Keep enough essentials for each person and pet to manage at least three days, and pack them so you can take them if you evacuate. FEMA and Ready.gov’s baseline is one gallon of water per person per day for at least three days, plus food, a way to receive alerts, light, first aid, sanitation, and household-specific medicines and supplies. Adjust the kit to your family’s needs and local evacuation guidance.

Start with water, food, and basic supplies

Use FEMA and Ready.gov’s basic emergency supply checklist as a starting point. Their water recommendation is one gallon per person per day for at least three days, for drinking and sanitation. Store water in a clean, suitable container and plan for more if your household’s circumstances require it.

  • Water: At least one gallon per person per day for three days.
  • Food: At least a three-day supply of non-perishable food. Include a manual can opener if you pack canned food.
  • Alerts and light: A battery-powered or hand-crank radio with NOAA Weather Radio alert capability, a flashlight, and extra batteries. Check that the radio can receive the alert service you need.
  • First aid and signaling: A first-aid kit and a whistle.
  • Protection and sanitation: A dust mask, plastic sheeting, duct tape, and sanitation supplies.
  • Tools and navigation: A wrench or pliers and local maps.

Tailor the kit to everyone in the household

FEMA’s additional emergency supply checklist identifies items to add based on personal needs. Think through what each person—and each pet—would need if you had to leave quickly or manage without normal services.

  • Medical and vision needs: Prescription medicines and glasses. Ask a pharmacist or clinician how to plan for medication storage and replenishment.
  • Infants and children: Infant formula, diapers, and other supplies your household relies on.
  • Pets: Pet food and water, plus any other essentials needed to care for them.
  • Clothing and warmth: A complete change of clothing, sturdy shoes, and sleeping bags or warm blankets.
  • Hygiene and personal care: Hygiene supplies and other items needed by household members.
  • Important records and money: Family records in a portable waterproof container and cash.

Pack for evacuation, not just sheltering at home

Flood conditions can change quickly, so keep critical supplies together and easy to carry. Separate must-take essentials—such as medicines, important records, water, and alert devices—from heavier supplies you may be able to leave behind if you must move fast. Protect paper records in a portable waterproof container and make password-protected digital copies.

Keep local evacuation routes and shelter information accessible, but follow current instructions from local authorities. A general kit checklist cannot determine which route is open, which shelter can accommodate a particular need, or when an evacuation order applies.

Use flood-specific safety precautions

  • Follow local alerts and evacuation orders. Take critical supplies and documents when evacuating.
  • Stay out of floodwater. Do not walk, swim, or drive through it; it can conceal dangerous debris and other hazards.
  • Check before drinking tap water after a flood. Contact the local health department for current guidance rather than assuming it is safe.
  • Protect yourself during cleanup. Wear protective clothing, gloves, and boots. Use an appropriate face covering when cleaning mold or debris.

Make the kit usable when you need it

Organize supplies so you can find them quickly and carry them if you leave. Check food, water, batteries, medicines, and clothing periodically, replacing expired or outgrown items. Keep the kit’s location known to household members, and review it when a person’s medical, mobility, dietary, or caregiving needs change.
