Short answer: Google, SkyWater and Efabless did offer selected open-source chip designs fabrication at no cost through Google-sponsored SkyWater SKY130 shuttle runs. That was a limited, historical program—not a promise of free production runs for every project. And despite the original headline’s wording, the public SKY130 process design kit (PDK) was labeled experimental, not production-ready.

What did Google, SkyWater and Efabless announce?

On November 12, 2020, SkyWater and Efabless announced a series of Google-sponsored Open MPW (multi-project wafer) shuttles using SkyWater’s 130 nm mixed-signal CMOS process, known as SKY130. The program invited open-source designs for possible fabrication at no cost to their designers. SkyWater and Efabless’s announcement describes the offer as applying to designs selected for fabrication, rather than to every submission.

The roles were distinct: Efabless supplied the design platform and managed the first shuttle, SkyWater manufactured it, and Google sponsored the shuttle program. The public PDK provided resources for designing for SKY130. This was access to a fabrication shuttle, not an unconditional offer to manufacture unlimited quantities of finished chips.

How did the first free fabrication round work?

SkyWater and Efabless announced the first tapeout on April 6, 2021. The submission process had lasted 30 days, and all 40 available design slots were filled. The announcement also reported 1,700 downloads during the first two weeks of that submission process. It said additional designs would be accommodated in a later shuttle anticipated in mid-2021; that statement was a plan at the time, not confirmation of present availability. SkyWater’s retrospective later reported 162 submissions in 2021 and 418 in 2022. Those are year-specific submission counts, not current capacity or evidence that any particular project would be accepted. The same retrospective says more than 50 universities use the SKY130/Efabless platform, but does not date that university count, so it should not be read as a measured 2026 total. Was the SKY130 PDK a production-ready developer kit?

No. The underlying SKY130 process is a production 130 nm CMOS technology, but the publicly released PDK had a separate and important caveat: Google’s maintained repository called it an “experimental preview / alpha release” and said it “is not intended to be used for production settings at this current time.” Those labels describe the public PDK’s status, not a claim that SkyWater’s manufacturing process itself was experimental. For a project aiming to tape out through a shuttle, an experimental public PDK may be useful for learning and open design work, but the repository’s warning means developers should not treat it as a production-qualified kit for a commercial product without confirming the relevant release, support, and foundry requirements.

Can projects apply for free SKY130 manufacturing now?

The official announcements establish that the subsidized offer existed historically. They do not establish that Google-sponsored SKY130 shuttle applications are open now, nor do they establish current eligibility, deadlines, selection rules, included fabrication deliverables, or possible fees. Google’s later accounts of open-silicon work provide context, not confirmation of an active SKY130 offer. In 2022, Google discussed work with SkyWater toward an open PDK for a commercial 90 nm fully depleted silicon-on-insulator process; in 2023, it described the Open MPW initiative launched in November 2020 and broader PDK collaboration. Before planning around a free run, check current official SkyWater or Efabless program terms directly. In particular, confirm whether submissions are being accepted, who can apply, what open-source publication or licensing is required, what fabrication and packaging are included, and which costs remain the designer’s responsibility. The historical announcements do not answer those present-day questions.
