Neither Okta nor Microsoft Entra ID is the right choice for every organization. Entra ID may be the better fit when Microsoft 365 subscriptions you already own include the identity features you need. Okta may fit when its workforce suites match your application, authentication, and lifecycle requirements. Compare both against the same users and requirements—and verify the exact licenses and quote—before deciding.

Start with the decision your organization needs to make

This is a procurement comparison, not a universal product ranking. The useful question is not which platform has the longer feature list; it is which one meets your access and identity requirements for the applications you use, at a cost that makes sense for your organization.

Build one shared requirements list, then evaluate each vendor against it. Include the same user population, applications, authentication policies, provisioning workflows, and governance needs in both estimates. An entry-level plan from one vendor is not comparable to a higher-tier plan from the other.

Check your Microsoft licensing before pricing Entra ID

Entra ID features depend on the license. Microsoft lists Free, P1, P2, ID Governance, and Entra Suite options, and says that P1 is included in subscriptions such as Microsoft 365 E3 and Business Premium, while P2 is included in plans such as Microsoft 365 E5. The exact entitlement depends on the subscription and feature; confirm it for your tenant in Microsoft’s Entra licensing documentation, last updated June 18, 2026.

For example, Conditional Access requires P1. Risk-based Conditional Access requires P2 and Identity Protection. Governance capabilities, including access reviews, entitlement management, and provisioning features, also have tier-specific licensing. Do not count a feature as included just because your organization uses Microsoft 365: verify the precise subscription, tenant, cloud environment, and entitlement.

Microsoft says basic single sign-on (SSO) for pre-integrated enterprise applications is free. Other desired features or directory objects may require paid licensing. Its enterprise application deployment guidance describes this distinction; free basic SSO does not mean every identity feature or deployment need is free.

Compare application and protocol fit

List the business-critical SaaS, on-premises, and custom applications users must access. For each, check whether the platform supports the required sign-in method and whether provisioning and account changes work as your teams expect. A broad claim of “SSO integrations” does not establish that a particular application supports your required setup.

Microsoft documents OpenID Connect, OAuth, SAML, password-based, and linked SSO options for cloud applications in its SSO planning guidance. Okta describes SSO integrations among its workforce identity capabilities. Validate the specific applications and configurations with both vendors, including any custom or legacy integrations.

Match authentication and access policies to licensed features

Write down the authentication methods, MFA requirements, access policies, and risk controls you need. Then map each requirement to the relevant product plan and license. In Entra, Conditional Access requires P1, and risk-based Conditional Access requires P2/Identity Protection. If those controls are essential, include their licensing in the comparison rather than assuming they are part of a basic identity subscription.

Okta describes Adaptive MFA in its workforce offering. Confirm which methods, policies, and capabilities are included in the Okta suite you are considering, and compare them with the Microsoft features your organization is entitled to use. Feature labels alone do not establish equivalent behavior.

Test provisioning, lifecycle, and governance workflows

Identity platforms need to handle more than sign-in. Test how each option supports joiner, mover, and leaver processes: creating accounts, changing access when a person changes roles, and removing or suspending access when they leave.

Okta identifies Lifecycle Management among its workforce capabilities. Microsoft’s licensing documentation assigns provisioning and governance features to specific tiers. For either platform, test the downstream applications and workflows that matter to your organization rather than inferring coverage from a suite name.

If compliance or internal controls require access reviews, entitlement management, or other governance workflows, list those explicitly and price the licenses needed to deliver them. A platform may technically offer a capability without your current plan including it.

Compare costs on the same basis

Microsoft’s cost depends on the subscriptions your organization already owns and any additional licenses needed for the required features. Okta publishes starting prices for some workforce suites, but those figures do not establish the cost of an enterprise configuration or a like-for-like comparison.

Okta’s Workforce Identity pricing page lists the starting prices and says Professional and Enterprise require contacting sales for custom pricing. The listed amounts are vendor-published starting prices, not a complete enterprise quote. Confirm live pricing and terms with Okta before purchase.

You cannot determine a cost winner without your geography, user count, current Microsoft subscriptions, required feature list, and an Okta quote. Compare recurring licensing and any required add-ons using the same scope; do not treat Microsoft features as free unless your exact plan includes them.

Account for deployment and ongoing operations

Include the effort of configuration, application testing, user communications, and support in your decision. Microsoft’s deployment guidance recommends planning communications around the change and telling users where to get help if they encounter issues. Migration and support work are part of the operational comparison, even when they do not appear as a per-user license price.

A practical selection checklist

  1. Define scope: Record the user population and the SaaS, on-premises, and custom applications in scope.
  2. List required controls: Specify SSO protocols, MFA methods, Conditional Access or risk-based controls, provisioning workflows, and governance requirements.
  3. Audit Microsoft entitlements: Check the organization’s actual subscriptions and confirm each required Entra feature against Microsoft’s licensing documentation.
  4. Validate application behavior: Test SSO and provisioning for critical applications in each platform; confirm protocols and lifecycle outcomes.
  5. Get comparable costs: Model Entra licenses and add-ons, then obtain an Okta quote for the same users and requirements.
  6. Plan rollout: Include migration tasks, user instructions, support coverage, and the operational effort needed after launch.

Choose Entra ID when its entitled features and integrations meet the requirements and fit the organization’s Microsoft licensing economics. Choose Okta when its workforce suites better match the application, authentication, and lifecycle needs at an acceptable quoted cost. If neither estimate covers the same requirements, the comparison is not ready for a decision.
