Google says it disrupted a large volume of activity linked to DRAGONBRIDGE, an influence operation it associates with the People’s Republic of China. Its reports describe an important distinction: prolific posting and repeated platform enforcement did not translate into broad authentic engagement on YouTube, while a smaller political subset used timely narratives and more varied tactics.

What Google reported disrupting

In its June 26, 2024 update, Google Threat Analysis Group (TAG) said it had disrupted more than 10,000 DRAGONBRIDGE “instances” during the first quarter of 2024 and more than 175,000 instances cumulatively over the operation’s lifetime as of that date. Google also reported more than 65,000 instances disrupted across YouTube and Blogger during 2023.

“Instances” is Google’s enforcement unit, not a count of unique operators or people. It should not be read as the number of individual accounts, channels, videos, or posts: the reports use different measures for those categories, and the cumulative totals cover different reporting periods. The figures describe Google’s own enforcement and observations, not all DRAGONBRIDGE activity worldwide.

High posting volume did not mean high YouTube reach

Google’s 2023 YouTube data, published in the June 2024 update, points to limited visible engagement for much of the activity it removed. Of more than 57,000 disabled channels, 80% had no subscribers. Of more than 900,000 suspended videos, over 65% had fewer than 100 views and 30% had none.

These platform statistics are evidence about the removed material Google measured, not a complete census of the network’s reach. Google said that engagement which did occur was largely generated by other DRAGONBRIDGE accounts. A view or subscriber count alone does not establish whether a real person was persuaded, and the reports do not measure effects on public opinion or election outcomes.

Earlier Google measurements show a similar pattern, although their samples and periods should remain distinct from the 2023 figures. In its 2023 report on activity during 2022, Google said 58% of 53,177 disabled YouTube channels had no subscribers; 42% of the videos had no views, and 83% had fewer than 100 views. In a December 2022 Blogger sample, nearly 95% of terminated DRAGONBRIDGE blogs received 10 or fewer views, and over 96% had no comments.

What DRAGONBRIDGE posted—and what it did not represent

Google describes DRAGONBRIDGE, also known as Spamouflage Dragon, as a prolific influence network linked to the PRC. Google TAG says it began tracking the operation in 2019. According to Google’s reports, much of the identified output was low-quality, nonpolitical spam rather than overt political messaging. Examples included repurposed clips and awkwardly translated material.

A smaller subset promoted pro-PRC views or criticized the United States. Google cited narratives about Taiwan, US policy and social divisions, the Israel-Hamas war, and US campus protests. This distinction matters: describing every post as political propaganda would mischaracterize the larger body of content Google identified.

Google says the political activity could respond quickly to breaking news or be prepared in advance of expected events. Its reporting described both styles of response, rather than one uniform posting schedule.

What Google observed around Taiwan’s January 2024 election

Google reported a surge in DRAGONBRIDGE activity ahead of Taiwan’s January 13, 2024 general election. In the days before the vote, it said the network posted thousands of YouTube videos and comments promoting a false “secret history” document critical of outgoing president Tsai Ing-wen. Some clips used synthetic audio and avatars, including AI-generated news-style hosts, with varying styles and production quality.

Google said this material received practically no organic-user engagement on YouTube and that the platform terminated channels tied to the activity. It also reported seeing the narrative on X, Reddit, Instagram, Facebook, Medium and smaller forums. These are Google’s observations about content and platform activity; they do not establish that the campaign changed voters’ views or affected the election result.

The tactics varied across the network

Google’s account includes spammy channels and blogs, short news-style clips, repurposed footage, synthetic voices and avatars, and posts distributed across other social services. The range of formats does not mean every tactic was widespread or equally effective.

Google also summarized Mandiant’s observations of a limited subset operating on non-Google platforms. That subset used personas presented as US residents, “follow trains,” AI-generated images and posts copied from real social-media users. Mandiant reportedly saw higher engagement from seemingly authentic users for this subset, primarily on X. Google characterized it as limited in overall scope, so it is an exception to—not a replacement for—the broader low-authentic-engagement picture in Google’s platform data.

What the later Gemini finding adds

In a January 2025 report, Google Threat Intelligence Group said DRAGONBRIDGE accounted for approximately three quarters of the PRC-linked information-operation activity involving Gemini that the report examined. That share applies only to the activity covered in that report; it is not a measure of all PRC-linked operations.

The same report said Google had not observed a significant increase in real-viewer engagement from DRAGONBRIDGE’s use of AI-generated video through 2024. This is a bounded finding about the activity Google examined, not proof that AI-generated content cannot influence audiences or a forecast of how future campaigns will perform.

How to interpret the enforcement figures

  • Enforcement is not a headcount. Disrupted instances, terminated accounts, disabled channels and suspended videos are different measures and should not be added together as if they counted unique actors.
  • Google’s data covers its own services. YouTube and Blogger enforcement figures do not provide a common denominator for activity across other platforms. The cross-platform observations in Google’s reports are not a comprehensive count of posts or audiences elsewhere.
  • Reach is not persuasion. Low views and limited authentic engagement constrain what can be claimed about the removed material’s observed audience. They neither prove zero exposure elsewhere nor show that the operation had electoral impact.
  • Attribution is Google’s assessment. Google links DRAGONBRIDGE to the PRC; the reports cited here do not independently establish command-and-control by a government body.

Google TAG report author Zak Butler summarized the platform’s assessment in the June 2024 report: “Despite producing a high amount of content, DRAGONBRIDGE still does not get high engagement from users on YouTube or Blogger.”
