To compare education across states, start with NAEP for a shared view of student achievement, then examine state-specific accountability rules and broad education indicators. Once you have candidate areas, compare the actual districts and schools tied to likely home addresses. No state ranking or statewide average can tell you exactly what a particular school will offer.

Why state education comparisons need more than one measure

States set their own academic standards and administer their own assessments, so state test proficiency rates do not provide a common yardstick. A student counted as proficient in one state may not have met the same standard as a student counted as proficient in another. The National Center for Education Statistics (NCES) explains this distinction in its guide to NAEP and state assessments.

Use cross-state measures to screen and ask better questions, not to declare a single state the winner. Achievement, graduation, staffing, spending, and accountability ratings describe different things; combining them into an invented overall score can conceal important differences.

Start with NAEP as a common achievement measure

The National Assessment of Educational Progress (NAEP) is designed to provide a common measure across states. Its state results cover public-school students in grade 4 and grade 8 mathematics and reading, with results released every two years. Review the NAEP State Results profiles by grade, subject, and year. If a difference between states matters to your decision, look at several available cycles rather than relying on a single year.

NAEP is a sample-based assessment, not an individual-school report card. It does not provide results for individual students or schools. The NAEP State and District Snapshots offer selected group and trend information, but cannot tell you how a specific school serving a specific address performs.

Use state indicators for context, not as automatic quality rankings

After comparing achievement on a common measure, add indicators that describe each state’s education system and context. The NCES Digest State Dashboard includes measures such as enrollment, pupil/teacher ratios, teacher salaries, graduation rates, assessment results, and expenditures.

Record the year and definition for every figure. Dashboard values may refer to different observation years, so a row of numbers is not necessarily a same-year snapshot. Staffing ratios, salaries, and expenditures can help you frame questions about resources; none alone establishes teaching quality or what a child will experience at a local school.

Graduation rates are a separate high-school outcome, not a substitute for achievement results. For example, NCES reports a U.S. public high school averaged freshman graduation rate of 89.0% for 2023–24 in its state and jurisdiction graduation-rate table. When comparing states, use the table’s stated measure and year, and do not mix it with a differently defined graduation statistic.

Read accountability ratings as state-specific systems

A state’s letter grade, star rating, or other report-card label is not a national scale. States choose different formats, indicators, and weights. Accountability systems may include achievement, growth, graduation, absenteeism, English-language progress, readiness, and other measures. A high rating may therefore reflect a different mix of priorities than the same-looking rating elsewhere.

NCES’s State Education Practices: Accountability overview describes these differences and cautions that underlying information comes from varied sources and methods, often including state self-reports. Its 2021 ESSA state accountability table documents rating schemes and indicator weights for plans from that period; it is not a real-time snapshot. Open each candidate state’s current official report card and its explanation of how ratings are calculated before interpreting the label.

Compare candidate states in a consistent order

  1. Write down your family’s requirements. Note students’ grade bands and any needed language or disability services, academic or career pathways, or other school-specific needs. Treat these as questions to verify, not as assumptions about state rankings.
  2. Screen achievement with NAEP. Compare states by grade and subject, check the assessment years, and examine trends and selected student groups where available. Keep the result in its proper role as a statewide or jurisdiction-level measure.
  3. Add state context. Use the NCES dashboard for measures such as enrollment, staffing, finances, and graduation. Put the observation year and definition next to every value.
  4. Inspect accountability rules. For each state, record the rating format, indicators, and weights in its official materials. Do not compare state grades as if they came from one shared formula.
  5. Narrow to locations, then verify schools. Identify likely districts or metro areas and confirm school assignment for plausible home addresses with the district. Check the assigned schools’ report cards, current programs, services, boundaries, and direct district information.
  6. Recheck dates and definitions. NCES notes that accountability sources can use different procedures and collection timings. Verify that the figures you rely on still describe the intended year and population.

Make a comparison sheet without hiding caveats

If several states remain in contention, a simple worksheet helps keep unlike measures separate. Use one row per measure and preserve the source, year, population, and definition rather than turning the results into a composite score.

What the comparison can—and cannot—tell you

State-level data can reveal broad patterns and help narrow a search, but they cannot establish whether a particular school is a good fit. Once you have plausible addresses, verify the district boundary and assigned schools directly, then assess the services and programs your household needs at those schools. A statewide result is a starting point for local checks, not a substitute for them.
