Tails joined the Tor Project’s organizational structure in September 2024, but it did not disappear or become Tor Browser. The two projects said the move was intended to ease organizational work, support long-term sustainability and collaboration, and broaden training and outreach. Tails remains an operating system; Tor Browser remains a browser. The announcement described goals, not measured post-merger results.

What happened when Tails joined the Tor Project?

On September 26, 2024, the Tor Project announced that it and Tails had joined forces and merged operations. Tails became part of the Tor Project’s organizational structure, rather than a discontinued product or a feature folded into Tor Browser. Contemporary coverage likewise described Tails as a sub-project under Tor’s umbrella and noted it remained free to download (Hackster.io).

The projects had a history of close ties: Tails’ first release was announced on a Tor mailing list, the teams had collaborated closely since 2015, and Tails had more recently received funding as a Tor sub-grantee. The 2024 announcement says Tails approached Tor in late 2023 about merging operations.

Why did Tails merge with the Tor Project?

Tails said it had outgrown its existing organizational structure. Running a project involves work beyond building software, including fundraising, finances, and human resources. As Tails team lead intrigeri put it, “The toughest part wasn’t the tech–it was handling critical tasks like fundraising, finances, and HR.”

Joining the Tor Project offered Tails an established operational framework, with the aim of letting its team concentrate more on maintaining and improving the operating system. The organizations also presented the merger as a way to make collaboration easier, reduce overhead, strengthen sustainability, and expand training and outreach. Those are stated intentions: the announcement does not provide figures showing changes in costs, staffing, funding, collaboration speed, or user outcomes.

How are Tor Browser and Tails different?

They address related but different parts of a privacy workflow, so one is not a replacement for the other. The Tor Project said journalists working in repressive regions or on sensitive topics may use them together to help protect communications and sources. That is an example of intended use, not a guarantee: neither tool ensures safety or anonymity in every situation.

What could the merger change for users?

The announcement’s proposed user-facing benefits were broader visibility for Tails and more comprehensive training and educational work from the Tor Project beyond its browser. Bringing the teams together could also help them address overlapping threat models with a wider set of tools. The announcement does not quantify whether or how much those benefits have materialized.

For someone choosing between the products, the practical distinction remains scope: Tor Browser is for web browsing, while Tails provides a portable operating-system environment. Installing Tails may involve USB media; check the current official installation instructions for the requirements. The merger announcement does not endorse any particular USB drive, brand, or capacity.

Is Tails still active?

Yes. The Tor Project’s official sitemap lists a Tails 7.14 release dated September 30, 2026 (Tor Project sitemap), evidence that Tails continued as an active project after the 2024 merger.
