Before booking, verify the safe permitted capacity for your exact setup, calculate the full cost, and read the hire agreement so you know who is responsible for safety, setup, and cleanup.
Start with the activity and the room setup
Tell the venue what you plan to do, how many people you expect, when you need access, and whether the booking is one-off or recurring. A room suitable for a seated meeting may not work for a movement class or a standing event. Confirm that the intended activity is allowed and that your hire period includes time to set up and clear the room.
Ask which items and services are included rather than assuming they come with the room:
- Tables and chairs, and whether staff will arrange them
- Storage for supplies or equipment between sessions
- Kitchen access and rules for refreshments
- Wi-Fi and presentation equipment
- Microphones or a public-address system, if needed
The UK Government’s voluntary-event guide advises organizers to check whether equipment such as microphones or PA systems must be hired separately.

Check capacity and emergency arrangements for your exact setup
Ask the venue for the permitted attendance for your layout—not just the room’s advertised maximum. A classroom arrangement, seated meeting, movement-based class, and standing event can have different limits. Do not estimate capacity from floor area alone: escape routes and the needs of the people attending affect evacuation safety.
Before confirming the booking, establish:
- Which exits and escape routes attendees should use
- How the alarm is raised and where people assemble outside
- Who leads an evacuation, and what the hirer is expected to do
- How the venue will support attendees who may need assistance evacuating
The Home Office’s fire safety risk assessment guide for small and medium places of assembly covers venues such as community centres in England. Its small-place scope is up to 60 people and its medium-place scope is up to 300; those are the guide’s coverage thresholds, not recommended or approved capacities for a particular venue. The guidance was published on 5 June 2006 and updated on 28 August 2024. Rules may differ outside England.
Verify access from arrival to the room
Check the route attendees will actually take, from the entrance to the hired room. Ask about steps, lifts, accessible toilets, parking, and nearby public transport. If someone attending has a specific access need, describe it to the venue and confirm that the facilities and route will work for that person.

Also ask how the venue plans to assist attendees with mobility impairments during an emergency evacuation. A general statement that a building is “accessible” does not confirm that every route, room, toilet, or emergency procedure will meet your group’s needs.
Compare facilities and practical conditions
Alongside room size and layout, check the details that can affect whether the event runs smoothly: toilets, kitchen or refreshment arrangements, acoustics, heating, lighting, Wi-Fi, equipment, storage, cleaning, and whether a caretaker or other staff member will be present.
For an example of the information to compare, the City of London Corporation’s Portsoken Community Centre listing publishes room capacities, facilities, accessibility, transport information, and rates. These details describe that specific venue; they are not general standards for community centres.

Work out the total booking cost
Compare the cost of the complete booking, not only the advertised room rate. Ask whether the quote includes the time needed for setup and pack-down, and whether any of these are charged separately:
- Caretaker or staffing support
- Equipment hire
- Insurance or a deposit
- VAT
- Cancellation or changes to the booking
Leeds City Council notes that extra charges may apply beyond room hire in its venue-hire information. Portsoken’s listing gives commercial hourly rates of £24 for its meeting room and £42 for its community space, excluding VAT. Those figures were retrieved on 4 October 2026 and apply only to that venue; use the current listing and a venue quote for your own booking.
Read the agreement and confirm who is responsible
Get the hire agreement before you commit. It should make clear who handles fire checks and emergency procedures, opens and locks the venue, arranges the room, cleans up, and reports incidents. Ask the venue to resolve any unclear or shared responsibilities in writing.

The Home Office fire guidance says responsibilities between the venue owner and hirer should be established in the hire contract. Do not assume the venue or the organizer will handle a task without checking the agreement.

Depending on the activity and location, the venue or local authority may ask for insurance, permissions, safeguarding documents, qualifications, or compliance with food or alcohol rules. Ask what applies, who needs to provide each item, and by what deadline. Requirements for a council-owned facility are not automatically rules for every venue.
For instance, Leeds City Council’s venue-hire guidance describes insurance and additional paperwork that may depend on the activity. Confirm current requirements directly with the venue and the relevant local authority.

Compare shortlisted venues on the same criteria
For each option, record the answers to the same questions so that a low room rate does not distract from a poor fit or unexpected conditions.

Venue capacities and prices are specific to the spaces and terms published by each provider, not market-wide benchmarks. Confirm current availability, access, permitted capacity, charges, insurance, and activity requirements with the venue before booking.
