Yes—but for a custom WhatsApp Cloud API chatbot, handoff is usually a routing workflow your application or support platform implements, not a universal Meta endpoint that automatically transfers a chat to an agent. Your system receives WhatsApp messages through webhooks, tracks whether the bot or a person owns each conversation, and routes an escalation to an agent while pausing the bot.

Choose how you want to handle handoff

The right setup depends on whether you need a simple AI feature in the WhatsApp Business app, custom control over routing, or a support workspace for agents.

Option How handoff works Best fit
Meta Business Agent in the WhatsApp Business app For eligible accounts, configure the AI agent in the app and control whether it replies in individual chats. Businesses that want the app-based feature and have access to it.
Custom Cloud API integration Your backend receives webhook events, manages conversation ownership and assignment, and sends messages through the API. Teams that need custom escalation rules or integration with their own systems.
Integrated support workspace A customer-service platform provides WhatsApp as a channel for representatives; confirm how its queueing and bot handoff work. Teams already using or evaluating a supported service workspace.

WhatsApp Business app AI agent

For accounts where it is available, Meta’s WhatsApp Help Center instructions describe setup from Tools > AI agent, followed by scanning a QR code and accepting the connection on the device. The feature allows businesses to choose the scope of AI replies and turn them on or off for an individual chat. Availability is limited to select businesses and countries, language support is not universal, and rollout is gradual; check the actual account before relying on these controls.

Custom Cloud API integration

Meta’s Cloud API overview describes using the platform to connect customers with agents or bots and integrate with backend systems. Its webhook documentation covers receiving events. The reviewed material does not establish a universal endpoint or standard assignment model for transferring bot conversations to agents, so the business application or connected service system must manage that workflow.

Integrated support workspace

Microsoft’s Dynamics 365 Customer Service documentation describes WhatsApp as a channel for customer-service representatives. This is one possible route for teams considering that platform; verify current licensing, regional availability, setup requirements, and whether its routing and handoff behavior meet your needs.

Set up a custom handoff workflow

In a Cloud API integration, treat handoff as a change in conversation ownership. A practical flow is:

  1. Receive and record the incoming message. Configure your application to receive WhatsApp events through a subscribed webhook. Associate each event with the correct conversation and store enough state to determine who currently owns it.
  2. Evaluate escalation triggers. Offer a visible “talk to a person” option. You can also route a chat to a human when the bot cannot answer from approved business information, repeated clarification attempts fail, the customer expresses distress or dissatisfaction, or the issue calls for human judgment. These are business rules to configure, not triggers mandated by Meta. Industry guidance also identifies failed automation and high-priority queries as reasons to hand over (Webex’s WhatsApp Business API guide).
  3. Change ownership before notifying the customer. Set the conversation to a human-owned or queued state, then send the handoff message and alert or assign an agent. Suppress bot replies while a person or queue owns the conversation. Resume automation only when an agent closes the conversation or explicitly returns it to the bot.
  4. Give the agent useful context. Provide the recent chat, the escalation reason, what the bot already tried, and only the verified customer or order details needed to handle the request. Follow your privacy and retention rules; avoid exposing irrelevant sensitive information.
  5. Set an expectation for the customer. Say that a person has been requested and, if known, when or how the team will respond. If no agent is available, acknowledge the request and explain the next step rather than leaving the customer without a response.
  6. Test the workflow, including failure paths. Check explicit requests for a person, low-confidence responses, agent unavailability, reassignment, duplicate webhook delivery, bot pause and resume, and an agent reply after WhatsApp’s service window. These are recommended acceptance cases for the routing design.

Prepare the Cloud API connection

Meta’s Cloud API getting-started documentation lists a Meta business portfolio, WhatsApp Business Account (WABA), and business phone number as required assets. The API collection also describes subscribing your application to the WABA so webhook events reach its configured endpoint.

Before using a number, follow Meta’s phone-number registration guidance: verify ownership of the number and set up two-step verification during registration. Choose and secure API credentials according to Meta’s current guidance. The collection says user access tokens expire after 24 hours; system-user tokens may last up to 60 days or permanently, depending on setup.

Account for WhatsApp’s service window

Microsoft’s WhatsApp channel documentation describes a 24-hour customer-service session window and says an error appears when trying to send a message after that period expires. This is the limit described on Microsoft’s documentation page, accessed in 2026; verify the current underlying WhatsApp policy before launch. Check Meta’s current rules and approved template requirements for any follow-up after the service window.

Choose between custom routing and a support workspace

Compare the options against your operational requirements rather than assuming that one handoff method fits every business.

  • Control: A custom integration lets your application define escalation triggers and routing behavior. A workspace may provide established agent workflows, but confirm its available controls.
  • Implementation and maintenance: Custom routing requires your team or provider to build and maintain webhook handling, conversation state, assignment, and bot suppression. A workspace may supply some of that infrastructure; confirm the specific product’s behavior.
  • Agent context: Check whether agents can see recent messages and relevant details when they take over, and whether the system prevents simultaneous bot and agent replies.
  • Eligibility and terms: Confirm account requirements, licensing, regional availability, and current product terms with the vendor. These can change.
