If your recycling bin was not emptied, first check your council’s service updates and look for a contamination tag or collection note. A genuinely missed pickup may be reportable within a local deadline; a bin rejected for contamination usually needs correcting and putting out on the next scheduled collection. The rules, accepted items and return arrangements vary by council.
First, work out why the bin was not emptied
A missed collection and a rejected, contaminated bin are different cases. Check your council’s collection-status page and inspect the bin for a sticker, hanger or other notice. Some councils also record the reason online. If a contamination notice is present, the ordinary missed-bin form may not accept a report: Birmingham, Canterbury and Cardiff, for example, exclude contaminated or incorrectly presented bins from their missed-collection process. Birmingham’s missed-collection guidance and Canterbury’s guidance describe their local rules.

If you think the collection was missed
- Check service updates. Look for delays, disruption notices or an indication that the round is still in progress. This can explain the absence of a pickup and prevent an unnecessary report.
- Confirm the local collection requirements. Check the scheduled day, the correct bin, where it should be left, presentation time and whether the crew could reach it. Councils may not count a bin as missed if it was put out late, left in the wrong place, inaccessible or presented incorrectly.
- Check the report cutoff. Deadlines differ. Southwark and Richmond upon Thames ask residents to wait until after 4 pm; Edinburgh says to report only after 10 pm; Norwich requires reports within two working days. - Submit a report using your council’s official channel. Use its missed-collection page or other specified reporting route, and provide the requested details. Do not assume a report will be accepted if the bin was tagged, not presented as required or is outside the reporting window.
- Follow the instructions about leaving the bin out. If the council plans a return visit, keep the bin out as directed. If the collection does not happen, follow the council’s advice on when to bring it back and present it again.
Return arrangements are local, not a universal promise. Edinburgh says it expects to collect a reported bin within two working days and asks residents to leave it out. Birmingham also describes a two-working-day arrangement for a known or reported missed collection, then tells residents to bring bins back and present them on the next collection day if still uncollected. Birmingham’s page was last updated January 20, 2026.
If the bin was marked contaminated
- Read the tag or online record. It should identify the problem where the council has provided a reason. For example, Dumfries and Galloway uses a green tag to indicate recycling contamination; Portsmouth describes a red hanger for non-recyclable items. These markers and their meaning apply to those local services, not nationwide. See Dumfries and Galloway’s guidance and Portsmouth’s guidance.
- Remove the item or items identified. Check your own council’s current list of accepted materials before putting anything back. An item accepted by one local recycling service may not be accepted by another.
- Put the corrected bin out on the next scheduled collection. Canterbury, Luton and Waltham Forest direct residents to remove incorrect material before the next collection. Follow any different instructions on your council’s notice. See Luton’s contaminated-bin guidance and Waltham Forest’s guidance.
- Ask the council if the reason is unclear or seems wrong. Contact the authority or use its dispute route if one is available. Luton offers an online dispute option, and Waltham Forest says residents can dispute the stated reason. The route and any time limit depend on the council.
If you cannot wait until the next collection, check whether your council offers a local alternative. Canterbury points residents to a household waste recycling centre or recycling point. Check local guidance before transporting the material; other councils may offer different options.

Why a report may be refused
A missed-collection report is generally intended for a bin that was correctly presented but not collected. It may not apply if a tag records contamination or if the bin was late, inaccessible, overfilled or otherwise presented contrary to local requirements. Norwich lists timing, contents, overfilling and access among reasons a collection may not happen. Check your own council’s eligibility criteria before reporting.
Where contamination is repeated, consequences can also be local. Waltham Forest warns of possible enforcement for repeated contamination in its jurisdiction; that should not be assumed to apply elsewhere.

What to check before you finish
- Check the council’s service updates and scheduled collection day.
- Look for a tag, hanger or online record explaining non-collection.
- For a genuine miss, verify the reporting cutoff, eligibility and instructions for leaving the bin out.
- For contamination, use the local accepted-material list, remove the incorrect items and follow the next-collection instructions.
- If the reason is unclear, disputed or urgent, contact the council about its local options.
