International and club suspensions are not automatically interchangeable. A ban usually applies where the rules that imposed it say it must be served: in a particular competition, or in the representative-team or club-team category. Whether it carries into another competition depends on the sanctioning authority, the type of ban and the relevant competition regulations. Serious sanctions can be extended worldwide, and tournament-specific rules can determine whether a qualifying ban carries into a final tournament.
What determines where a suspension applies?
“International” and “club” describe the competition category, not a universal boundary for suspensions. To work out whether a player can take part in a particular match, check four things:
- Who imposed the sanction? It may come from FIFA, UEFA, a national association, a league or another disciplinary body.
- Which competition and category are covered? The decision may concern a named competition or apply to representative-team or club-team competitions.
- What kind of suspension is it? An automatic ban after a dismissal, a ban triggered by accumulated cautions and an additional disciplinary sanction may have different scopes.
- What do the competition and governing-body rules say about carry-over or extension? Check the rules for the specific competition and any terms in the decision.
The sanction decision and current regulations govern an individual case. Rules from UEFA or FIFA do not establish the answer for every national league or association.
How UEFA treats suspensions across competitions
Under UEFA’s 2026 Disciplinary Regulations, a suspension is ordinarily served in the competition where the offence occurred. If it remains unserved when that competition ends, the competition regulations determine what happens next. If they do not specify, it carries automatically to the next official competition in the same category: representative-team or club-team competitions.

Dismissals and accumulated cautions
UEFA’s general rules say a dismissal usually brings a suspension for the next match in the competition where the expulsion occurred. Accumulated cautions in different matches of the same competition can also trigger a suspension there, subject to that competition’s rules. UEFA further states that a suspension for cautions must be served before another suspension.
Club competitions have their own provisions
The UEFA Europa League 2026/27 regulations describe the scope of red-card suspensions across UEFA club competitions and set competition-specific card carry-over provisions. Those provisions are not a universal rule for domestic leagues, international tournaments or every other competition. See Europa League 2026/27, Article 63.

Can a club suspension carry over to international football?
Do not assume that it does—or that it cannot. Under UEFA’s general fallback, an unserved suspension carries to the next official competition in the same category if the competition rules provide no answer. A club-team ban therefore does not, on that rule alone, become a representative-team ban. But a specific competition regulation or an express extension in the sanction can change the result.
FIFA describes worldwide extension as a mechanism for serious sanctions. Its judicial bodies information says associations, confederations and other organising sports bodies shall request worldwide extension for serious infringements. Examples include discrimination, match manipulation, misconduct against match officials, forgery and falsification, and sexual abuse or harassment. This is why an ordinary competition suspension should not be treated as automatically worldwide, while a serious sanction may have broader reach.

What happens to a World Cup qualifying suspension?
The FIFA Council’s 8 May 2026 update on the 2026 World Cup regulations shows why tournament rules matter. It says pending one- or two-match suspensions arising from specified qualifying incidents—cautions in different matches, an indirect red card, or certain direct red cards—would not carry into the final competition. Other pending suspensions imposed as a result of a red card would carry over. The update states: “Any other pending match suspensions imposed as a result of a red card in matches in the preliminary competition are carried over to the final competition.”
The same update says single yellow cards in the final competition are cancelled after the group stage and again after the quarter-finals. These are rules for the 2026 World Cup, not a general carry-over policy for other tournaments.

How to check a specific player’s eligibility
- Find the disciplinary decision. Identify the authority, the offence, the number of matches and any stated scope or extension.
- Read the competition regulations. Check the relevant provisions for dismissal, accumulated cautions, serving a ban and carry-over when a competition ends or changes stage.
- Confirm the category and next fixture. Establish whether the next match is in a club-team or representative-team competition and whether it falls within the suspension’s scope.
- Check governing-body and national rules. For domestic football, consult the relevant national association and competition regulations; UEFA and FIFA examples alone do not settle national rules.
- Verify the current position before the match. The decision and regulations in force for that case control eligibility.
Do club and international suspensions count separately?
They can be governed separately because they may arise under different authorities, competitions or categories. But there is no single answer for every case: the sanction decision, applicable regulations, competition transition rules and any worldwide extension determine whether a ban affects another match or competition.
