A fighter jet is not operational in the Indian Air Force (IAF) simply because it has been built or flown to India. Induction is a series of milestones: the aircraft configuration is cleared, aircraft are produced and brought into service, crews train on them, units receive them, and operationalisation work follows. Tejas and Rafale show how those stages can differ—and why delivery, formal induction and operational readiness should not be treated as the same event.

What “induction” means

Induction describes the transition of an aircraft into IAF service, not just a handover ceremony. It involves both the aircraft and the people and unit systems needed to operate it. Public announcements can identify important steps, but they do not disclose one universal readiness checklist, threshold or complete set of squadron procedures.

The terms used also depend on the aircraft programme. Tejas announcements use milestones including Initial Operational Clearance (IOC), Final Operational Clearance (FOC) and a Release to Service Certificate. The cited Rafale announcements instead describe crew training, arrival in India, formal induction and subsequent operationalisation. Those labels are not interchangeable, and Tejas’s IOC/FOC route should not be assumed to apply to every imported fighter.

The stages from clearance to service

1. Trials and clearance establish what configuration may be used

In the Tejas example, a Release to Service Certificate was prepared by the Regional Centre for Military Airworthiness, an organisation under CEMILAC. The Ministry of Defence’s 2011 account says the review scrutinised the aircraft’s design and development, equipment testing and flight-test results. The certificate meant the aircraft would be available for IAF pilots. This is a Tejas-specific account of its clearance route, not proof that all fighter programmes follow identical steps.

Clearance is also tied to capability: it establishes what the reviewed aircraft configuration has demonstrated, rather than making every capability available at once. Tejas IOC-I was achieved on 10 January 2011. A later Ministry of Defence account of IOC-II, issued on 20 December 2013, described progress on limitations in combat performance, turnaround and weaponisation. It reported an expanded flight envelope and weapon capability, as well as improvements in maintainability, reliability, serviceability and turnaround, and all-weather clearance for specified mission types.

The government reported Tejas FOC on 20 February 2019 and said production activity for the FOC configuration had commenced at Hindustan Aeronautics Limited (HAL). The same account said Mk-II induction and production could begin only after development and test flight. A proposed variant or procurement approval, therefore, is not evidence that aircraft have been delivered or inducted.

2. Production and delivery put aircraft in reach of a unit

Cleared aircraft still have to be produced and brought into service. The public examples here do not set out a single, detailed sequence of production acceptance, handover and transfer that applies across programmes. They do show why a physical arrival is not the same milestone as formal induction: the first five Rafales arrived at Ambala on 27 July 2020 and were formally inducted on 10 September 2020.

For Tejas, a Ministry of Defence report records FOC aircraft being inducted into No. 18 Squadron at Sulur in May 2020. These announcements establish dated service milestones; they do not, on their own, provide a current count of aircraft available or serviceable.

3. Aircrew and ground crews train on the aircraft and its systems

Before the Rafales arrived in July 2020, the Ministry of Defence said IAF aircrew and ground crew had completed comprehensive training on the aircraft, including its advanced weapons systems. Training is part of preparing a unit to use and support an aircraft, not an optional add-on after delivery.

The public Rafale account does not give simulator hours, syllabus details, qualification thresholds or a full conversion-training sequence. The reviewed Tejas induction announcements likewise do not provide an equivalent detailed training timeline, so the two programmes cannot be compared on training duration from these accounts.

4. Squadrons receive aircraft and carry out operationalisation

Squadron placement makes induction concrete. Tejas entered No. 45 Squadron on 1 July 2016. The squadron initially operated from Bengaluru for nearly two years before a move to Sulur was planned. The 2016 account describes induction as phased; it distinguishes the aircraft then entering squadron service from later FOC capability.

In May 2020, FOC Tejas aircraft were inducted into No. 18 Squadron at Sulur, and the Chief of the Air Staff operationalised the squadron. For Rafale, the five aircraft that arrived at Ambala in July were formally inducted in September 2020 in association with No. 17 Squadron, the “Golden Arrows.” The July account said operationalisation would be the focus after arrival.

Operationalisation is thus a further step described in the Rafale account, not a synonym for the aircraft touching down or attending a ceremony. The public announcements establish that the work followed arrival; they do not publish all the unit-level criteria used to determine readiness.

How the Tejas and Rafale milestones compare

What induction dates do—and do not—tell you

A dated milestone is evidence of a particular programme step, not a universal measure of readiness. The public releases do not establish one common IAF threshold for operational readiness, the status of every aircraft in a fleet, or current squadron availability. Historical sortie totals, planned production figures and ceremony dates should not be read as current fleet availability or a readiness score.

Acquisition approval is earlier still. In a 12 February 2026 release, the Ministry of Defence reported that the Defence Acquisition Council had granted Acceptance of Necessity for a proposed IAF Multi Role Fighter Aircraft procurement identified as MRFA (Rafale). That is an approval milestone; the cited announcement does not establish contract completion, production allocation, delivery dates or squadron assignment.
