Yes, the XRP Ledger (XRPL) has decentralized consensus mechanics, but its practical decentralization depends partly on which validators each server trusts. Servers use their own Unique Node Lists (UNLs) to assess consensus proposals. Recommended lists published by Ripple and the XRP Ledger Foundation shape default configurations, while operators can choose other lists. That means neither the total validator count nor the word “decentralized” alone tells the whole story.
How does decentralization work on the XRP Ledger?
The XRPL is a peer-to-peer network of independently operated servers. Some servers also send validation messages; those servers are validators. During consensus, each server evaluates proposals from the validators on its own UNL, then participants exchange proposals and work toward agreement on the transactions and their order for the next ledger version.
A UNL is therefore a server’s configured set of trusted validators, not a single universal list that every server must use. Recommended lists are intended to give participants substantial overlap. An operator can configure a different list, but too little overlap with other servers can cause its server to diverge from the network’s view. The protocol documentation describes a decentralized system as one without an administrator who decides payment outcomes. That design principle does not mean that every operational influence is equally distributed: the choice of trusted validators and the way recommended defaults are published also matter.

How many validators does XRPL have?
XRPL.org provides two figures, with different dating qualifications:

A count alone does not establish how many operators are independent, how ownership is distributed, or where operators are located. XRPL operator guidance recommends diversity of ownership, legal jurisdictions, and geographic areas, but the cited documentation does not provide a current quantified breakdown.

Can Ripple control the XRP Ledger?
Ripple publishes one recommended validator list, and the XRP Ledger Foundation publishes another. According to XRPL documentation, default server configurations trust validators on at least one of these recommended lists. Operators may configure their own lists, although inadequate overlap with other servers’ lists can leave them with a divergent view.
This gives Ripple influence over a recommended default; it does not establish that Ripple alone controls consensus. Determining how concentrated practical influence is would require current, independently verified information about list membership, validator ownership, and the configurations operators actually use. The official documentation cited here does not quantify those factors.

Who votes on XRPL amendments?
Amendments are the mechanism for protocol changes that affect transaction processing. After an amendment’s code is included in a software release, validator operators vote through their server configurations. XRPL.org’s Amendments documentation says an amendment must receive support from more than 80% of trusted validators for two weeks to become enabled. If support falls to 80% or less before activation, the two-week period restarts.
The documented process is validator-operator voting; these sources do not describe direct XRP-holder voting on protocol amendments. Once enabled, an amendment applies permanently unless a later amendment changes that behavior.

What happens when validators go offline or disagree?
The standard quorum is 80% of a server’s trusted validators. If enough validators are unavailable that servers cannot reach quorum, they may stop validating new ledgers even as they continue serving past or tentative data. Pausing confirmation can preserve agreement rather than allowing participants to finalize conflicting states.
The Negative UNL mechanism is intended to help with progress during partial outages. It can record validators judged offline or malfunctioning so servers can disregard them in quorum calculations. The quorum cannot be reduced below 60% of the configured list, according to XRPL.org’s Negative UNL documentation.

What do XRPL’s security thresholds mean?
XRPL.org’s consensus documentation says consensus can continue unimpeded when fewer than 20% of trusted validators are faulty, and that confirming an invalid transaction would require more than 80% of trusted validators to collude. These are documented protocol thresholds and assumptions, not a guarantee against every possible risk. They do not, by themselves, measure software, infrastructure, operator, or governance risks.
How should you assess decentralization claims about XRPL?
Compare specific properties rather than relying on a single label or validator total. Useful questions include:
- Who can operate a validator, and what determines whether its messages count for a given server?
- How many validators does a typical server trust, and who publishes its recommended trust lists?
- How independent are validator operators in ownership, geography, and legal jurisdiction?
- Who can propose and approve transaction-processing changes, and what threshold applies?
- What happens to confirmation and agreement when validators fail or disagree?
The cited XRPL documentation explains the protocol mechanics and recommends operator diversity, but it does not establish a current, quantified picture of validator ownership or geographic concentration. A conclusion about practical decentralization should account for those limits as well as the network’s distributed consensus design.
