What Russia was reported to be developing
The late-2024 reporting described a broader initiative than one console: stationary and portable devices, operating systems, and cloud game delivery. The coverage outlined two distinct approaches, not a single confirmed product family.
An Elbrus-based console
Tom’s Hardware reported on 28 December 2024 that a console associated with the Skolkovo Foundation was planned around a dual-core Elbrus processor. It said the operating system had not been chosen: Aurora OS and ALT Linux were both being considered. The exact Elbrus chip was not identified, so this was a preliminary concept rather than a complete specification. Tom’s Hardware’s report and its coverage of the official’s comments describe the plan.
An MTS streaming device
Separately, reports described an MTS device intended to access games through MTS Fog Play. Unlike the Elbrus concept, this approach was described as a streaming terminal: game processing would take place remotely, with the device receiving the stream. The reporting did not confirm the terminal’s hardware or provide a final product specification. Notebookcheck’s account describes the proposed connection to Fog Play.

Could either project rival Xbox and PlayStation?
“Rival” can mean more than one thing. It might mean comparable local gaming performance, a domestic platform with its own software ecosystem, or a more affordable way to play through cloud streaming. The available reports describe ambitions that touch those different goals, but they do not establish that either project achieved them.
Tom’s Hardware quoted Anton Gorelkin, Deputy Chairman of the State Duma Committee on Information Policy, saying: “It is obvious to everyone: Elbrus processors are not yet at the level required to compete equally with the PS5 and Xbox, which means the solution must be unconventional.” This is Gorelkin’s assessment as reported in the coverage, not the result of a published benchmark. He also expressed hope that colleagues would develop something “truly groundbreaking”—an aspiration, not a demonstrated product feature. The report carrying the comparison attributes the remarks to him.

The Elbrus proposal therefore faced a stated performance challenge, while MTS’s streaming route would depend less on the terminal doing the heavy processing and more on the cloud service and the user’s internet connection. Neither report supplies verified specifications or test results for a numerical comparison with current Xbox or PlayStation hardware.
What games were the devices meant to play?
The reporting described promotion of domestic games as an intended purpose. That is broader than simply running older or less demanding titles, but it does not identify a confirmed launch library, exclusive games, compatibility list, or developer commitments. The reports do not establish what games either device would actually support. Coverage of the stated domestic-game objective presents it as a goal, not a completed content ecosystem.

What is known about price and release?
TechSpot reported a projected price of about $45 for the planned MTS device and said a controller would be included; Notebookcheck described the expected price as under $50. These were secondary reports of a planned price, not verified retail listings or a confirmed sale price. TechSpot’s report and Notebookcheck’s account provide those estimates.
