Before a protest, decide whether staying reachable, using maps, documenting events, or minimizing location exposure matters most to you. A locked, updated phone with a strong passcode protects data stored on the device; it does not make a connected phone anonymous. Turning the phone off or leaving it at home reduces phone-based exposure further, but also removes communication and emergency tools.

Choose a phone plan for the event

There is no single setup that suits every protest or every person. Your phone can help with calls, maps, emergency contacts, and recording, but it also stores personal information and can produce location signals. Electronic Frontier Foundation (EFF) advises making a plan based on your own concerns and the event; its guidance covers surveillance in transit and at the event, as well as the possibility of data exposure if a phone is confiscated. Think through these trade-offs before you leave:

  • Keep the phone connected: You retain calls, messages, online maps, and emergency access, but the phone may expose location.
  • Limit connections: Airplane mode and turning off Wi-Fi and Bluetooth can reduce transmissions, but you may lose communication and online navigation. Stored location data may still be sent after reconnecting.
  • Turn the phone off or leave it at home: This reduces phone-based exposure further, but you cannot rely on it for calls, maps, or emergency tools while it is unavailable.

Secure data before you go

Set a strong passcode and screen lock

Use a strong passcode rather than relying only on a short or easily guessed code. EFF says iOS and most Android devices include encryption capabilities, and that a strong password helps protect that encryption. Encryption protects stored data at rest; it does not prevent every kind of access or protect information while it is being used. Device menus change, so consult your phone maker’s current instructions for the exact settings.

Consider disabling face or fingerprint unlock

If you are concerned someone might physically compel you to unlock the phone, consider temporarily disabling face and fingerprint unlocking and using your passcode instead. EFF describes the law on compelled biometric unlocking as unsettled in the United States; that is not a universal legal rule. Update devices and protect online accounts

  • Install available operating-system and app security updates before the event.
  • Use strong, unique passwords for online accounts and enable two-factor authentication.
  • Consider a password manager if you need help maintaining unique passwords; EFF notes it can simplify using strong passwords.
  • Check that the apps you expect to use are updated and that you have enough storage.

Back up what you might need

Back up important contacts and media before you go, in case the phone is lost or confiscated. A backup can itself contain sensitive information, so consider how it is protected. EFF recommends end-to-end encrypted iCloud backup protection for iPhone users who use online backups, and a zero-knowledge backup provider for Android. See EFF’s backup guidance.

Make an emergency plan that works without your phone

  • Agree on a meeting point in advance in case your group gets separated or phones stop working.
  • Write down essential contact details, including an emergency contact or lawyer’s number, rather than keeping them only on the phone.
  • Check phone credit or data availability and test emergency camera or SOS shortcuts before leaving.
  • Consider a charged power bank if you need to keep the phone available longer. It supplies reserve power; it does not protect privacy.

Think carefully before carrying a second phone

A secondary phone with little personal data may suit some people, but it still needs current security updates. It is not automatically anonymous: EFF warns that carrying your everyday phone alongside it can allow the two devices’ locations to be correlated. SIM registration rules also vary by country.

Manage connections and location at the protest

Use encrypted messaging for sensitive conversations, with realistic expectations

End-to-end encryption protects message and call content in transit. EFF describes Signal as supporting encrypted calls and group chats. But encryption does not make the phone or its use anonymous: a connected phone can still expose location. As EFF puts it, “if you go to a protest and use your phone to communicate, even with Signal, the phone’s connectivity might expose your location.” Read EFF’s explanation of communications risks.

Reduce transmissions when you do not need service

If calls and internet are unnecessary for a period, use airplane mode and separately turn off Wi-Fi and Bluetooth. Consider disabling location services and account-level location history as well; exact settings and paths vary across phones and software versions. These measures can reduce transmissions, but they are not a guarantee that no location data is collected or later shared.

Know what airplane mode does—and does not do

Airplane mode is not the same as turning off the phone. EFF warns that apps may store GPS location while a phone is offline and transmit that information after the phone reconnects. In EFF’s guidance, powering the phone off is the measure that prevents this specific delayed transmission from happening. Turning off connectivity also means giving up calls, messages, and online maps while it remains off.

If you plan to disconnect, download maps for offline use where needed and agree on a meeting place beforehand. Amnesty also identifies possible service disruption, Wi-Fi monitoring, and requests for cell-tower records as risks. These are potential risks in its guidance, not evidence that a specific method is being used at a particular protest. Amnesty outlines possible network risks.

Record events without needlessly exposing other people

Recording can preserve evidence and public information, while publishing identifiable footage can put the people shown at risk. Before posting, consider whether identifiable people consented and whether sharing could expose them.

  • When consent is unavailable, obscure faces and other identifying details such as tattoos or distinctive clothing before public sharing.
  • EFF notes that blur effects can sometimes be reversed; opaque blocking may be preferable when someone must not be identifiable.
  • Check image metadata before sharing. It may include the camera model, exact time and location, and even the photographer’s name. Remove metadata when safe and practical.

Amnesty likewise urges people to obscure peers’ identities before publishing protest images. EFF’s guidance covers protest photos and metadata; Amnesty addresses protecting others in images.

Keep protest phone security separate from border-search rules

Search rules depend on jurisdiction and circumstances. U.S. border-device searches are a distinct context and should not be used to infer what may happen at a protest. The ACLU’s U.S.-focused explainer, updated March 21, 2025, says border-device search rules are complicated and vary with legal status and circumstances. It reports, citing CBP, that more than 41,000 electronic devices were searched in 2023, compared with 8,503 in 2015; those figures concern U.S. border searches, not protest searches.
