During a hurricane, follow local orders, stay out of floodwater, and choose a shelter that is safe from both wind and flooding. Return only when authorities say it is safe.
How should I prepare for a hurricane?
Start with local information: hurricane and flood risk, evacuation zones, designated routes, shelter options, and emergency alerts. Local instructions take priority because risks and available services differ by place and storm. FEMA’s 2025 hurricane safety guidance recommends planning ahead rather than waiting until a storm is near.
- Decide where household members will go and how you will contact one another if separated. Account for medication, mobility or other individual needs, and pets.
- Keep several days of essential supplies available. Protect important documents and keep digital copies somewhere accessible if you must leave.
- Secure loose outdoor objects and clear drains and gutters. Consider window protection appropriate to your home and local guidance.
- Depending on the property and its flood risk, consider measures such as plumbing check valves or a sump pump with battery backup; these do not replace evacuation when ordered.
- Review insurance before hurricane season. FEMA says standard homeowners insurance does not cover flooding; ask your insurer or the National Flood Insurance Program about coverage, exclusions, eligibility, cost, and timing.
A NOAA Weather Radio or a waterproof document container may be useful additions to a household plan, but neither substitutes for official alerts or evacuation instructions.
What is storm surge, and why is it dangerous?
Storm surge is a rise of coastal water associated with a storm that can push water onto normally dry land and cause severe coastal flooding. FEMA lists coastal storms and storm surge among causes of flooding. Flooding is not confined to places shown inside a mapped boundary: FEMA’s Ready.gov Floods guidance warns, “Where it can rain it can flood.” A map alone cannot establish that a particular home is safe, and this general guidance is not a forecast for any location.

Should I evacuate?
Follow local evacuation orders and use the routes officials designate. FEMA says to evacuate immediately when ordered, take critical supplies and documents, and follow officials’ directions. Do not drive around barricades or improvise shortcuts. If you are not under an order, keep monitoring local alerts and respond to flooding or other immediate danger as officials direct.
Check current local notices for evacuation zones, routes, and shelter availability; those details can change during an event. FEMA’s 2024 hurricane guidance also emphasizes following local instructions and waiting for authorities to permit reentry.

Where should I shelter during a hurricane?
For high winds, get inside a sturdy building and stay away from windows and doors. A FEMA safe room or ICC 500 storm shelter is an option where available. Otherwise, FEMA recommends a small, interior, windowless room. Choose the lowest level only if it will not be affected by floodwater: a room that is wind-safe may still be unsafe in a flood-prone home.
If rising water traps you in a building, move to the highest level. Do not enter a closed attic, where floodwater could leave you trapped. If officials order evacuation, sheltering in place is not a substitute for leaving.

What should I do if flooding starts?
- Follow flood warnings and evacuation instructions immediately. If told to leave, use designated routes.
- Do not walk, swim, or drive through floodwater, and stay off bridges over fast-moving water. FEMA’s 2025 hurricane hazard information sheet warns: “Just six inches of fast-moving water can knock you down and one foot of moving water can sweep your vehicle away.” Its slogan is “Turn Around. Don’t Drown!”
- If trapped inside, go to the highest level, but do not climb into a closed attic.
- Keep clear of floodwater after the storm as well: it may contain debris, sewage, bacteria, chemicals, animals, or electrical hazards.
Never operate a generator or other gasoline-powered equipment indoors or in a partly enclosed area. FEMA advises keeping generators outdoors at least 20 feet from building openings such as doors, windows, and vents to reduce carbon monoxide danger.

FEMA says standard homeowners policies do not cover flooding and identifies National Flood Insurance Program coverage as an option. FEMA’s flood guidance says a flood policy typically takes up to 30 days to take effect; this is general guidance, not a guarantee about an individual policy. Investigate well before a storm and confirm actual coverage, exclusions, eligibility, cost, and effective date with the insurer or program.

When is it safe to return, and how should I begin recovery?
Do not return until authorities say it is safe. Once reentry is permitted, photograph property damage and contact your insurer to report it and ask about next steps. Use caution around damaged buildings and avoid floodwater and wet electrical equipment. Wear protective clothing during cleanup, and do not assume a home is safe because the water has receded.
FEMA’s hurricane guidance and flood guidance cover reentry and recovery precautions. For current evacuation orders, routes, shelter notices, and reentry status, rely on local emergency officials. FEMA’s FEMA App page, last updated October 29, 2024, describes National Weather Service alerts for up to five locations, shelter-finding, and recovery tools; app features may change.
