The Ministry of Defence’s Defence Nuclear Enterprise oversees the broader lifecycle, which continues through retirement and disposal.
Who is responsible for each stage?
Responsibility is divided across government and industry rather than held by a single shipyard. The Defence Nuclear Enterprise (DNE) oversees the fleet’s lifecycle, while the Submarine Delivery Agency (SDA) commissions work across the supply chain. Where are UK nuclear submarines built?
All UK submarines are manufactured by BAE Systems at Barrow-in-Furness, in Cumbria. The government’s 2026 annual update describes Barrow as the only UK facility with the infrastructure, site licence and resources to design and build the country’s nuclear submarines. Building and commissioning are specialist, long-term programmes; the public sources identify the organisations and sites, not replicable construction instructions. How does a submarine move from build to service?
Programme and design
The DNE oversees programmes and lifecycle management, with the SDA commissioning work from a wide industrial supply chain. That structure connects design and procurement decisions with later support and disposal responsibilities.
Construction, testing and commissioning
BAE Systems is responsible for design, construction, testing and commissioning at Barrow. A boat’s completion is not the end of the industrial work: the submarine then enters service, where support and upgrades are required over its operational life.

Rolls-Royce Submarines provides the nuclear propulsion systems and in-service support. Raynesway is identified by the government as the centre for reactor design and manufacture. Public descriptions establish these roles and locations but do not set out reactor internals or operational maintenance procedures. How are submarines maintained in service?
Babcock delivers through-life support, maintenance and upgrades for the submarine fleet. Devonport is a key location for deep maintenance and refuelling or defuelling work. What happens when a submarine leaves service?
Retirement does not immediately end the need for care. Government guidance says laid-up submarines receive regular essential maintenance while they await dismantling. Even after fuel is removed, radioactive substances can remain in reactor-compartment pipework and components, so safe management continues after operational service ends. The Ministry of Defence’s 2026 annual update says the fleet comprises four Vanguard-class submarines and five in-service Astute-class attack submarines, with two further Astute boats still to be delivered. These are the status figures stated in that update; they should not be read as a claim that the remaining Astute boats are already operational. For SSN-AUKUS, UK construction is planned principally at Barrow, and next-generation reactors are planned for Rolls-Royce Submarines’ Raynesway site. The government has described an ambition to build one SSN-AUKUS submarine every 18 months, intended to double the current build rate; that is a target, not an achieved production cadence. The 2026 update also describes approximately £6 billion of investment over the Spending Review period for modernisation across Raynesway, Barrow and the supporting supply chain. These figures are government plans and commitments as reported in that update, not proof that future capacity or deliveries are complete.
