To create a rotating gradient border in CSS, place a conic-gradient() behind a layer that covers the element’s interior, then animate the gradient’s starting angle. Use layered backgrounds when you need rounded corners; a border-image gradient is more compact but does not follow border-radius.
Choose a border animation technique

Make a rotating border with layered backgrounds
This approach keeps the gradient around the edge while a solid layer covers the center. The colorful background is sized to the border box; the covering layer is clipped to the padding box. A transparent border reveals the gradient behind it.
- Create the gradient border. Set the element’s backgrounds to a solid cover layer and a
conic-gradient(). Usebackground-origin: border-boxfor the gradient andbackground-clip: padding-box, border-boxso the cover stops at the padding edge. Make the border transparent to reveal the gradient. - Add rounded corners if needed. Apply the same
border-radiusto the element and ensure the background layers use the border-box and padding-box treatment. This layered-background method is the appropriate choice when the effect must follow rounded corners. - Animate the gradient angle. Change the conic gradient’s starting angle over time. Because a conic gradient arranges its colors around a center point, changing that angle makes the colors appear to rotate around the border. web.dev
The CSS declarations that create the effect are ordinary backgrounds and borders; the animation comes from changing the gradient angle. The exact animation mechanism can depend on how the angle is represented. If you use an animatable custom property for that angle, verify that the browsers you support handle the relevant custom-property animation features.
Use border-image for a simpler rectangular border
A gradient can be assigned directly as a border image, with its angle changed to animate the colors. This reduces the layered-background setup, but the border image remains rectangular: border-radius does not reshape it. Choose this method only when that corner behavior suits the design. MDN

Make the effect accessible and unobtrusive
- Keep decorative meaning out of the animation. Assistive technology cannot parse border images, and background images are not announced to screen readers. If the border’s color or movement communicates information, provide that information in semantic text or another accessible signal. MDN; MDN
- Respect reduced-motion preferences. Use the
prefers-reduced-motionmedia query to reduce or remove nonessential movement for people who have requested less animation. MDN also recommends considering a way to pause or disable animation when appropriate. MDN - Avoid distracting motion. Keep a decorative border from flashing or competing with the page’s content.
Check layout and browser behavior
Before applying the effect broadly, confirm that the chosen technique fits the element’s dimensions and corner shape. With pseudo-elements, check stacking and leave enough padding for the faux border. For any approach, verify the exact CSS properties and animation behavior in the browsers and versions your site supports; support details can vary, particularly for newer custom-property animation features.
