Its shared base and optional standard extensions let different processors use a common software contract while being designed for different needs. That flexibility is driving new ecosystem work, but it does not by itself show that RISC-V has displaced Arm or x86 or become a mainstream desktop platform.
What RISC-V actually is
An ISA defines the instructions software can use and the behavior a compatible processor must expose. RISC-V International describes the ISA as a software-visible interface spanning many implementations, rather than the design of one hardware artifact. Its ratified specification library is the place to check current specification versions; the architectural introduction explains the stable distinction between an ISA and a specific processor design.
RISC-V has a small base integer ISA, with optional standard extensions that add capabilities. A designer can build a small embedded processor or a more capable application processor around the architecture. Those implementations do not become equivalent simply because they share RISC-V: they can differ in supported instructions, performance, power use, peripherals, software support, and cost.
What “open” and royalty-free mean
RISC-V International says there is no fee to use the RISC-V ISA. The openness applies to the specification and its ratified extensions under open, royalty-free terms; it does not make every implementation open source or every product free. A company can keep a processor core’s source code closed, and implementation IP or other components may carry fees. A finished chip or board also has manufacturing and integration costs. The organization’s About RISC-V page and FAQ distinguish access to the ISA from the costs and licensing of products built using it.

Why extensions matter for compatibility
Optional extensions give implementers room to tailor hardware, but they mean that “RISC-V compatible” alone is not enough to establish that a program will run. Standard extensions are defined through RISC-V International; extensions outside that framework are non-standard. Compatibility depends on the combination of the base ISA, supported extensions or profile, operating system, compiler and application, as well as device-specific integration.
- For software users: check the operating system and applications supported by the particular device, rather than assuming that a RISC-V label guarantees the same software catalog as another platform.
- For developers: verify the target processor’s base ISA and extensions against the toolchain and software requirements. Architecture tests and developer materials can help establish what a platform supports.
- For hardware comparisons: compare performance and power evidence for the intended workload, along with peripherals, vendor documentation, support maturity, and the license or cost of the actual implementation. The ISA name alone cannot answer those questions.
What has changed—and what the milestones show
RISC-V International’s 2025 annual-report page describes the year as 15 years from a university project to a global standard. The organization reports that 17 new members joined during 2025 across AI, automotive, security, software, and infrastructure. It also reports ratifications during 2025 in areas including servers, boot, debug, platform management, vector intrinsics, and memory management.

The same organization identifies RVA23 adoption as an application-processor baseline, an announcement that NVIDIA CUDA is coming to RISC-V, and ISO/IEC JTC 1 PAS Submitter status among its 2025 developments. These are organization-reported milestones and show technical and ecosystem activity; they do not establish broad product availability, performance superiority, revenue, shipments, or market share. The cited annual-report material does not provide a sufficiently defined market-share or shipment dataset to support a claim that RISC-V has become a mainstream desktop architecture.
RISC-V Chief Architect Krste Asanović has argued that a common ISA can support workload-specific silicon, while emphasizing that each market needs its own software and ecosystem work: “Beyond that common, shared base, each industry vertical requires its own tuned software stack, hardware extensions and ecosystem.” In an article published January 21, 2026 and updated August 3, 2026, he names automotive, data centers, high-performance computing, embedded and IoT, and space and aerospace as areas of activity. This is the chief architect’s assessment, not an independent measurement of adoption across those markets.

How to learn about or try RISC-V
The RISC-V developer portal separates resources for hardware designers, software developers, and specification contributors. It points to ratified specifications, architecture tests, an ecosystem dashboard, optimization resources, a member hardware landscape, and a developer-board program; it also links CPU-design and fundamentals courses.
- Start with the specifications: use the ratified specification library to find the current documents relevant to the base ISA and extensions you want to understand.
- Choose a track: use the developer portal’s hardware, software, or specification-contributor resources according to whether you want to design, program, or contribute to the standard.
- Consider a board only if you want hands-on practice: a RISC-V development board is one route to experimentation, not a requirement for learning the architecture. Check the board vendor’s current documentation for supported extensions, operating systems, peripherals, and software before buying; the resources cited here do not establish a particular model’s compatibility or current price.
How to compare RISC-V with other processor platforms
RISC-V is an ISA standard, whereas Arm and x86 are also architecture families with their own implementations and ecosystems. A direct winner-or-loser comparison is therefore misleading unless it is tied to a particular processor, device, and workload. For a real choice, compare the actual platform’s supported ISA features, software availability, workload-specific performance and power evidence, device support, vendor documentation, and implementation licensing or cost. The cited sources explain the importance of modularity and ecosystem coordination but do not establish comparative benchmark results.
