This is a practical packing arrangement, not an official airline formula: check the item count and size rules for every airline on your itinerary before you leave.
Give each bag a clear job
The system works when the two bags serve different purposes. Your main carry-on holds most of the clothing and other trip belongings. Your personal item stays with you under the seat and carries work essentials and critical items you need close at hand.

The Federal Aviation Administration (FAA) notes that some aircraft have limited overhead-bin space. The U.S. Department of Transportation (DOT) advises travelers to keep critical belongings accessible in a small soft bag. Delta lists a laptop bag as an example of a personal item. Check whether your airline permits both bags and whether your personal item must fit under the seat.
Check airline and aircraft limits before packing
Bag allowances depend on the airline, and an aircraft’s available storage can affect what fits on board. Check the current baggage rules for every carrier operating your flights, including any connecting segments. Measure the packed bags using the dimensions the airline specifies; where stated, include wheels and handles.

These are examples from different sources, not interchangeable standards. Confirm your own carrier’s item count, dimensions and aircraft-specific restrictions before choosing which bag to bring.
Pack the personal item for work and disruption
Put the laptop, charger, business papers and travel documents in the personal item, along with medicine, keys and other belongings you cannot afford to lose access to. Arrange it so you can reach the laptop and papers without unpacking the entire bag. TSA recommends carrying expensive or fragile electronics in carry-on baggage and packing large electronics on the top layer to make screening easier.

Leave enough room for critical items from the main carry-on if it has to be gate-checked. The FAA says spare batteries and lithium-battery-powered devices should be removed from a bag being gate-checked and kept in the cabin. Make sure the personal item can hold them as well as your work essentials.
Organize clothing in the main carry-on
Pack the work outfit, a change of clothes, shoes and other trip clothing in the main bag, grouping items by clothing category or when you will need them. Packing cubes can make those categories easier to manage, but they are an optional organizing aid, not a baggage or screening requirement.

If you need a garment bag, verify whether it counts toward your cabin-item allowance and how the airline requires it to be stowed. Do not assume it will hang in a closet: DOT cautions, “Don’t assume that the flight will have closet space for every carry-on garment bag; yours may have to be checked.”

For U.S. checkpoint screening, TSA’s Travel Checklist describes the 3-1-1 liquids rule: each container must hold 3.4 ounces (100 milliliters) or less; containers go in one quart-size clear zip-top bag; and each passenger may bring one such bag. Keep the liquids bag easy to reach and check TSA’s current instructions and exceptions for your itinerary.

Place large electronics near the top of the carry-on so you can remove them if screening instructions require it. TSA’s advice is to pack large electronics on the top layer; follow the instructions at your checkpoint, since procedures and exceptions can vary.
