For alerts that do not depend on cell service or internet, keep a battery-powered NOAA Weather Radio All Hazards receiver tuned to a usable local signal. Add local broadcast radio as a second channel, and leave Wireless Emergency Alerts (WEA) enabled on your phone as a useful extra when a nearby cell tower is still operating. No single channel is guaranteed to work through every outage, so check reception and prepare more than one way to receive instructions.
Which alert channels work without internet?
In the U.S., NOAA Weather Radio All Hazards (NWR) is the most direct fit for receiving official weather information without relying on household internet or cellular service. It broadcasts continuously from National Weather Service offices, but you need a receiver that can tune its dedicated weather frequencies. Ordinary AM/FM-only radios generally cannot.
Local broadcast radio is another useful option, provided the station is operating and your receiver has power. Keep WEA enabled as an additional channel: compatible phones can receive geographically targeted alerts from cell towers, but WEA is not an offline service. The FEMA app can provide National Weather Service alerts for selected locations, but live updates require internet access.

NWS describes NWR as a nationwide network of radio stations that broadcast continuous weather information from the nearest NWS office. The network has more than 1,000 transmitters and is estimated to cover approximately 97% of the U.S. population, according to the NWS Lincoln, Illinois office; that network-level estimate does not guarantee reception at a particular address.

Set up a NOAA Weather Radio before a storm
- Find your local transmitter and frequency. Use the NWS information for your county or area to identify a station you can receive. NWR uses dedicated VHF weather frequencies, so confirm the receiver supports them.
- Choose a receiver with battery power or battery backup. SAME support lets a compatible receiver respond to alerts for programmed areas. Confirm the exact model’s features, then program it using the manufacturer’s instructions and local NWS county-code information.
- Test it where you will use it. Turn the radio on in the intended room, position or extend the antenna as directed, and confirm the signal is clear and alert functions operate. Reception varies with distance, terrain, receiver quality, and placement—even within a stated coverage area.
- Plan for power. Keep spare batteries or a suitable charging method for radios and phones. A device that cannot stay powered cannot deliver its alerts during an outage.
- Add local channels. Check whether your emergency-management office offers local alerts, learn your evacuation zone, and identify official broadcast channels. Local enrollment and delivery methods differ, so do not assume a text or app notice will arrive when networks are down.
FEMA’s hurricane preparedness guidance recommends monitoring NWR and local radio. To check the local signal, use the NWS NOAA Weather Radio information and NWS coverage information; then verify reception with your own receiver at home.
Know the limits of phone alerts
WEA can still help if a tower is broadcasting
WEA is sent to compatible phones within range of broadcasting cell towers. FEMA says these alerts are not affected by network congestion, but congestion resilience is not the same as independence from cellular infrastructure. If a nearby tower cannot broadcast, do not count on WEA as your only alert channel. Keep it enabled, but pair it with a radio that can operate without cellular service.

The FEMA app needs internet for live alerts
The FEMA app can provide NWS alerts for up to five selected locations nationwide. It is useful when internet access is available, but live app updates depend on that connection. It cannot replace a battery-powered weather radio when internet access is out.
Understand hurricane watches and warnings
FEMA’s hurricane guide defines a tropical storm or hurricane watch as meaning conditions are possible within 48 hours. A warning means the storm is expected within 36 hours. During a warning, complete preparations; if local officials direct you to evacuate, leave the threatened area immediately.

Use alerts to receive information, but follow instructions from local officials about evacuation and protective actions. A warning channel is only useful if you can hear it, understand the message, and act on it.

Reliable alerting means having independent ways to receive information, each with its own power and delivery limits. A local NWR transmitter may be out of service; a radio signal may not reach your particular room; a broadcast station may be unavailable; and phone alerts depend on a functioning delivery path. Check local coverage, test equipment before hurricane conditions, and keep at least one alert option that does not rely on cellular service or internet.
