If Windows 11 still starts and you want to keep your apps, files, and settings, run Setup from within Windows and choose the appropriate keep option. Choose a clean install only when you want to start fresh and are ready to back up your data, reinstall apps, and set Windows up again. If your goal is to repair Windows 11, first consider its less disruptive Windows Update reinstall option.
What “in-place upgrade” and “clean install” mean
For a Windows 11 reinstall, an in-place upgrade means running Windows Setup while signed in to your existing Windows installation. Setup lets you choose what to retain: personal files and apps, personal files only, or nothing. A clean install means booting from installation media into the recovery environment and installing a fresh copy. Microsoft says this removes personal files, apps, settings, and manufacturer customizations.
The phrase “in-place upgrade” is also used for upgrading an existing Windows installation, such as moving from Windows 10 to Windows 11 while keeping existing content. The same basic distinction matters: launching installation media from Windows offers keep options; booting from it installs a fresh copy. This article compares the choices for reinstalling or installing Windows 11, not just the upgrade from one Windows version to another.
Compare what each method keeps and requires

Neither method is a guaranteed cure for a particular performance, malware, or hardware problem. Microsoft describes a clean installation as an advanced option to start fresh, not as a universal repair.

Which should you choose?
Choose an in-place install to preserve your setup
Use Setup from within Windows if the PC starts and you want to retain installed applications, personal files, and settings. Check the keep choice carefully before proceeding: retaining personal files alone does not retain apps, and “keep nothing” removes user data too. Back up important files even when you plan to keep them.
Choose a clean install when you deliberately want a fresh start
A clean install is appropriate when you are prepared to clear the existing Windows installation on the selected drive and rebuild your setup. It removes apps, personal files, settings, and manufacturer customizations from that installation. You will need backups, installers or download access for your apps, and time to configure Windows again. Microsoft advises using its clean-install steps only if you are confident making the changes.

Try Windows Update’s repair reinstall before starting over
If Windows 11 has trouble with updates or system components, first check Settings > System > Recovery > Fix problems using Windows Update. Microsoft says this reinstalls the same version of Windows, repairs system files and components, and keeps apps, files, and settings. Keep the PC connected to power and the internet while it runs.
If Windows will not boot
You cannot run the in-place Setup path from a Windows session that will not start. Microsoft’s recovery guidance includes other options, such as a recovery drive or manufacturer recovery media. An OEM recovery image may include hardware-specific drivers and factory applications that generic Microsoft installation media does not.

Prepare before reinstalling Windows
- Back up important files. Microsoft lists external hard drives, USB flash drives, and cloud storage such as OneDrive as possible destinations.
- Confirm your Windows edition and license. Reinstall the edition that matches your license. Activation usually happens automatically after the PC reconnects to the internet; a significant hardware change can require activation troubleshooting. Confirm that your digital license is linked to your Microsoft account before relying on it.
- Check Windows 11 eligibility. Microsoft recommends checking Windows Update or PC Health Check. Its installation guidance warns that booting installation media without first checking eligibility could leave a system in an unsupported state. For the Windows 11 Installation Assistant, Microsoft recommends waiting until Windows Update offers the upgrade.
- Plan for encryption recovery. If you are considering “Reset this PC” instead, have the BitLocker recovery key available for an encrypted disk. Reset is a separate route: its “Keep my files” option removes apps and settings, while “Remove everything” removes them as well. Do not confuse those reset choices with Setup’s in-place options or a clean install.
Do you need a USB drive?
A USB drive is needed if you choose to create bootable installation media on USB; it is not required for every reinstall route. Microsoft specifies a blank USB flash drive with at least 8 GB of space for creating installation media. The media-creation process deletes the drive’s contents, so use one that does not contain files you need. Microsoft also describes DVD or ISO media options.
If necessary, create the media on a working PC, then use the target PC manufacturer’s instructions to choose a startup key or change the boot order. During a clean install, delete partitions only on the intended system disk. Microsoft specifically warns against modifying other disks. Selecting the wrong disk can erase data you meant to keep.

Windows 10 support and Windows 11 eligibility are separate questions
Microsoft ended Windows 10 support on October 14, 2025. After that date, it no longer provides free software updates through Windows Update, technical assistance, or security fixes for Windows 10. That support end date does not establish whether a particular PC meets Windows 11 requirements; check the device’s eligibility separately. Recovery choices can also vary by Windows release, device configuration, and management status. If the PC is managed by work or school, contact the IT department.
