To lower the chance of basement flooding during heavy rain, clear gutters and drains, prepare an existing sump pump for a power outage, and address sewer backup separately from water seeping through walls or floors. These measures target different routes water can take; none guarantees a dry basement in every storm. Ready.gov’s reminder is simple: “Where it can rain it can flood.” Check your local flood risk and preparedness guidance, but do not treat a map as a guarantee that a property is safe.

First, work out where water is getting in

The right fix depends on the water’s path. Notice where water first appears and what conditions accompany it; this can help you describe the problem to a qualified professional, but it is not a substitute for an inspection.

  • At a floor drain or other drain: water may be backing up through plumbing or a sewer line.
  • At the sump pit: check whether the pump is operating and whether the situation coincides with a power outage.
  • Near the wall-floor joint or through a foundation crack: water may be seeping through the basement floor or walls.
  • After runoff gathers near the house: surface drainage may be contributing to water entry.

Repeated or unexplained flooding calls for an assessment by a qualified local professional. Do not assume that one measure—such as a check valve or waterproof coating—will address every water path.

Clear gutters and drains before heavy rain

Keep accessible gutters and drains clear of debris, particularly before the rainy season and after debris-heavy weather. FEMA and Ready.gov include clearing or decluttering them among preparedness measures: FEMA’s hurricane-preparedness guide and Ready.gov’s flood guidance.

Clear blockages safely, and avoid work that requires unsafe access. This maintenance can reduce drainage problems, but it does not stop groundwater seepage or sewer backup.

Prepare an existing sump pump for a power outage

If your home has a sump pit and pump, consider adding a water alarm and a battery-backup sump pump. FEMA recommends both measures in its hurricane-preparedness guide; its flood guidance also recommends considering a sump pump with a battery.

A backup pump is not a universal fit. Have a qualified installer assess compatibility with the existing pit, discharge route, and home conditions. Follow the equipment instructions for maintenance. The cited guidance does not establish a one-size-fits-all pump capacity or battery runtime, so do not rely on a generic rating to predict how long a particular system will keep working. A water alarm warns of water; it does not remove it.

Address sewer backup with a separate measure

A check valve or backwater valve in plumbing or a sewer line can help prevent floodwater from backing up through drains. It addresses that plumbing path only: it will not stop surface water or seepage through foundation walls and floors. Ask a licensed plumber whether a valve is suitable for your plumbing and permitted under local requirements. FEMA discusses check valves in its hurricane guide and flood guidance.

Get persistent seepage or repeat flooding assessed

FEMA CERT materials describe waterproofing basement floors and walls as a way to reduce seepage through cracks, and recommend consulting building professionals when additional mitigation may be needed. See the FEMA CERT Hazard Annex: Flood Instructor Guide (August 2019).

That general guidance does not identify the right product or design for a particular basement. Have a qualified basement waterproofing or foundation-drainage professional investigate the source before choosing a sealant, interior coating, or drainage work.

Protect people and important belongings

  • Move valuables and important items to higher levels. Keep essential papers in a waterproof container or make protected digital copies.
  • Monitor alerts during a flood threat, follow local instructions, and evacuate if ordered.
  • Do not walk, swim, or drive through floodwater. Ready.gov warns that six inches of moving water can knock a person down and one foot can sweep a vehicle away; these are safety warnings, not basement-protection thresholds. See Ready.gov’s flood guidance.
  • Never touch electrical equipment if it is wet or while standing in water.

Review flood insurance before a storm

Ready.gov says standard homeowners insurance policies do not cover flooding and recommends considering flood insurance. Its flood guidance says coverage typically takes up to 30 days to begin; FEMA’s hurricane guide also describes a 30-day waiting period. These are source guidance, not a guarantee for every policy. Ask your insurer or the National Flood Insurance Program about current eligibility, exclusions, and the effective date before relying on coverage.

Expect risk reduction, not a guarantee

Gutter maintenance, a backup sump system, and a check valve each target different problems, and persistent seepage needs site-specific assessment. FEMA CERT’s August 2019 guide cautions: “In some cases, even these suggestions will not be enough to prevent serious damage from flooding.” During a flood warning, prioritize official safety instructions over attempts to protect property.
