Ordinary U.S. FRS and GMRS walkie-talkies use shared radio channels, and a “privacy code” does not keep other people from hearing your transmission. It filters what your own radio plays through its speaker. Treat conversations on these radios as nonconfidential.
Can someone listen to your walkie-talkie?
Potentially. FRS and GMRS channels are shared rather than assigned exclusively to one person or group. The FCC describes shared use as a basic principle of the Personal Radio Services: it will not assign these channels for the exclusive use of a particular person. Operators are expected to listen before transmitting so they can avoid interfering with an ongoing conversation. The FCC’s 2017 Personal Radio Services order explains this shared-channel arrangement.
That does not mean every transmission is being monitored or that every nearby radio can receive it. It means the channel is not reserved for your group, and a compatible radio tuned to the transmission may be able to hear it. The safe assumption is that ordinary shared-channel talk is not private.
What does a walkie-talkie “privacy code” do?
Despite the name, it does not encrypt or conceal your voice. FEMA CERT’s Emergency Communications Participant Manual explains that privacy codes “do not make your conversation private” and that a code blocks your radio from hearing other conversations on that channel.

In practical terms, the setting filters what your radio lets you hear; it does not stop other users from transmitting on the shared channel or prevent a compatible receiver from monitoring your transmission. The exact controls and behavior can vary by model, so consult the radio’s manual.
Why the code can create confusion
A code can make a channel sound quieter to your group because your radios may ignore transmissions that do not use the selected code. That quieter speaker output is not evidence that the channel is reserved or that your own transmissions are hidden.

Will codes work across different brands?
Not necessarily. FEMA CERT states that privacy codes are not standard between different radio brands. If a group is mixing models, check each manual for compatible channel and code settings; matching numbers on two radios should not be assumed to mean the settings are interoperable.
Are walkie-talkie channels reserved for your group?
No—not on ordinary FRS/GMRS shared channels. A channel choice can help a group coordinate, but it does not create an exclusive allocation. The FCC’s overview of Personal Radio Services describes these services and their consumer uses. Rules and service definitions differ outside the United States, so check the regulator’s guidance where you live.

Historical FCC background from 2006 described FRS as a very short-range, two-way voice service and said seven FRS frequencies in the 462 MHz band were shared with GMRS, with seven additional FRS channels offset from GMRS channels in the 467 MHz band. Those are historical allocation details, not a substitute for checking current FCC rules; they should not be used as current licensing or channel-planning guidance.
What should you avoid saying over a walkie-talkie?
Do not use an ordinary shared-channel walkie-talkie for passwords, financial details, private health information, confidential workplace matters, or anything that would cause harm if someone else heard it. This is a precaution based on shared use and the absence of confidentiality—not a claim that every transmission is intercepted.

- Keep messages brief and limited to what the group needs to coordinate.
- Agree on simple, non-sensitive wording for routine logistics, but do not mistake an informal code word for encryption or legal privacy.
- Use a communication method designed for confidential information when confidentiality matters.
Does buying a different walkie-talkie make conversations private?
Not by itself. A different ordinary FRS/GMRS handheld may change practical features such as ease of use, battery needs, durability, or compatibility with your group’s radios, but those differences do not make shared-channel speech confidential. The available official sources do not establish a particular consumer model as private.
When choosing radios, compare the service and permitted use for your location, compatibility with the group’s equipment, operating conditions, battery requirements, and whether the controls are easy for everyone to use. Treat privacy as a separate requirement: a feature described as a “privacy code” is not a confidentiality guarantee.

How to use shared-channel radios more responsibly
- Check local rules. FRS/GMRS distinctions and radio requirements are U.S.-specific; verify the current rules with your national communications regulator.
- Read the manuals. Confirm how your radios set channels and codes, and test that all members of the group can communicate.
- Listen before transmitting. This follows the FCC’s shared-channel etiquette: pause to check whether the channel is already in use.
- Keep sensitive details off the air. Assume that a compatible receiver may hear a transmission, even if your own radio is set to a privacy code.
