merger change?
The September 26, 2024 announcement said Tails had joined The Tor Project’s organizational structure. The projects said the change was intended to make collaboration easier, improve sustainability, reduce overhead, and expand training and outreach. These are stated aims; the announcement did not report measured user outcomes or quantify a security improvement. The Tor Project and Tails’ announcement
The move joined the organizations’ operations. It did not combine Tor Browser and Tails into one application, nor did it mean that users must install or use both.
How are Tor Browser and Tails different?
The projects describe the tools as working at different layers: Tor Browser focuses on online browsing, while Tails is an operating system designed to secure the system environment, including files and browsing sessions. Using both may address concerns at both the browser/network and operating-system levels, but neither tool promises complete anonymity or protection from every threat. The merger announcement

- Tor Browser: The browser for people seeking privacy while browsing through Tor. The Tor Project cautions that using Tor through another browser may leave users without Tor Browser’s privacy protections. It says Tor Browser is carefully modified to reduce leaks and make users look alike. Tor Project guidance on using Tor Browser
- Tails: A separate operating system intended to protect the computer’s working environment, including files and browsing sessions. It is a distinct choice from installing or using Tor Browser by itself.
- Together: The tools are complementary, not interchangeable. Whether using both makes sense depends on the risks a person is trying to address; the announcement offers no comparative test results establishing that one approach is universally safer.
Why did the projects join forces?
The announcement said Tails had outgrown its existing structure and that joining The Tor Project could ease collaboration, improve sustainability, lower overhead, and broaden training and outreach. Those reasons address how the projects are organized and supported; they are not evidence that every user’s privacy or security automatically improved.
The organizations had worked together for years. The announcement says Tails’ first release was announced on a Tor mailing list 15 years earlier and that developers from Tor and Tails had collaborated closely since 2015. In a December 19, 2024 year-end post, The Tor Project also described joining forces with Tails as a major development of the year and referred to pooling resources around a shared mission. What integration work followed?
A Tails release notice published April 3, 2025 documented work on how Tor Browser is confined within Tails. It described expanded access to folders in the user’s Home folder or Persistent Storage, along with accessibility and window-control changes. That notice is evidence of ongoing integration work; it does not establish a particular security outcome or identify the current versions of either product. Tails release notice, April 3, 2025
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Does the merger mean users should switch to Tails?
Not necessarily. The organizational change does not require users to change their setup. Tor Browser may fit someone seeking privacy for browsing; Tails may fit someone whose needs also include an operating-system and session environment designed for privacy. People who need both layers can consider using both, while recognizing that the tools do not eliminate all tracking, surveillance, or compromise risks.
