India’s voter rolls are maintained by the Election Commission of India (ECI) under the Representation of the People Act, 1950, and the Registration of Electors Rules, 1960. The Electoral Registration Officer (ERO) for each constituency is responsible for the roll, with support from Assistant Electoral Registration Officers (AEROs), Booth Level Officers (BLOs), and election officials at district and state level. Names are added, corrected, shifted, or deleted through a scheduled revision and through individual applications, subject to eligibility rules and election-period limits.

How the voter-roll process works

Roll preparation follows an ECI schedule. The ECI’s Checklist for Returning Officer describes pre-revision planning, consultation with political parties, public notice of the schedule and enrolment process, draft publication, consideration of claims and objections, and final publication. The state Chief Electoral Officer (CEO) website and local election offices are key places to check the applicable schedule and notices.

  1. Schedule and preparation: The ECI announces a summary or special summary revision and directs pre-revision activities. Publicity is given to the timeline and how electors can apply.
  2. Draft roll: The draft is published in Form 5 and uploaded to the state CEO website, according to the ECI checklist. Claims and objections are then invited; the checklist says lists of claims and objections are made available to political parties weekly.
  3. Verification and decision: The ERO processes each application or objection and may assign a BLO to verify details in the field. Supervisors and election officers at several levels review the work. The checklist describes a prescribed disposal process that includes at least seven days’ notice and a personal hearing.
  4. Final roll: After claims and objections have been decided, the integrated roll is published under the approved schedule. The checklist identifies Form 16 for final publication and says ECI approval is required before publication.

The ERO is the decision-making officer for the constituency roll; the BLO’s field verification supports that decision rather than replacing it. The ECI’s 2024 guidance describes digital tracking of BLO assignments, field reports, officer remarks, decisions, and EPIC generation, including timestamps and officer details.

Annual revision and updates between revisions

A scheduled summary revision and an individual application after final publication serve different purposes. The roll can generally be updated after final publication; it is not frozen for the entire year. The ECI describes four qualifying dates—1 January, 1 April, 1 July, and 1 October—for determining when a person meets the age condition.

Process When it operates What it does Qualifying date and claims
Annual summary revision On the ECI’s announced revision schedule, generally once each year; a second summary revision may be held near an election. A scheduled review with draft publication and a period for claims and objections. The annual revision refers to 1 January in the year of final publication. Draft-roll claims and objections are invited on the notified schedule.
Continuous updating After final publication, outside the applicable election-period pause. Processes individual requests to register, correct, shift, or object to/delete an entry. Applications can be made against the relevant qualifying date. There is no general draft-roll claims window attached to each individual request.

Someone who will turn 18 on a later qualifying date may submit an advance Form 6 application; the ECI says it is processed in the relevant quarter. Check the current ECI or state CEO notice for the constituency’s actual calendar: dates and election instructions can differ, and the national guidance does not establish one October 2026 schedule for every constituency.

Who can be registered

For registration as a general elector, ECI guidance lists four requirements:

  • You are an Indian citizen.
  • You are at least 18 on a qualifying date.
  • You ordinarily reside in the polling area for which you seek registration.
  • You are not legally disqualified from registration.

A person may not be registered at more than one place. If you move, request a shift or correction through the applicable process rather than seeking a second active entry.

Which form to use

Form Purpose Typical request
Form 6 New registration as a general elector. Add an eligible citizen’s name to the roll.
Form 6A Registration as an overseas elector, subject to the rules for that category. Apply as an eligible overseas elector; special-category rules apply.
Form 7 Deletion or objection. Request deletion of an entry or object to an entry considered ineligible.
Form 8 Shifting, correction, replacement or correction of EPIC, or disability marking in the roll. Update an existing entry or request one of the listed changes.

These forms are not interchangeable. Use the current form guidance on ECI’s official services, through the Voter Helpline service, or by contacting the ERO/AERO. Service electors and overseas electors have specific procedures; the ordinary-elector process above should not be assumed to cover every special category.

How to add a name or change an entry

  1. Identify the change: Decide whether you need new general-elector registration (Form 6), an overseas-elector application (Form 6A), an objection or deletion request (Form 7), or a shift, correction, EPIC-related request, or disability marking (Form 8).
  2. Use an official channel: Apply through the ECI’s official voter-services portal or Voter Helpline service, or submit the prescribed form to the ERO/AERO. Avoid relying on third-party services to alter an entry.
  3. Follow the applicable schedule: During a revision, check the draft-roll and claims timetable. For an application made after final publication, check that continuous updating is open for your constituency and that an election-period restriction is not in effect.
  4. Track the application and decision: ECI guidance describes processing information such as field reports and officer remarks. The applicant is to be informed of the decision; check the official service or contact the relevant election office if you need the status.
  5. Check the roll: Rolls can be inspected online, and claims and objections lists are available on the state CEO website and at the ERO office. Confirm the final entry rather than treating submission of an application as proof that a change has been accepted.

How verification and appeals work

Verification includes checks at multiple levels, but that should not be mistaken for a fresh independent investigation of every entry. In its 2024 guidance, the ECI specifies supervisory sampling: supervisors check 5% of each BLO’s verification work; AEROs check 1% of BLO verification work; and EROs check 10% of forms disposed of by AEROs. These are described oversight checks, not an asserted national error or accuracy rate.

If an application or objection is rejected, the ECI’s guidance describes an appeal to the District Election Officer during revision. For continuous updating, the first appeal is to designated district-magistracy-level authorities, with a further appeal to the CEO. Check the decision notice and current local instructions for the appropriate authority and filing procedure.

What changes during an election

Continuous updating is subject to a constituency-level pause. The ECI’s 2024 guide says updating is paused from the last date for filing nominations through completion of the election process. The checklist also gives additional instructions for applications after an election is announced. Since election schedules and instructions are constituency-specific, consult the current ECI or state CEO notice before relying on a deadline or assuming an application can be decided immediately.

What the published process does—and does not—tell you

The official guidance describes the responsible officers, application routes, checks, and publication stages. It does not establish a single current national total of additions or deletions, nor a national voter-roll accuracy or error rate. Such figures need a dated source specifying the geography and period; they cannot be inferred from the verification percentages or from the existence of multiple review stages.
