There is no single most reliable option. During cellular congestion, SMS may get through when voice calls do not, but both SMS and mobile data depend on a working cellular network. For public warnings, Wireless Emergency Alerts (WEA) use a cell-broadcast route that the National Weather Service says is not affected by ordinary network congestion. NOAA Weather Radio and amateur radio can offer different routes, but each requires the right equipment and local conditions. Choose based on whether you need a public alert, a message to another person, or communication after infrastructure damage.
How to choose: alert, message, or communication after an outage?
“Reliable” means different things depending on the job. A government warning is not the same as a message to family, and neither is the same as communicating when cellular and wired infrastructure is damaged. The options also depend on different combinations of coverage, network capacity, power, compatible devices, and operator skill.

Will texts go through when calls fail?
They may. The FCC advises: “For non-emergency calls, try texting. In many cases text messages will go through when your call may not.” That is practical guidance for congestion, not a delivery guarantee or a measure of how SMS performs in every disaster. SMS still relies on an available mobile network. If the network is damaged, unreachable, or otherwise unavailable, a text may not get through either. See the FCC emergency communication tips.
Is mobile data more reliable than SMS?
There is no supported general ranking. Mobile data uses the cellular network too, but it relies on the data path being available. SMS may have an advantage over voice calls during congestion according to the FCC guidance; that does not establish that SMS is more reliable than mobile data. Results vary with location, network condition, the device, and the service or app being used. Do not treat internet messaging as a separate route around a failed cellular network.

Can you receive emergency alerts when calls, texts, or internet fail?
Sometimes, if a compatible phone is within a participating carrier’s cell-broadcast coverage. WEA is a government-authorized, one-way public warning delivered through cell towers; it is not ordinary SMS and cannot be used to contact family. The National Weather Service answers yes to whether a WEA can still arrive when network congestion prevents calls or texts: “Yes, WEA messages are not affected by network congestion.” That addresses congestion, not every possible tower outage, coverage gap, or phone-compatibility problem. What can radio provide if cell service is down?
NOAA Weather Radio for official broadcasts
NOAA Weather Radio All Hazards broadcasts official weather warnings and other hazard information. NOAA says the network has more than 1,000 transmitters and covers all 50 states, adjacent coastal waters, Puerto Rico, the U.S. Virgin Islands, and U.S. Pacific Territories; the page does not state the year for those figures. Coverage at a particular location is not assured by that overall footprint. You need a special receiver or a scanner capable of receiving the local signal, and the service publishes transmitter outage and degraded-status information. Amateur radio for prepared operators
FEMA’s 2024 National Preparedness Report describes amateur radio as a potential option independent of wired and cellular phone systems and the internet when infrastructure is severely affected. It is not a plug-and-play substitute for a phone: whether it helps depends on suitable equipment and power, radio propagation, operating knowledge, and other people or networks available to communicate. The report’s discussion is on page 35.
What should you prepare before an emergency?
- Keep a phone usable. Follow FCC advice to keep batteries charged and have a car-charger adapter or other backup power available. Power helps only if the network you need is reachable.
- Use texts for brief contact during congestion. The FCC recommends trying text instead of making non-emergency calls when networks are busy. Do not assume it will work during physical network failure.
- Enable and understand official alerts. Check that your phone is compatible with WEA and that your carrier participates; remember alerts are one-way warnings, not a family communications channel.
- If you choose NOAA Weather Radio, verify it locally. Check the local signal and transmitter status, obtain a capable receiver, and plan for its power needs.
- Consider amateur radio only with preparation. Equipment, power, operating capability, and people to communicate with are all part of the option.
- Follow local official instructions and contact emergency services when reachable. No communication method here guarantees delivery in every emergency.
Does any option win in every emergency?
No. There is no head-to-head reliability rate or universal score established for SMS, mobile data, and radio. Congestion, physical damage, local coverage, power, compatibility, and the communication task change which route is useful. A practical plan uses more than one method and distinguishes receiving official warnings from reaching another person.
