When a sidewalk or pedestrian path is closed in the United States, follow the marked alternate pedestrian route—and look for its signs before the closure or any point where you must choose a direction. Check that the route is continuous, usable, and leads to a safe crossing. For a particular closure, confirm current details with the responsible road agency; if transit is affected, check with the transit provider. A general map cannot confirm that a temporary route is accessible.

Where to get current detour information

Temporary routes and work schedules are local. Check the closure notice from the city, road authority, or project agency responsible for the street. If that notice does not explain an accessible detour, contact the agency or project representative and ask for accessible directions or another way to reach your destination.

When a bus or rail stop is closed or moved, check the transit provider’s current notice for the location of the alternate stop and whether it is accessible. Do not assume that a route or stop shown on a general map reflects the temporary arrangement.

How to follow and assess a marked alternate route

  1. Look for signs before the closure. Route signs should appear before a decision point, so you can choose the detour without reaching a barrier and backtracking. Within the public right-of-way, signs must convey required information non-visually as well as visually, as discussed in the U.S. Access Board’s PROWAG preamble.
  2. Follow the marked pedestrian path. Do not take an unmarked crossing or route through work activity, barriers, or moving traffic. The detour should provide a continuous way around the closure.
  3. Check the walking surface and space. A usable route should have a firm, stable, slip-resistant surface, adequate clear width, manageable changes in level, and no obstructions. The Access Board’s PROWAG technical requirements give a general minimum continuous clear width of 48 inches (1,220 mm), subject to exceptions. Where a route is narrower than 60 inches (1,525 mm), passing spaces are required at intervals no greater than 200 feet (61 m), subject to the provisions and exceptions in the guidelines. These figures alone do not establish that a particular detour complies.
  4. Check crossings and signals. A detour should not send pedestrians across the street at an unmarked or unsuitable location. Texas Department of Transportation guidance prefers keeping the route on the same side of the street when feasible. If crossing is necessary, it recommends an intersection, existing crosswalk, or another suitable and safe location, while maintaining access to pedestrian pushbuttons where present. This is Texas-specific guidance, not a universal local procedure; see TxDOT’s temporary traffic control guidance.
  5. Confirm the route still reaches your destination. Check that the detour preserves access to the destination and, where relevant, an accessible alternate transit stop. If signs are missing or inaccessible, the path is blocked, or the route does not meet your access needs, ask the responsible road authority or project contact for accessible directions or an alternate means of access.

What accessibility rules say about temporary closures

The U.S. Access Board’s Public Right-of-Way Accessibility Guidelines (PROWAG) state in R204.1: “When a pedestrian circulation path is temporarily not accessible due to construction, maintenance operations, closure, or other similar conditions, an alternate pedestrian access route must be provided and comply with R303 and R402.” R204.1 also allows an alternate means of access for pedestrians with disabilities when an alternate route is technically infeasible because of site conditions or existing physical constraints. That allowance is not a determination that any particular closure qualifies.

PROWAG’s R302 provisions also address route features beyond width, including grade, cross slope, surface, and changes in level. For example, the guidelines give a general maximum grade of 1:20 (5.0%) in the stated contexts and a maximum cross slope of 1:48 (2.1%) outside a crosswalk, subject to exceptions. These are technical provisions, not a do-it-yourself certification checklist; other requirements and exceptions may apply.

The Access Board published its PROWAG final rule on August 8, 2023. The guidelines become enforceable under the ADA or ABA when adopted as mandatory standards by the responsible federal agencies. Separately, the U.S. Department of Transportation adopted PROWAG without modification as regulatory standards for new construction and alterations of transit stops in the public right-of-way. The applicable requirements depend on the governing regulation, project, and jurisdiction; these sources do not establish identical enforceability for every provision or public entity. If the posted detour does not work for you

  • Contact the road authority or project contact listed on the closure notice. Describe the barrier or access problem and ask for an accessible route or alternate means of access.
  • If a transit stop is affected, contact the transit provider to confirm the alternate stop’s location and access arrangements.
  • If you cannot find current information, ask the responsible agency which notice or contact covers that specific closure. Local agency, route, and schedule details cannot be inferred from a general map or national guidance.
