If a neighbour’s solar panels are reflecting sunlight into your home, start by recording when and where it happens, then discuss the observations with the panel owner. Reflection depends on the sun’s position, panel angle and your line of sight, so a change to panel placement or orientation—or carefully positioned screening—may help. If the problem persists or concerns a larger development, ask your local planning authority which rules or assessment process applies; no single remedy works for every site.

Is it a brief glint or sustained glare?

England’s 2025 National Policy Statement EN-3 defines glint as “a momentary flash of light” from a direct reflection of the sun in a panel. It defines glare as continuous excessive brightness experienced by a stationary observer in the path of reflected sunlight. Panels are designed to absorb sunlight rather than reflect it, but reflections can occur at particular angles. Read EN-3.

The distinction helps describe the problem, but does not by itself determine how disruptive it is. Note whether the reflection is a passing flash or lasts for a period, and identify the affected window, room, outdoor area, road or other location.

What to do first

  1. Keep a short incident log. Record dates, start and end times, the affected location and the direction the light appears to come from. Photos or short videos can help show the owner what you mean, but they are not a substitute for a technical assessment.
  2. Speak with the panel owner. Share the record calmly and ask whether the layout, placement or orientation could be adjusted. The owner may need to consider roof or site constraints, equipment requirements and any applicable permissions.
  3. Ask about practical design measures. Depending on the reflection path, possibilities include changing panel position or direction, suitable screening, external shade or planting. Their effectiveness depends on the specific sightline and site conditions.
  4. Check local planning information. If informal discussion does not resolve the issue, contact the local planning authority. Ask whether the installation required permission or prior approval and what complaint or review route applies in your area.
  5. Consider a qualified assessment for a significant or disputed effect. Technical review can map affected locations and examine the panel geometry, timing and proposed mitigation. This is especially relevant to larger solar developments.

Which mitigation options may help?

Measure How it may help What to check
Change panel orientation or layout Addresses the reflection path at the source. Feasibility depends on roof or site constraints and the times and directions involved. A site-specific assessment is needed; do not assume a small adjustment will solve it.
Screening or external shade An opaque screen or external shading on the affected property may interrupt the line of sight. Position and height matter. Check whether it would block useful daylight or views, and whether any permissions or other constraints apply.
Planting Vegetation may screen a view when it has grown enough. Consider mature size, maintenance and seasonal coverage. Deciduous trees may not block winter glare when they have lost their leaves.
Low-reflectance materials or coatings May be considered as part of an appropriate design or technical assessment. Do not apply a generic aftermarket coating to a neighbour’s panels. Compatibility, performance and manufacturer requirements need to be confirmed, and only an authorised person should alter the equipment. The cited guidance does not establish a universally suitable retrofit coating.

The City of London’s 2017 planning advice discusses screening, external shading and other measures for reflected sunlight glare generally; it is local guidance, not a guarantee that a measure will suit every solar-panel case. Read the advice note. For utility-scale solar sites in England, EN-3 also discusses retaining and allowing for the growth of boundary vegetation.

What should a technical assessment consider?

A useful assessment is specific to the panels and the places where people experience the reflection. UK Planning Inspectorate scoping advice identifies matters including panel height, direction, type—including tracking panels—location and extent, sensitive receptors, and mitigation that will be secured. Victoria’s planning practice note similarly calls for attention to view direction, likely glare risk and whether proposed design changes are effective. Read PPN96. These documents describe their own planning contexts; they do not create a universal assessment rule.

Planning rules depend on location and installation type

There is no single planning rule that applies to every neighbour’s solar panels. The relevant process can depend on your jurisdiction, the type and scale of installation, and whether it is roof-mounted or stand-alone.

England

The cited consolidated version of England’s General Permitted Development Order states that certain stand-alone solar installations must apply to the local authority for a decision on whether prior approval is required, including consideration of glare on occupiers of neighbouring land. It also says equipment should, so far as practicable, be sited to minimise effects on amenity. These provisions are not a general rule for every rooftop system. Check the current wording and whether the installation falls within the relevant class before relying on them. Read the cited consolidated order.

Wales and Victoria

Welsh Government guidance for specified non-domestic installations says they must be sited so far as practicable to minimise glint or glare. Victoria’s PPN96 provides guidance for reflected-glare assessment in its own planning context. Neither should be treated as a rule for other places or installation types. How to raise the concern clearly

When contacting the panel owner or planning authority, give a concise account rather than relying only on a general claim that the panels are “too reflective.” Include the incident log, affected locations and any photos or video you have. Explain whether you experience brief flashes or sustained brightness, and ask what practical design changes or review process are available. If the authority needs formal evidence, ask what information it requires and whether a qualified glint-and-glare assessment is appropriate.
