Protect people first: floodwater can make electrical equipment dangerous to approach, while a surge protector only helps with certain voltage surges and cannot protect electronics from water. Before flooding, move devices higher and unplug them only from a dry, safe place. After water enters, keep away from electrical hazards and leave power off until an electrician has inspected the system.

Before a flood: prepare only while it is safe

  • Charge communication devices early. If conditions are safe, charge phones and other devices you may need to communicate. ESFI recommends charging communications devices before a storm, then unplugging and moving electronics as high as possible: ESFI flood and electrical safety guidance.
  • Move electronics and important belongings to higher ground. Use higher shelves or floors while there is time. FEMA advises placing important items on the highest shelves when time permits: FEMA flood guidance.
  • Unplug only from a dry, safe location. FEMA says to disconnect electrical devices only when you are not wet or standing in water: FEMA flood guidance. Do not enter a wet area or delay evacuation to save equipment.

A shelf, plastic bin, waterproof case or surge protector is not a guarantee against flood exposure. Typical household equipment is not designed to be submerged, and cleaning may not be sufficient after water damage, FEMA cautions in its homeowner and renter flood guide.

Plan for elevation, not just last-minute moving

For building electrical components, FEMA identifies elevation as the most effective overall flood-mitigation approach. Where elevating equipment is impractical, relocation to a higher floor or rooftop may be considered as part of a professionally planned mitigation strategy. See FEMA’s fact sheet on protecting electrical systems from floods. This is a building-level measure, not a reason to approach electrical equipment during a flood.

During and after flooding: avoid electrical hazards

  • Stay away from downed power lines, standing water near electrical equipment, submerged outlets and electrical cords.
  • Do not touch breakers, replace fuses, unplug equipment or handle wet cords while wet or standing on a wet surface.
  • Follow emergency officials and your utility’s instructions about whether and how service should be disconnected. There is no universally safe breaker procedure for a flooded or wet home.
  • Keep household power off until an electrician has inspected the electrical system. Have wet appliances inspected; do not plug them in or switch them on unless an electrician says they are safe.

ESFI warns that electrical hazards can remain after floodwaters recede. Follow its flood recovery safety guidance and local utility and emergency instructions. If there is immediate danger, keep clear and contact emergency services or the utility as appropriate.

What to do with flood-exposed electronics and electrical equipment

Do not use a wet device as a test of whether it is safe. A device that appears dry or turns on can still present a safety or fire risk if it was not properly evaluated or reconditioned. Floodwater may contain sewage, chemicals, oil and debris; saltwater and salt spray are especially damaging because of their corrosive and conductive properties.

Items ESFI says must be replaced after water damage

ESFI’s water-damaged electrical equipment guide explicitly identifies batteries, uninterruptible power supplies (UPS units) and surge protective devices among the items that must be replaced after water damage. It also lists other electrical components, including receptacles, switches and protective devices. Follow the guide for the specific categories it covers rather than assuming drying makes an item reusable.

Other wet equipment needs qualified evaluation

The ESFI guide separately identifies equipment categories that may be reconditioned by qualified professionals. Have a qualified electrician evaluate water-damaged electrical equipment. For consumer electronics not specifically addressed in the guide, follow the manufacturer’s instructions and seek qualified evaluation; do not rely on drying alone as proof of safety.

What surge protection can—and cannot—do

A surge protective device can protect connected electronics from certain voltage surges; it does not protect them from inundation or make wet equipment safe. A point-of-use surge protector covers only the devices plugged into it. A power strip is not automatically a surge protector, so check that a product is explicitly identified as a surge protective device. See ESFI guidance on point-of-use surge protection.

Option What it protects Important limits
Point-of-use surge protective device Electronics plugged into that device. Does not protect devices from floodwater; not every power strip provides surge protection.
Whole-home surge protective device A broader portion of the home’s electrical system. Must be installed by a qualified electrician; does not make flooded equipment safe.

ESFI says no surge protection device can handle a direct lightning strike. It recommends unplugging sensitive electronics if a surge is suspected, but do so only when it is safe to approach and disconnect them. Its surge protection guidance describes the different layers and their limits.

If a surge protective device has been exposed to water, do not reuse it: ESFI lists water-damaged surge protective devices for replacement. This is distinct from ordinary replacement after a major surge event, when a point-of-use device may also need replacement over time or after the event; follow its status indicators and manufacturer guidance.

How to decide what to do after water exposure

  • Equipment that stayed dry: Keep it away from wet areas and use it only when the surrounding electrical system is safe.
  • Equipment splashed or exposed to floodwater: Do not energize it. Seek manufacturer instructions and qualified evaluation.
  • Equipment exposed to contaminated water or saltwater, or submerged: Treat it as unsafe and get qualified evaluation. The available guidance does not establish a consumer rule based on water depth or exposure time that can prove equipment safe.

For a flooded home, the priority is safety and inspection—not testing individual devices or trying to restore power yourself.
