Use a unique, sequential identifier for each issued invoice, and make the sequence easy to explain, review and reconcile. A single increasing series is often the simplest design; separate series can work when they represent distinct business streams and the complete identifiers remain unique. The exact format and exception rules depend on the jurisdictions and customer platforms you use.

What makes an invoice numbering system reliable?

A reliable system makes each issued invoice unmistakably identifiable and lets you detect missing or duplicate records. HMRC’s UK VAT guidance requires a number that is sequential and uniquely identifies the document; Finland’s Tax Administration explains that uniqueness enables unambiguous identification and that sequential numbering can help reveal missing invoices. These examples concern specific tax contexts, not a universal invoice format.

Design the numbering process together with the recordkeeping process. The invoice identifier should connect to the relevant order, delivery evidence, customer account and accounting record. Staff should be able to tell which sequence applies, who may change its settings, and how exceptions are documented.

How to design the sequence

  1. Set the scope. Identify the legal entity or taxpayer issuing invoices, the jurisdictions involved, the invoice types, and whether invoices are created on paper, in software or both. List any customer portals where invoices must be submitted; a portal can impose its own format rules.
  2. Choose a primary sequence. Where practical, use one increasing sequence for the relevant issuer. This is a useful design choice because it simplifies review for gaps and duplicates, not a universal statutory requirement.
  3. Add series only for a defined reason. Separate branches, divisions or document types may justify separate series if applicable local rules permit them. Record what each series means and ensure that the full identifier is unique across the issuer’s invoices.
  4. Choose a stable format. Letters can identify a series or year, while digits can provide the sequential part. Keep the format understandable and check the permitted characters, length and prefix rules for each jurisdiction and submission platform.
  5. Set issuance and exception rules. Decide when a number is assigned and what happens if an invoice is cancelled or spoiled. After issue, do not silently delete, reuse or overwrite its identifier. Retain the cancelled or spoiled record, or document the reason for a gap as required by the rules that apply.
  6. Apply access and record controls. Limit who can change numbering settings or issued records. Link invoice data with supporting business records, retain an audit trail, and periodically review the sequence for duplicates and unexplained gaps.
  7. Test changes before they go live. Check the sequence when opening a branch, changing invoicing software, migrating records or moving into a new year. Confirm that the new process preserves uniqueness and any required record links.

Should invoice numbers be sequential?

Sequential numbering is a strong default because it makes the order of issued invoices easier to review and can expose missing records. In the UK VAT context, HMRC says the number must form part of a unique and sequential series. Finland’s Tax Administration likewise describes sequential identifiers as a way to identify invoices and detect missing ones. The European Commission has also described sequential numbering as useful for completeness checks and audit, while noting that requirements and practices vary among EU Member States.

Do not treat a gap as proof of wrongdoing or assume that every gap is automatically unlawful. A cancelled or spoiled invoice can explain a break, provided it is handled and recorded as the applicable rules require.

Can invoice numbers include letters or use multiple series?

Often, yes, but check the rules that apply to your invoices. HMRC permits numeric or alphanumeric identifiers in its UK VAT guidance and allows more than one sequence to run at the same time. Finland’s Tax Administration also permits several sequences and says numbers may include non-digit characters. For Finnish self-billing, it recommends a separate sequence for each seller.

Spain’s Tax Agency recommends placing the series before the invoice number when both are used, and sets character and punctuation conventions in its guidance. These national examples show why a format that works in one country should not be assumed to work everywhere.

Should you reset invoice numbers every year?

A year prefix or annual reset can make records easier for staff to interpret, but do not assume a reset is harmless under every jurisdiction’s rules. Check local requirements and confirm that the full identifier remains unique across the records it needs to identify. Spain’s Tax Agency says a change of numbering year does not by itself break traceability of computerized billing records when the records remain correctly linked.

What should happen to cancelled invoices and sequence gaps?

Keep a documented trail rather than trying to make the sequence look continuous by reusing an identifier. In HMRC’s UK VAT guidance, a cancelled or spoiled invoice should be retained in the accounting records, or the break in the sequence explained. Your own procedure should specify how staff record the cancellation, preserve the related document or record, and note the reason for the gap in a way that meets local requirements.

For corrected invoices, follow the applicable local rules for corrections and document relationships; do not assume that changing the original number is an acceptable correction method. Keep the original identifier and correction history available wherever the rules or your accounting process require them.

How to check a numbering format against local requirements

Compare the proposed system against the requirements of every relevant tax jurisdiction and customer platform. The following examples are deliberately limited to the named settings:

Setting What the cited guidance says What to check
United Kingdom VAT HMRC requires a sequential number from one or more series that uniquely identifies the document. Numeric and alphanumeric series are permitted; cancelled or spoiled invoices should be retained or a sequence break explained. Confirm that UK VAT requirements apply to your invoice and establish how you will retain or explain cancellations.
Finland VAT The Finnish Tax Administration says the identifier should be unique and sequential; multiple sequences and non-digit characters are allowed. It recommends separate sequences for each seller in self-billing. Check which seller and invoice context the sequence identifies, especially for self-billing.
US Treasury Invoice Processing Platform (IPP) Invoices submitted through this platform require uppercase alphanumeric characters only, no leading or trailing spaces, and a maximum of 45 characters. Apply these as IPP submission constraints, not as a general US invoice-number law.
Spain The Tax Agency provides character and punctuation conventions and recommends putting the series before the number when both appear. Separate guidance covers traceability of computerized billing records. Check both the visible numbering format and any computerized-record requirements that apply to your system.

What controls should invoicing software or a paper process provide?

HMRC identifies system, procedural and authorization controls as options that can be adapted to circumstances, along with a reliable audit trail. In practice, choose controls that make the sequence reviewable and reduce opportunities for unnoticed alteration.

Spain’s guidance on computerized billing records describes traceability as detecting gaps or jumps in the sequence and ensuring the sequence corresponds to the records’ generation date and time. That record-chain requirement is distinct from simply choosing a visible invoice-number format.

How to choose between numbering designs

Assess a proposed design against the needs of the business and the applicable rules rather than choosing a format because it looks familiar. Check whether it:

  • fits each relevant jurisdiction and customer portal;
  • keeps identifiers unique across entities and series;
  • makes missing or duplicate invoices straightforward to detect;
  • has a defined treatment for cancelled and corrected documents;
  • supports access controls and an audit history; and
  • is clear enough for staff and customers to use consistently.

Before changing the process, test representative cases—including a cancellation, a correction, a new series and a year change—and verify that records still connect as intended. Get accounting or tax advice where the applicable requirements are uncertain.
