To request existing payroll or overtime records from NYC Public Schools (the NYC Department of Education, or DOE), submit a written FOIL request through the agency’s current Open Records portal, email FOIL@schools.nyc.gov, or mail it to the Records Access Officer. If you are a DOE employee looking up your own pay, use the DOE Payroll Portal/Register instead. For already published data, search NYC Open Data first.

Choose the route that matches what you need

Submit a written FOIL request to NYC Public Schools

NYC Public Schools says requests for Department records must be in writing, but it does not require a particular form or format. Its Legal page lists these submission routes and contact details; check that page before filing in case they change. NYC Public Schools FOIL guidance

  • Online: Use the Open Records website linked from the DOE FOIL page, rather than relying on an old portal bookmark.
  • Email: Send the request to FOIL@schools.nyc.gov.
  • Mail: Records Access Officer, NYC Department of Education, 52 Chambers Street, Room 308, New York, NY 10007.

The published instructions reviewed here do not say that you must explain why you want the records. Ask for records held by or concerning NYC Public Schools/DOE, not another city agency or the New York State Education Department.

Make the request specific and manageable

Identify existing records rather than asking the agency to create an analysis or answer a question. A defined record type, period, organizational boundary, and set of fields gives the records officer a clearer search target.

  • Record type: For example, payroll register entries, payroll reports, overtime payment details, or time records.
  • Period: Specify start and end dates, a fiscal or calendar year, or particular pay cycles.
  • Scope: Name the employee group, job title, school, office, or other unit if known.
  • Fields: Request only what is relevant, such as pay date, pay cycle, job title, payroll code, gross pay, or overtime amount.
  • Format: Ask for electronic copies where available.

The 2025 NYC records schedule describes the payroll register as the primary source for agency payroll data. It says register entries can include pay date and cycle, entity, payroll distribution code, name, identifiers, gross pay, deductions, and related information. The schedule also describes pay-cycle event detail reports as showing detailed pay and leave transactions. These names can help identify likely records; they do not guarantee DOE holds every record or that every field will be released. 2025 NYC records schedule

Sample request

Under the New York Freedom of Information Law, I request electronic copies of NYC Department of Education payroll register records showing overtime payments for [defined employee group or unit] for [start date] through [end date]. Please include, if maintained and releasable, pay date, pay cycle, job title, payroll distribution code, overtime amount, and the associated payment type. I am seeking existing records in electronic form. If part of the request is denied, please release reasonably segregable portions and identify the basis for withholding.

Replace the bracketed text with a precise scope. You can narrow the request further if you only need a particular school, title, or set of pay cycles.

For your own DOE pay, use the employee portal

If you are a current or former DOE employee checking your own pay, start with the DOE Payroll Portal/Register, not a public FOIL request. NYC OPA’s FAQ directs DOE employees to Employee Self-Service → Payroll Register → FLSA Premium OT to retrieve the FLSA overtime premium component. NYC OPA FAQ

OPA also describes an Employee Self-Service FLSA OT Inquiry that shows qualifying pay details by earned date and pay date. If you do not have Employee Self-Service access, contact the relevant agency payroll or timekeeping department. Menu names and portal availability can change, so follow the current portal prompts.

“FLSA overtime premium” is a specific component of qualifying overtime compensation; it is not necessarily every payment that may be labeled overtime in payroll records. OPA’s FAQ discusses tax-year reporting by pay date in the context of that specific federal tax reporting matter, which should not be generalized to every payroll record’s date basis. NYC OPA FAQ

Search published data before filing

NYC Open Data offers a searchable catalog of free public data from City agencies. Search terms such as “payroll,” “citywide payroll,” “NYC Public Schools,” “DOE,” and “overtime” may help locate relevant datasets. Before relying on a result, check its agency, last update, covered period, and field definitions. NYC Open Data

The available catalog information does not establish that there is a complete DOE-specific payroll dataset with every overtime detail a requester might need. If a dataset is too broad, excludes the period, or lacks the fields you need, submit a narrowly scoped DOE FOIL request.

Understand record custody and privacy limits

The 2025 NYC records schedule identifies OPA/FISA as official record holder for payroll registers and describes OPA as official record holder for time records held in CityTime. It lists a 56-year retention period for payroll registers. That does not establish that OPA/FISA holds every DOE-created timekeeping or overtime record. For a DOE-specific request, begin with NYC Public Schools’ published channel and identify the record by name; if the correct holder is unclear, ask the office to identify or route it. 2025 NYC records schedule

Payroll registers may contain names, personal identifiers, gross pay, and deductions. Ask only for fields needed for your purpose. The schedule describes record contents, not a promise of disclosure: the agency must review requested information under applicable exemptions, and the available sources do not establish that every individual field will be released.

What to expect after submitting

The DOE guidance establishes submission routes, but the materials available here do not establish a current DOE-specific response-time estimate, fee schedule, or appeal address and deadline. Do not assume another agency’s timetable applies to DOE. Keep the portal confirmation and correspondence, follow the instructions in the agency’s acknowledgment, and verify current New York FOIL appeal requirements before challenging a denial or delay.
