Prepare for heavy rain and strong winds by protecting people first: learn your local flood and evacuation risks, sign up for emergency alerts, make a household communication plan, and gather several days of supplies. Before the weather turns dangerous, secure loose outdoor items and address practical drainage or home-maintenance needs. During the storm, follow local instructions, shelter away from windows in a place that is not at risk of flooding, and stay out of floodwater.
This guidance draws on U.S. FEMA and Ready.gov materials. Flood exposure, evacuation routes, building codes, and suitable property improvements vary by location, so follow local officials and get qualified advice for work on your home.
Make a household plan before the forecast becomes urgent
Start with the decisions that are hardest to make in bad weather: whether you may need to evacuate, where you would go, and how household members will reconnect. Check local flood exposure and identify an evacuation route. Sign up for alerts from local emergency management, and know how to receive emergency information through the Emergency Alert System (EAS), NOAA Weather Radio, or local alert systems. Follow evacuation instructions from local officials.
- Choose a meeting place and a way to contact or reconnect with household members if you are separated.
- Include children, people who need assistance, and pets in the plan.
- Keep several days of essentials available, including water, food, medicines, pet supplies, batteries, and charging options.
- Put important documents in a dry, safe container and keep password-protected digital copies.
FEMA’s 2025 Be Prepared for Any Disaster materials and its 2024 hurricane hazard sheet recommend planning, alerts, and supplies; the exact evacuation route and instructions depend on your locality.

Reduce outdoor and building hazards
Secure items that wind can carry
While conditions are safe, bring loose, lightweight outdoor objects inside. Anchor larger items that cannot be moved. Address damaged branches that could fall onto the home; use qualified tree-care help when the work is unsafe to do yourself.
Check the home and drainage
Look for obvious defects in the roof, windows, and doors. Clear debris from gutters and drains before the storm, but do not take unnecessary ladder or roof risks. Hire qualified help if access or the work is unsafe.

If flooding is a credible risk, ask a qualified professional whether measures such as check valves, a sump pump with battery backup, or elevating vulnerable utilities are suitable for your home. FEMA lists sandbags as one possible flood barrier, but their suitability depends on the site and water conditions. They are not a substitute for evacuation when officials tell you to leave.

Choose supplies and shelter with both hazards in mind
Keep your supplies where you can reach them without going outside in dangerous weather. Include medicines, pet needs, batteries, and charging options along with food and water. Keep documents protected from water.
For high winds, use a designated safe room or storm shelter if available. Otherwise, go to a small, interior, windowless room in a sturdy building and stay away from windows and doors. Choose the lowest level that will not be exposed to flooding: a low room is not a safe choice if water could reach it.

During the storm, follow instructions and stay out of floodwater
- Monitor local emergency information and follow current instructions. Evacuate when ordered; never drive around barricades.
- Stay inside and away from windows and doors when sheltering from wind, in a location that is not at risk of flooding.
- Do not walk, swim, or drive through floodwater. FEMA’s 2024 hurricane hazard sheet warns that six inches of fast-moving water can knock a person down and one foot of moving water can sweep a vehicle away. FEMA’s safety wording is: “Turn around, don’t drown!”
- If rising water traps you inside a building, go to the highest level. Do not enter a closed attic, where rising water could trap you.
- Use a generator, grill, or camp stove only outdoors and at least 20 feet from building openings, including windows, doors, and garages, following FEMA’s 2024 hurricane hazard sheet.
Return and clean up cautiously
If you evacuated, wait until authorities say it is safe to return. Watch for floodwater, damaged buildings, and downed electrical hazards. Photograph property damage and contact the relevant insurer. Wear protective clothing and follow official cleanup advice.
