The figure is therefore best understood as an authorized force-planning level—not a published calculation that can be independently checked. Active-strength figures are snapshots that change as aircraft retire and new aircraft enter service.
What does the 42-squadron target mean?
PRS Legislative Research reported an authorized strength of 42 fighter squadrons in its 2025 analysis of the 2025–26 Defence Demands for Grants. “Authorized” describes the benchmark for the force; it does not mean the IAF currently has 42 operational squadrons.
A 2018 Lok Sabha Standing Committee on Defence report recorded that the Ministry of Defence treated details of the sanctioned force-level requirement as sensitive. The publicly available material cited here does not show the assumptions or arithmetic used to arrive at 42.
How is the target calculated?
No reproducible official calculation is available in the cited public sources. They do not specify how factors such as the security environment, operational roles, aircraft availability, or retirement and induction schedules were converted into exactly 42 squadrons. Those are relevant force-planning considerations, but presenting them as a disclosed formula would go beyond what the sources establish.

Public discussion sometimes connects the benchmark to the prospect of a two-front threat. That context alone does not disclose an official calculation. Nor should the target be reverse-engineered using a presumed number of aircraft per squadron: the available sources do not identify such a multiplier as the rule used to set the authorized strength.
How many fighter squadrons are active?
Published figures differ because they refer to different reporting snapshots. PRS reported 31 active squadrons in 2025; the Associated Press reported 29 after the last MiG-21 fleet retired on 26 September 2025.

The 29 figure is the latest dated active-count report in the sources cited here, not a live October 2026 official tally. The two active figures should not be combined or treated as if they describe the same date and reporting context.
Why does the active count change?
The Ministry of Defence said in a 3 February 2021 parliamentary reply that deficiencies arise over time as equipment becomes obsolete and is phased out. It described planned induction as a continuous process for addressing those deficiencies.

Orders and approvals indicate activity in the replacement pipeline, but they are not themselves operational squadrons:
- Tejas Mk-IA approval: In 2021, the Ministry reported government approval for four squadrons and planned manufacture and induction of 83 aircraft. Approval and planned induction do not establish that all aircraft have been delivered or formed into operational squadrons.
- Additional Tejas order: On 22 August 2025, the Ministry announced an order for 97 Tejas fighters, in addition to the earlier order for 83. The order is not evidence that all 180 aircraft are delivered, operational, or assigned to formed squadrons.
- MRFA acquisition approval: On 12 February 2026, the Defence Acquisition Council accorded Acceptance of Necessity for Multi Role Fighter Aircraft procurement, identified as Rafale. This is an acquisition approval stage, not a completed contract, delivery, or squadron formation.
These stages matter because a planned, approved, or ordered aircraft contributes to the active count only after the steps needed to put it into service and form it into a squadron. The cited announcements do not establish when those steps will be completed for every aircraft.

When comparing a stated requirement with the force in service, check what each figure actually measures. The distinction is especially important when a retirement or procurement announcement is used to suggest that the gap has already changed.
