The Stargate Project is a new company announced by OpenAI on January 21, 2025, to build AI infrastructure in the United States. OpenAI said it intended to invest $500 billion over four years, with an initial $100 billion deployment. Those are announced targets—not evidence that the full amount has been funded or spent, or that the planned capacity is already operating.

What the Stargate Project is

OpenAI described Stargate as a new company intended to build U.S. AI infrastructure for OpenAI. The plan centers on data centers and the supporting work needed to make them viable: suitable land, power supply, site design, and construction. In its January 21, 2025 announcement, OpenAI invited proposals related to land and power and qualifications from architecture and engineering firms for site design. OpenAI’s launch announcement therefore describes a physical infrastructure program, not a consumer product or a single facility.

What the $500 billion announcement means

OpenAI’s stated intention was to invest $500 billion over four years in U.S. AI infrastructure. The same launch announcement described an initial deployment of $100 billion. Both figures are part of the announcement; neither establishes an audited amount already spent. OpenAI’s cited updates do not provide a complete, independently verified account of spending or a site-by-site construction schedule.

Who is behind Stargate

OpenAI and SoftBank were identified as Stargate’s lead partners at launch. The launch materials assigned financial responsibility to SoftBank and operational responsibility to OpenAI. Those are the roles stated for the partnership; they should not be confused with the separate roles of funders, technology partners, or firms involved in developing sites.

OpenAI also named Oracle and MGX as initial equity funders. Its initial technology partners were Arm, Microsoft, NVIDIA, Oracle, and OpenAI. The announcement lists these categories separately, rather than presenting every named organization as having the same ownership, financing, or construction role. SoftBank’s January 22, 2025 announcement also identifies SoftBank and OpenAI as lead partners.

How the capacity announcements fit together

Oracle agreement: July 22, 2025

OpenAI said it and Oracle had agreed to develop an additional 4.5 gigawatts of U.S. Stargate capacity. “Additional” describes capacity under the agreement; the announcement does not say that all of it had been built or was operating. OpenAI’s update on the Oracle partnership dates this agreement to July 22, 2025.

10 GW goal: April 29, 2026

OpenAI later described 10 gigawatts of U.S. infrastructure by 2029 as the initial goal, and said partners were evaluating possible locations beyond it. That is a dated target, not a report that 10 GW was already in service. The statement also distinguishes the initial goal from potential expansion beyond it. What is—and is not—established

  • Announced investment: OpenAI stated a four-year, $500 billion investment intention and an initial $100 billion deployment. The cited announcements do not establish that the full amount was funded or spent.
  • Capacity: The 4.5 GW agreement and 10 GW-by-2029 goal are development plans or targets, not proof of operating capacity.
  • Buildout status: The announcements explain infrastructure needs and partner roles, but do not provide a comprehensive construction schedule or a verified total for capacity already operating.
